HomeMy WebLinkAboutReso 2024-3643RESOLUTION NO. 2024 - ' A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE COMPREHENSIVE CRIME CONTROL ACT OF 1984, TO EXPEND FORFEITURE FUNDS FROM THE DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT TO FUND A FULL-TIME SCHOOL RESOURCE SERGEANT POSITION, PERFORM UPGRADES TO THE CCTV SYSTEM, AND PERFORM UPGRADES TO THE RECORDS MANAGEMENT SOFTWARE, IN AN AMOUNT NOT TO EXCEED THREE HUNDRED FORTY-SIX THOUSAND THREE HUNDRED TWENTY-SIX DOLLARS AND SIXTY-ONE CENTS ($346,326.61), ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds from the established Department of Justice ("DOJ") federal forfeiture account, for approved programs or purchases intended to enhance law enforcement purposes; and WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a municipality, liens and forfeiture funds may be expended if accompanied by written certification that the request complies with the provisions of the aforementioned subsections; and WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in compliance with the aforementioned legal requirements to fund a full-time School Resource Sergeant position, perform upgrades to the Pelican Community Park's CCTV system, and perform upgrades to the records management software, in an amount notto exceed Three Hundred Forty - Six Thousand Three Hundred Twenty -Six Dollars and Sixty -One Cents ($346,326.61), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Expenditure of Federally Forfeited Monies. Based on the certification, attached hereto as Exhibit "A", the Chief of Police is hereby authorized to spend Three Hundred Forty -Six Thousand Three Hundred Twenty -Six Dollars and Sixty -One Cents ($346,326.61), from the established Department of Justice federal forfeitures account to fund a full-time School Resource Sergeant position, perform upgrades to the Pelican Community Park's CCTV system, and perform upgrades to the records management software. Section 2. Effective Date. RECOMMENDATION: Staff recommends approval of this Resolution. REASONS: The Police Department is seeking approval to expend Department of Justice forfeiture funds to pay for the salary and benefits of a full time school resource sergeant (SRS). The SRS position will allow our police department to continue and have a presence at the school and will supplement the current police officer provided by Miami -Dade Schools Police. The SRS will be expected to work in conjunction with the Miami -Dade Schools Police Officer to serve the students, teachers, and parents as well as participate in educational programs such as DARE. The estimated amount to include fringe benefits needed to fund this position is $190,000.00. Additionally the Police Department is also seeking approval to expend $148,266.61 with M illenium (sic) Products Inc. of Department of Justice forfeiture funds to upgrade the CCTV system currently in place at PCP. This project will expand coverage of critical areas with new cameras and implement an artificial intelligence server for use with our current camera system. This AI server will enable the cameras to visually detect the presence of firearms, if they are observed on camera view. If they are observed, an alert will be sent directly to the Police Communications Center Hiperwall. This will allow our Communications Officers to get a visual on the event and dispatch police officers immediately. Additionally the Al server has the ability to recognize faces. This will allow the police department to "flag" certain people who may no longer have the privilege of visiting PCP, and their mere presence may Item Number: 10.1) 55 be a crime. Lastly the Police Department is seeking approval to expend $8,060.00 of Department of Justice forfeiture funds with Central Square to purchase a software module for use with our current records management system. This Florida accident repository interface will allow us to transmit accident reports electronically to DHSMV. An advantage to the implementation of the software is the electronic submission to the state will allow customers seeking accident reports, to obtain them directly from DHSMV. DHSMV will charge $10 for each report, of which Sunny Isles Beach will receive $5. Currently our records department charges $1 per accident report.
