HomeMy WebLinkAboutReso 2024-3642RESOLUTION NO. 2024 - 32-- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO ENTER INTO NEGOTIATIONS WITH NEGRONI TO DESIGN, BUILD, OPERATE, AND LEASE RESTAURANTSPACE AT THE PROPERTY LOCATED AT 18050 COLLINS AVENUE; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach (the "City") is the owner of the property located at 18050 Collins Avenue ("Annex Building"); and WHEREAS, the City wishes to engage with a firm to design, build, operate, and lease a food operation (the "Services") in the Annex Building; and WHEREAS, on March 1, 2024, the City issued a Letter of Interest # 24-03-24 ("LOI"), titled Cafe Design -Build, Lease and Operations at 18050 Collins Avenue, and received submissions from HZIP, Negroni, Roasters N' Toasters, Taste Cafe and Think House (the "Submissions"); and WHEREAS, an evaluation committee ("EC") was formed at the direction of the City Manager to review the Submissions; and WHEREAS, upon careful review and consideration of the submissions, the EC has made a recommendation to enter into negotiations with Negroni; and WHEREAS, Negroni has expressed its ability and desire to provide the Services; and WHEREAS, the City wishes to authorize the City Manager to negotiate an agreement with Negroni for the Services, subject to approval by the City Commission. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authorization of City Manager. The City Manager is hereby authorized to negotiate an agreement with Negroni to design, build, operate, and lease a food operation at the property located at 18050 Collins Avenue, subject to approval by the City Commission, and to do all things necessary to effectuate this Resolution. Section 2. Effective Date. This Resolution will become 94ffective gpon adoption. REASONS: On March 1, 2024, the city issued a Letter of Interest titled: LOI # 24-03-24 Cafe Design -Build, Lease and Operations at 18050 Collins Avenue (Government Annex). The purpose of this LOI request was to identify potential firms that are interested in engaging with the city to design-build/operate and lease a food operation space. During this LOI process, (subject to the Cone of Silence) the city did not provide minimum leasing terms. The intent of this process was to tap into the market and identify interest for this proposed endeavor, requiring a design -build component. As such, the awarded cafe firm must work in conjunction with the city's architectural firm to develop design -specifications that will be used to go out for bid. The following process was taken: • LOI was released and distributed to city's social media, DemandStar and the Florida Restaurant & Lodging Association (FRLA) database of Miami -Dade Restaurants. • On March 8, 2024 the city held a non -mandatory site-visit/pre-proposal conference at the Government Annex for interested firms to ask any questions. • The city created an evaluation committee meeting, which consisted of three city staff members, with expertise in Finance, Marketing and Code Compliance Requirements. • On Friday, March 15th, five (5) firms responded to the LOI: HZIP, Negroni, Roasters N' Toasters, Item Number: 10.0 51 Taste Cafe and Think House. • On Monday, April 1, 2024, the city held a sunshine evaluation committee meeting. Two firms were shortlisted based on their submission and criteria requested. • On Tuesday, April 9, 2024, the city held sunshine presentations and evaluation committee meeting for the two short-listed firms, Negroni and Taste Cafe. • The evaluation committee is proposing to enter into contract negotiations with Negroni. ADDITIONAL INFORMATION: The purpose of this item is to terminate the Cone of Silence and approve the recommendation of the committeeto begin negotiations with Negroni.
