HomeMy WebLinkAboutReso 2024-3605RESOLUTION NO. 2024 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE SCHEMATIC DESIGN OF THE PROPERTY LOCATED AT 15800 COLLINS AVENUE, KNOWN AS THE INTRACOASTAL SPORTS PARK, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach (the "City") is the owner of the property located at 15800 Collins Avenue (the "Property"); and WHEREAS, on May 19th, 2022, via Resolution No. 2022-3337, the City Commission approved a Project Agreement with Keith and Associates, Inc. ("Keith") to provide civil engineering and landscape architectural services for a new structure with park amenities on the Property; and WHEREAS, on May 19th, 2022, via Resolution No. 2022-3338, the City Commission approved a Project Agreement with Rodriguez Architects, Inc. ("Rodriguez") to provide professional architectural services for a new structure with park amenities on the Property; and WHEREAS, on February 16, 2023, via Resolution No. 2023-3467, the City Commission approved the naming of the Property as the Intracoastal Sports Park ("ISP") based on the City Commission's direction for the inclusion of active recreation; and WHEREAS, the City Commission wants to approve the schematic design for the ISP, attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Schematic Design. The City Commission hereby approves the schematic design for the Intracoastal Sports Park, attached hereto as Exhibit "A". Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. REASONS: Through Resolution Numbers 2022-3337 and 2022-3338, the City contracted with architects anc engineers to design a park with sports courts and adjoining amenities to complete the envisioned Intracoastal Sports Park. As per Resolution Number 2023-3467, the parcel was named Intracoasta Sports Park with the intent of providing active recreation. The research from the Parks and Recreation Master Plan proved that tennis is at the top of the list of desired amenities. Through many discussions, it is understood that green open space is also a desire for this location. However, considering all current city owned land, this parcel is the most viable location for a tennis center consisting of two courts, with one court being striped for multi-purpose use such as basketball and volleyball as originally discussed and approved in April 2022. To achieve more green space, pickle ball courts have been removed as that activity is available at the county operated Haulover Park which is adjacent to our southern border. We will provide some workout stations, another amenity expressed by our residents. The green open space will be designed as an extension of the existing Intracoastal Parks, providing green space along the waterfront, and an Item Number: 10.G 195 off -Collins walking path, with an expanded, 10 foot wide sidewalk along Collins Avenue across the entire length of the park. To alleviate concerns expressed regarding parking and restrooms, the design includes monitored restrooms and minimal parking necessary for the courts. These will be closed and locked outside of operating hours and cannot be used for beach parking. This revised plan before you for approval takes into consideration the original intent approved in April of 2022, the research of the Parks and Recreation Master Plan, and the additional concerns that were expressed during this design process.
