HomeMy WebLinkAboutReso 2023-3597110111 RESOLUTION NO. 2023 - -fm A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING A FIRST AMENDMENT TO THE AGREEMENT WITH STANLEY E. MORRIS FOR THE POSITION OF CITY MANAGER OF THE CITY OF SUNNY ISLES BEACH, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; PROVIDING THE CITY ATTORNEY WITH THE AUTHORITY TO EFFECTUATE THE TERMS OF THIS AGREEMENT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on December 611, 2021, via Resolution No. 2021-3271, the City Commission approved an Agreement with Stanley E. Morris for the position of City Manager; and WHEREAS, pursuant to the section 3(B) of the Agreement, the City Commission is to review the City Manager's salary on an annual basis to determine if an adjustment is necessary; and WHEREAS, upon due consideration, the City Commission wishes to approve a First Amendment to the Agreement, providing for a salary adjustment to the position of City Manager, attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of First Amendment. The City Commission hereby approves a First Amendment to the Agreement with Stanley E. Morris for the position of City Manager, providing for a salary adjustment, attached hereto as Exhibit "A"; and Section 2. Authorization of Mayor. The Mayor is hereby authorized to execute said Agreement. Section 3. Authorization of the City Attorney. The City Attorney is authorized to do all things necessary to effectuate the terms of this Agreement. Section 4. Effective Date. This Resolution shall become effective upon adoption. REASONS: The City Manager is to be reviewed annually per his contract. This review is overdue for an assessmeni of his performance and salary, by almost two years. On December 1, 2021, the City Commission unanimously appointed City Manager Stan Morris with starting salary of $210,000. The prior City Manager's salary was $261,738.55. City Manager Morris ha! overseen the day-to-day operations of the city, a staff of almost 300 people and a budget of $184 million. Highlighted below are some of the major accomplishments within the last two years. 1) Public Safety - Primary goal and direction by the City Commission. Since my tenure I've seen firsthand how the Police Department has grown and flourished. Durin€ these last two years, City Manager Morris led the positive changes, establishing a process anc procedure for the hiring of the Police Chief. He selected Chief Eddie Santiago which was voted or affirmatively and unanimously by the City Commission. He further established protocols and procedures for both Lieutenant and Sergeant promotions. Due to his efforts, the city has added thirteen police officers, fully staffed dispatch with six new police communications officers, increased our traffic and marine patrols and instituted electronic ticketing. New police vehicles and equipment were purchased with forfeiture funds outfitting our police department with crucial life safety equipment. Item Number: 10.0 Additionally, for the first time since inception, the City of Sunny Isles Beach Police Department is full) accredited. The residents and visitors continue to comment on the professionalism, safety, and security of the police department. The police department has become the standard to be followed. 2) Fiscal Responsibility The City Manager is responsible for all financial transactions in the city including management of the city budget. City Manager Morris has made a conscious and concerted effort to recover monies tc support the budget. In total, he has collected $1,127,020.40 in favor of the city. Additionally, the City Manager listened to the Commission and was successful in lowering the millage rate by .1% resulting in tax savings for residents. 3) Procurement He has restructured and rebuilt our Procurement Department and passed an ordinance regarding the cone of silence to protect the integrity of the bidding process. Further, recently, he has established an electronic bidding process for increased efficiency and transparency. ADDITIONAL INFORMATION: A salary survey of some of the surrounding cities was prepared as a comparison. The chart represents the results of the survey.
