HomeMy WebLinkAboutReso 2014-2287RESOLUTION NO. 2014- 2 A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXPEND THE NOT TO EXCEED AMOUNT FROM ONE HUNDRED TWENTY NINE THOUSAND NINE HUNDRED DOLLARS ($129,900.00) TO ONE HUNDRED FORTY -SEVEN THOUSAND FIVE HUNDRED TWENTY -FIVE DOLLARS ($147,525.00) WITH GRAPHPLEX SIGNS FOR ADDITIONAL SIGNS AND POSTS FOR THE CITY IN FISCAL YEAR 2013/2014; FURTHER AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on November 21, 2013 via Resolution No. 2013 -2156 the City Commission awarded Bid No. 13 -10 -01 to GraphPlex Signs for the purchase of two hundred (200) Decorative Street Signs and Posts, in an amount not to exceed Ninety -Four Thousand Dollars ($94,000.00); and WHEREAS, on February 27, 2014 via Resolution No. 2014 -2208 the City Commission approved an Agreement with GraphPlex Signs to fabricate and install four (4) one -of -a -kind monument signs for Intracoastal Parks, in an amount not to exceed Thirty Thousand Seven Hundred Forty Dollars ($30,740.00), bringing the total not to exceed amount to One Hundred Twenty -Four Thousand Seven Hundred Forty Dollars ($124,740.00); and WHEREAS, on May 15, 2014 via Resolution No. 2014 -2239 the City Commission approved the purchase of twenty -one (2 1) additional decorative street sign posts from GraphPlex Signs, in an amount not to exceed Five Thousand One Hundred Sixty Dollars ($5,160.00), bringing the total not to exceed amount to One Hundred Twenty -Nine Thousand Nine Hundred Dollars ($129,900.00); and WHEREAS, on June 19, 2014 via Ordinance No. 2014 -432 the City Commission restricted the use of certain wheeled devices along Collins Avenue and Sunny Isles Boulevard, and a component of enforcement is proper signage advising the public of the restriction; and WHEREAS, in an effort to maintain a uniform standard for City signs, GraphPlex quoted the rules signs and posts, as well as additional signage needed in the City; and WHEREAS, the City now wishes to increase this amount by Seventeen Thousand Six Hundred Twenty -Five Dollars ($17,625.00) to provide additional signage and posts, and wishes to authorize the City Manager to approve the expenditure of budgeted funds in the amount up to One Hundred Forty -Seven Thousand Five Hundred Twenty -Five Dollars ($147,525.00) with GraphPlex Signs for Fiscal Year 2013/2014. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: 82014- Graphplex Signs Addl Expenditure Page I of 2 Section 1. Authorization of CityManager. The City Manager is hereby authorized to approve the expenditure of budgeted funds in the amount up to One Hundred Forty -Seven Thousand Five Hundred Twenty -Five Dollars ($147,525.00) with GraphPlex Signs to provide signage and posts for the City for Fiscal Year 2013/2014. Section 2. Further Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. Russo, City Manager Susan Simpson, Cultural and Community Services Director 9/18/2014 Increase Spending Authority with GraphPlex for Fiscal Year 2013- 2014 by $17,625.00 RECOMMENDATION: It is recommended that the City Commission approve the attached resolution to increase the spending authority with GraphPlex by $17,625.00 for a not to exceed total expenditure for Fiscal Year 2013 -2014 of $147,525.00. REASONS: Through Resolution Number 2013 -2156, the City awarded bid number 13 -10 -01 to GraphPlex Signs for the purchase of decorative street signs in the amount of $94,000.00. Subsequently Resolutions 2014 -2208 and 2014 -2239 authorized additional spending in the total amount of $35,900.00 resulting in authority to expend a total amount up to $129,900 for the current fiscal year. In June 2014, through Ordinance 2014 -432, the City Commission restricted the use of certain wheeled devices along Collins Avenue and Sunny Isles Boulevard as well as giving the City Manager the authority to do all things necessary to educate the public and enact that ordinance. A component of enforcement is proper signage advising the public of the restriction. In an effort to maintain a uniform standard for City signs, GraphPlex quoted the rules signs and posts. To expedite the production, the City Manager approved the purchase during August. Delivery is expected by 9/30/14. ADDITIONAL INFORMATION: While developing this order, other signs were requested that increases the initial quote. The additional requests will cover additional 'pick up after your pet' signs for the central island area, a 'handicap parking only' sign required gntiaOpApIOF Community Park, and directional signs to denote where the pier and m6tauaint are located from Collins Avenue. The total of all signs and posts are included in this request. FUNDING SOURCE: Funding for this item is available in the General Fund Account Number 10.572.5528. ATTACHMENTS: .
