HomeMy WebLinkAboutOrdinance 2014-434 ORDINANCE NO. 2014- 41 34 AN ORDINANCE OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AMENDING CHAPTER 156, ARTICLE I, OF THE CODE OF ORDINANCES OF SUNNY ISLES BEACH ENTITLED "FEES, MISCELLANEOUS", TO CREATE EXPEDITED, SPECIALIZED PERMITTING SERVICES FOR INTERIOR REMODELING, ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR REPEALER; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Chapter 156 of the Code of Ordinances of the City of Sunny Isles Beach, the City Commission has adopted a fee schedule for services provided by the Building Department; and WHEREAS, based on an in-depth review of the Building Department fees and services, the City Manager is recommending the creation of expedited, specialized permitting services for interior remodeling, as reflected in the attached Exhibit "A"; and WHEREAS, the purpose of this amendatory Ordinance is to provide expedited, specialized permitting services for interior remodeling. NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part by this Ordinance upon adoption hereof. Section 2. Adoption of Revised Fee Schedule. Chapter 156 of the City Code is amended to include the creation of a new subsection "L. Specialized Permitting Service (Interior Remodeling Only)", attached hereto as Exhibit "A". Section 3. Inclusion in the Code. It is the intention of the Commission, and it is hereby ordained, that the provisions of this Ordinance shall become and be made a part of the Code of Ordinances of the City of Sunny Isles Beach, Florida; and that the sections of this Ordinance may be renumbered or relettered to accomplish such intentions; and that the word "ordinance" shall be changed to "section" or other appropriate word, as required. Section 4. Repealer. All ordinances or part of ordinances in conflict herewith be and the same are hereby repealed. Words added underlined,words stftelie-Ft deleted(ed) Page I of 2 Section 5. Severability. The provisions of this Ordinance are declared to be severable and if any section, sentence, clause or phrase of this Ordinance shall for any reason be held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining sections, sentences, clause, and phrases of this Ordinance but they shall remain in effect, it being the legislative intent that this Ordinance shall stand notwithstanding the invalidity of any part. Russo, City Manager FROM: Clayton L Parker, Building Official DATE: 9/18/2014 RE: Amendment to Chapter 156 - Building Department Fee Schedule RECOMMENDATION: It is recommended that the City Commission approves the attached Ordinance proposing a revision to Chapter 156 of the City of Sunny Isles Beach Code of Ordinances to include Section "L" in the Building Department's Fee Schedule, enabling the Department to provide Specialized Permitting Services for interior remodeling work. REASONS: Responding to customers' requests to provide services beyond the Department's current standard, the Building Department developed a program to provide specialized permitting services for interior remodeling work. The program will offer additional services as follows: • Pre-construction meeting with the Building Official and/or their designee (optional) • Permit counter service by appointment • Expedited plan review • Orientation in setting up online permitting account In addition to the calculated permit fees, the applicant seeking "Specialized Permitting Services for interior remodeling work will pay and added 1% of the total job value (as determined by the Building Official and/or their designee.)
