HomeMy WebLinkAboutReso 2024-3614RESOLUTION NO. 2024 - &- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT OF FLORIDA SENATE BILLS 750 AND 752, AND FLORIDA HOUSE OF REPRESENTATIVES BILLS 697 AND 699; DIRECTING THE CITY CLERK TO DISTRIBUTE COPIES OF THIS RESOLUTION TO THE FLORIDA LEAGUE OF CITIES, THE PRESIDENT OF THE FLORIDA SENATE, THE SPEAKER OF FLORIDA HOUSE OF REPRESENTATIVES, AND THE GOVERNOR OF THE STATE OF FLORIDA; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the purpose of government is to protect the rights of the people, including life, liberty, and the pursuit of happiness; and WHEREAS, Article IX of the Bill of Rights of the United States states that, "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."; and WHEREAS, Article I, Section 9, Clause 6, states that, "No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law..."; and WHEREAS, Article I, Section 10, Clause 1 of the United States Constitution says in part, "No State shall ... make any Thing but gold and silver Coin a Tender in Payment of Debts..."; and WHEREAS, inflation is a result of the expansion of the currency supply and a monetary policy that has abandoned the gold standard, among other factors; and WHEREAS, the federal government and the Federal Reserve have indicated the desire to create a Central Bank Digital Currency ("CBDC"); and WHEREAS, the State of Florida does not define CBDC as money, as of the signing of HB 7049 into law in 2023; and WHEREAS, adopting a CBDC could potentially lead to greater central oversight of financial transactions and negatively impacting the financial autonomy and freedom of the American people; and WHEREAS, the State of Florida has a constitutional right and authority to make gold and silver legal tender within the state, and it has the right to establish gold and silver -backed currencies as, "Tender in Payment of Debts"; and WHEREAS, Representative Doug Bankson and Representative Chip LaMarca introduced and filed The Sound Money Act, HB 697 & HB 699, into the House; and WHEREAS, Senator Ana -Maria Rodriguez introduced and filed The Sound Money Act, SB 750 & SB 752, into the Senate; and @BCL@5COBAD4C.docx Page 1 of 3 WHEREAS, the aforementioned legislation aim to reintroduce gold and silver as legal tender, alongside the existing currency; and WHEREAS, the City Commission finds that it is in the best interest of its residents to express support of SB 750 and SB 752; and HB 697 and HB 699. NOW, THEREFORE, BE RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Express Support of Senate Bills 750 and 752. The City Commission hereby expresses its support of Senate Bills 750 and 752. Section 2. Express Support of Florida House Bills 697 and 699. The City Commission hereby expresses its support of Florida House Bills 697 and 699. Section 3. Direction to the City Clerk. The City Clerk is hereby directed to distribute copies of this Resolution to the Florida League of Cities, the President of the Florida Senate, the Speaker of Florida House of Representative, and the Governor of the State of Florida. Section 4. Authorization of the City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the terms of this Resolution. Section 5. Effective Date. This Resolution shall become effective upon adoption. REASONS: Crippling inflation is a result of the expansion of the currency supply, a monetary policy that has abandoned the gold standard, and a Congress that has given away its power to coin money to a private corporation that acts as the Central Bank of the United States, called the Federal Reserve. Th( federal government and the Federal Reserve have indicated the desire to create a Central Bank Digita Currency (CBDC). However, the State of Florida does not define CBDC as money, as of the signing c HB 7049 into law in 2023. The increased centralized control of money through a CBDC will furthe enable federal monetary tyranny and deprive the American people of our rights to life, liberty, and the pursuit of happiness. The State of Florida has a responsibility to protect the people from crippling inflation, the dangers of modern monetary theory to print currency into oblivion with unbacked fiat currencies that rob the people of their wealth and purchasing power, and has the constitutional right and absolute state authority to make gold and silver legal tender within the state, and it has the right to establish gold and silver -backed currencies as, "Tender in Payment of Debts". Florida House Representatives Doug Bankson and Chip LaMarca introduced and filed The Soun, Money Act, HB 697 & HB 699, into the House, and Florida Senator Ana -Maria Rodriguez introduced and filed The Sound Money Act, SB 750 & SB 75; into the Senate, which aim to reintroduce gold and silver as legal tender, alongside the existing Item Number: 10.13 344 currency.
