Bid Format
1. FORMAT
All required signatures shall be manual, in blue ink of an authorized representative who has the legal authority to
bind the Contractor in contractual obligations. Each page of the bid should state the name of the Contractor, the bid
number, and the page number. The City reserves the right to request additional data or material to support the bid.
All material submitted in response to the ITB will become the property of the City.

2. MINIMUM QUALIFICATION REQUIREMENTS (MQRS)
Bidder must read the MQRs first to ensure your firm meets these requirements in order to provide a response to this
ITB. Firms that do not meet all the MQRs stated will be determined non-responsive and disqualified from the
evaluation process and will not be considered.
Proposer must provide all MQRs as requested, in addition to the information requested below.

was founded by Mr. Bart Okoro, who started his career with a college background in Management, emphasizing
Hospitality Management. He later gained practical experience through many years of service while working onsite in a
variety of facilities prior to launching his own business. Chi-Ada Corporation started performing as a subcontractor for
cleaning and maintenance services for primary contractors. In 1995, Chi-Ada Corporation registered as a primary
contractor and is operating in this capacity until today, under the presidency of Bart Okoro. The firm is now servicing a
diverse group of private, public, and government institutions in Miami-Dade County, Broward County, Fulton County,
and Sarasota County. Chi-Ada Corporation has earned a reputation for quality standards which are equivalent to those of
five-star hotels.
With its twenty-eight years of experience, Chi-Ada Corporation activities are focusing on janitorial services such
as pressure washing, disinfecting, hard surface floor care, restrooms/bathrooms cleaning, carpet care, floor care services,
equipment, labor, and exposed surfaces disinfection, dusting, vacuuming, special event clean-up, emergency clean-up,
window washing, and post-construction clean-up.
Currently, Chi--part time employees,
allocated throughout the contracts that the company holds in Miami Dade janitorial services - DTPW Rail, Mover, and
Bus Facilities, Fulton County Janitorial Services for Selected Facilities, Sarasota Janitorial, pressure washing, and
window cleaning services, Broward County Janitorial Services for Various County Facilities, City of North Miami Beach
janitorial services Citywide, and Sarasota County (Siesta Key Village) custodial services. Chi-
contracts are 97% governmental and school contracts. In this regard, Chi-Ada Corporation takes immense pride in its
trained, experienced, and skilled staff allocated through the 9 million square feet of various custodial service contracts
that the firm is currently managing. The quality of the human resources positively supports our management strategy to
have positive appreciation by contract administrators at the end of each contract. Therefore, since 1995, the firm did not
register contract cancellation due to compliance failures.
Furthermore, Chi-Ada Corporation is a qualified and experienced janitorial services firm. Over the years, the
addition, Chi-Ada Corporation acquired high esteem as a successful custodial services firm from private companies and
governmental offices. This success is achieved by faithfulness and the quality of our human resources, which is enriched
with various skills. For that, our firm is an award winner in the cleaning and maintenance industry. The company won the
TOBY award back-to-back in 2004 and 2005. In the year 2007, it reclaimed the award which is conducted by the
Building Managers Association of America.
Finally, our company measures the importance of our management availabilities. In this regard, Chi-Ada
Corporation has a smooth chain of management that allows information to be transmitted freely between lower-level staff
to upper-level management and conversely, for prompt reactions, actions, and mitigations of concerns. Chi-Ada
Corporation grants some authorizations to managers to deal with day-to-day tasks and report any decisions to Chi-Ada
upper management. For this project, our project manager will be available on-site during the normal hours and on-call
during the off hours. The project manager will be the liaison between Chi-Ada Corporation and the City. He oversees the
mitigation of any issues, manages the contract, and reports his actions to the management of Chi-Ada Corporation. Our
supervisors will interact with our on-site employees by supervising them and providing the necessary measures for
contract compliance. They also interact with the project manager regarding any activities and report any emergency to the
management of the city and the project manager.
Chi-Patrick Nwaofokor, is responsible for day-to-day operations and contract
administration, and will be Chi-City. He will attend all meetings with Building
Managers. He will be responsible for ensuring delivery of supplies and equipment at all facilities. He will ensure
employee attendance, adjust schedules as necessary, maintain staffing levels, and ensure performance in compliance with
the contract. Mr. Patrick will provide oversight of Routine Cleaning Crew Supervisors. The Routine Cleaning Crew

Chi-Ada's priority upon contract award is for its Key Personnel (Account Manager, General Manager, Project Managers,
quality control manager, and Supervisors) to meet with the City's Contract Manager and Building Managers to coordinate
the project implementation.
Chi-Ada's next priority is to review potential hires (including incumbent personnel) and perform background
checks/fingerprint checks, hire staff necessary to perform the contract and obtain the requisite clearances/ IDs from the
City. In addition, chi-Ada will simultaneously obtain the essential storage space for supplies and equipment. Finally, Chi-
Ada will coordinate getting keys and access codes.
Detailed Transition Plan
Within one business day of execution of the contract by the City: Begin interviewing personnel to perform the
contract. Begin performing required background checks, fingerprints, and other necessary screening on likely
candidates.
Within seven business days of execution of the contract by the City: All personnel necessary for contract
performance have been interviewed, vetted, and hired. All the required clearances, approvals, and ID badges have
been obtained from the City. Start training personnel.
Within fifteen business days of execution of the contract by the City: All personnel hired for the contract will
have been trained and will have gone through Chi-Ada orientation.
Chi-Ada Corporation is experienced in providing firsthand key employees for every new contract. Our firm works
to minimize the consequences of job losses that can affect the incumbent employees. Incidentally, we have a hire-
back program for the employees of the outgoing contractor. This program enables us to interview the incumbent
employees to retain qualified candidates, who pass their background checks successfully, and who have proven
experience that can contribute to increasing the quality of our work. We have implemented the same program in
several contracts we undertook in Broward County, Sarasota County, Fulton County, and Miami-Dade County.
For example, we were able to retain 97% of the incumbent employees in our contract with Miami-Dade County
Metro mover and maintain the wages of those who received increases above the Miami-Dade County Living wage
rate if their qualifications and experiences were higher proven. We are projecting to apply the same strategy for
the City of Sunny Isles Beach if we awarded this contract.
Within eleven business days of execution of the contract by the City: Chi-Ada is ready to begin performing.
At least three business days before the start of Chi-Ada contract performance. Final walk-through
with City property managers.
Last day of incumbent's contract/day before the start of Chi-Ada performance: Incumbent removes its
equipment and supplies. Chi-Ada obtains keys and access codes and delivers its equipment and supplies.
Chi-Ada anticipates its Transition/Start-Up Team will be its permanent team, ensuring a seamless
transition. As a practical matter, however, Chi-Ada expects its Account Manager Bart Okoro will dedicate more
time to this contract during the transition to ensure everything runs smoothly. Once everything is optimal, Mr.
Okoro will leave the day-to-day operations to Chi-Ada's General Manager and Project Managers. However, Mr.
Okoro will remain available to the City Contract Manager and Building Managers 24/7/365.
Background checks and fingerprint checks are required for all new employees. When an applicant is cleared, Chi-
Ada submits this information to County Security Department and repeats the reviews annually. A security workshop is
also required as part of this contract's initial training, followed by a test administered by Chi-Ada that all employees must
pass. That is the same plan Chi-Ada successfully used.

Use of green products
Chi--emitting materials,
recycled content materials/supplies, and environmentally friendly maintenance practices that are implemented by
adopting training programs for janitorial supervisors and staff. These initiatives are intended to reduce the amount of
volatile organic compounds (VOCs) used in cleaning while eliminating many indoor airborne particulates, which may
adversely impact indoor air quality.
Chi-Ada Corporation purchases/utilizes only sustainable cleaning and hard floor and carpet care products, meeting the
sustainability criteria outlined in LEED v4 for Building Operations and Maintenance Indoor Environmental Quality (EQ)

Chi-Ada Corporation purchases/utilizes color-coded microfiber mops, towels, and similar wiping materials to eliminate
cross-contamination. One color shall be designated for restrooms and another color for other areas. Mops, towels, and
other similar wiping materials used to clean restrooms will not be used to clean other areas and vice versus.
Chi-Ada Corporation has established standard operating procedures that address how an effective cleaning and hard floor
and carpet maintenance system will be consistently utilized, managed, and audited to protect vulnerable building
occupants. In situations where cleaning operations can potentially adversely affect any identified members of a vulnerable
population: Daily cleaning activities will be scheduled appropriately to avoid exposure of vulnerable populations to the
cleaning process. Alternative cleaning practices will be adopted to minimize or make unnecessary the use of cleaning
chemicals. Cleaning chemicals will be used in areas only where sufficient ventilation is present to allow chemicals to
dissipate before the area becomes repopulated. Additional ventilation will be provided through the use of blowers to
enhance the rate of chemical dissipation. Cleaning operations will be conducted to prevent the transfer of impacts to other
areas of the building that may contain vulnerable populations.
Chi-Ada Corporation promotes hand hygiene by ensuring that the property's soap and towel dispensers are checked each
day and filled as needed.
Chi-Ada Corporation has guidelines addressing the safe handling and storage of cleaning products used in the building by
storing products in a clean, cool, dry space. Some cleaning chemicals can have hazardous reactions when they experience
extreme temperature fluctuations or high humidity levels. Store in well-ventilated areas, away from HVAC intake vents.
This helps prevent any fumes from spreading to other areas of the facility. Store no higher than eye level and never on the
top shelf of a storage area. Do not overcrowd shelves, and include anti-roll lips to avoid falling containers. Chi-Ada does
not store cleaning chemicals on the floor, even temporarily. If there is a hazardous spill or mishap, the following steps
should be taken:
Identify the spilled. Materials oozing from marked containers are easy to identify if a worker has been injured, notify the
building manager and call 911 if needed.
Contain the spill to keep the spill from spreading; place dikes around the edges of the spill. Turn off spouts or valves
depending on where the spill is coming from.
Clean up the spill by making sure the spill is stopped at the source.
Use mops, shop towels, mats, and other absorbent items to mop up small spills.
Decontaminate the spill site.
Thoroughly clean the entire area.
Finish by cleaning the tools and equipment used to clean up the spill. Report the spill if needed.
Chi-Ada Corporation has a training program to train personnel on the needs of the building.
This program is provided as a separate document. It addresses the training of personnel in the hazards, use, maintenance,
disposal and recycling of cleaning products, dispensing equipment, and packaging. Staff are trained to spray the cleaning
product onto the rag, not the equipment/surface.
Chi-Ada Corporation uses a staffing plan that facilitates compliance with the contract specifications and includes
positions such as Project Manager, Assistant Project Manager, Quality Control Manager, Supervisor, and Janitor. If
Quality Control Inspections reveal deficiencies with a property's cleanliness, the property's staffing plan is reassessed and
altered to bring the property back into compliance with the contract specifications.
Chi-Ada Corporation uses cleaning product concentrates with appropriate dilution systems to minimize cleaning product
use wherever possible.
Chi-Ada Corporation removes all recyclables from each location as required. In addition, recyclables are removed
separately from trash to avoid contamination, placed in designated recycle bins, and transported to designated pick-up
locations if applicable.
LEED v4 for Building Operations and Maintenance Indoor Environmental Quality (EQ) Credit: Green Cleaning
Products and Materials.
The cleaning products meet one or more of the following standards for the appropriate category:
a. Green Seal GS-37, for general-purpose, bathroom, glass, and carpet cleaners used for industrial and institutional
purposes.
b. Environmental Choice CCD-110, for cleaning and degreasing compounds.
c. Environmental Choice CCD-146, for hard surface cleaners.
d. Environmental Choice CCD-148 for carpet and upholstery care.
e. Green Seal GS-40, for industrial and institutional floor care products.
f. Environmental Choice CCD-147, for hard-floor care.
Disinfectants, metal polish, or other products not addressed by the above standards meet one or more of the following
standards for the appropriate category:
a. Environmental Choice CCD-112, for digestion additives for cleaning and odor control.
b. Environmental Choice CCD-113, for drain or grease trap additives.
c. Environmental Choice CCD-115, for odor control additives.
d. Green Seal GS-52/53 for specialty cleaning products.
e. Regulations maximum allowable VOC levels for the specific product category.
Disposable janitorial paper products and trash bags meet the minimum requirements of 1 or more of the following
programs for the relevant product category:
a. Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines for Janitorial Paper and Plastic Trash
Can Liners.
b. Green Seal GS-01 for tissue paper, paper towels, and napkins.
c. Environmental Choice CCD-082, for toilet tissue.
d. Environmental Choice CCD-086, for hand towels.
e. Janitorial paper products derived from rapidly renewable resources or tree-free fibers.
f. FSC certification for fiber procurement.
g. EPA comprehensive procurement guidelines for plastic trash can liners.
h. Integrated waste management requirements for plastic trash can liners
Hand soaps and hand sanitizers must meet one or more of the following standards:
a. No antimicrobial agents (other than as a preservative) except where required by health codes and other regulations
(e.g., food service and health care requirements).
b. Green Seal GS-41 for industrial and institutional hand cleaners.
c. Environmental Choice CCD-104, for hand cleaners and hand soaps.
d. Environmental Choice CCD-170, for hand sanitizers.
e. EPA Design for the Environment Program's standard for safer cleaning products.
LEED v4 for Building Operations and Maintenance Indoor Environmental Quality (EQ) Credit: Green Cleaning
Equipment
Vacuum cleaners are certified by the Carpet and Rug Institute Seal of Approval/Green Label Vacuum Program and
operate with a maximum sound level of 70 dBA or less under ISO 11201.
Carpet extraction equipment used for deep restorative cleaning is certified by the Carpet and Rug Institute's Seal of
Approval Deep Cleaning Extractors and Seal of Approval Deep Cleaning Systems program.
Powered floor maintenance equipment, such as vacuums or other devices for capturing fine particulates, must operate
with a maximum sound level of 70 dBA in accordance with ISO 11201.
Propane-powered floor equipment is not used.
Automated scrubbing machines must be equipped with variable-speed feed pumps and either (1) onboard cleaning
product metering to optimize the use of cleaning fluids or (2) dilution control systems for cleaning product refilling.
Alternatively, scrubbing machines may use tap water only, with no added cleaning products.
4. Staffing
Relevant experience and qualifications of key personnel, including key personnel of subcontractors, that will be
assigned to this project and experience and qualifications of subcontractors. Resumes of supervisors should be
provided with emphasis being given to their experience, track record and training in similar work. The following
information must also be included:

5. Approach / Methodology
Proposers approach methodology to providing the services requested in this solicitation:

initial deep cleaning of each concourse and adjunct facilities within 30 days of starting the contract performance. It

For the second step, Chi-Ada intends to provide a specific project plan and procedures for this effort that it is
successfully implementing in several contracts, which is essentially the same as this bid in terms of size, scope, and
complexity:

Proactively preventing problems before they appear instead of merely reacting. Following this plan and these
procedures, Chi-Ada will allocate appropriately sized and skilled custodial and routine project crews to each

At Chi-Ada, custodial workers must be trained in the proper use of cleaning chemicals and equipment to avoid
damaging carpet, tile, wood, and other surfaces within your facility, as well as to maintain the equipment that
employees will be using.
Our training program starts with in-service sessions to ensure a complete understanding of the techniques and to
keep up with the rapidly changing industry. Training allows our employees to stay afloat with current innovations in
cleaning techniques, equipment, and proper handling of equipment, chemicals, and proper mixture, and the highest
quality services.
Four Types of Training: Chi-Ada Corporation adopts four distinct groups for whom adequate training is regularly
provided to our employees: (1) Entry-level employees, (2) Potentially promotable employees, (3) Supervisory
employees, and (4) management trainees.
These employees are the greatest assets. Therefore, we place a high priority on hiring and training them. This training
program includes work practices and standard expectations, Chi-Ada Corporation policies and worksite policies, daily
functions and performance, work schedule and time management, job description, and the use of supplies, paper,
soap, etc. Cross-training is another type of training program that Chi-Ada Corporation adopts to broaden the scope
and awareness of our employees. This training program allows us to secure a workforce that will be available in all
phases of the service industry.
Our training program is recognized by the Professional Housekeeper of America (PHA) and the Building Service
Contracts Association International (BSCAI). Our training method includes brochures, magazines, and audiovisual aid.
Training is important to enable Chi-Ada Corporation to provide the expected high-quality services to our clients.
Orientation to Housekeeping Operations
All Chi-Ada Corporation employees are required to attend general orientation and training programs, which will allow
them to become confident and knowledgeable in their positions, company processes, and overall goals set forth for all its
employees.
All employees attend orientation and preparation process for their new assignment. Our
Human Resource Manager trains all managers and supervisors.
The Operations Manager stays on site until all managers are thoroughly trained and can function independently. All
supervisors or lead personnel must have hands-on experience in the assigned areas. This approach has been very
successful for Chi-Ada Corporation since the start of the company.
Classroom training will be provided by a qualified Training/QA Manager and offered on- site. This trainer will be
supported by a Safety/Training Director and other Chi-Ada Staff.
Employee management for managers and supervisors training is done through the
American Management Association, Inc. magazine and Training videos.
In addition to on-site training by Chi-Ada, occasional speakers, product demonstrations, and seminars will be
sponsored by Chi-Ada Corporation for all department staff. These sessions will be made available to other account
personnel where appropriate.
