HomeMy WebLinkAboutReso 2024-3661RESOLUTION NO. 2024 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ESTABLISHING CITYWIDE PARKING RATES; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on June 20, 2024, via Ordinance No. 2024-614, the City Commission of the City of Sunny Isles Beach (the "City") amended Section 256-13 of the City's Code,of Ordinances to allow all parking meter rates and parking permit fees to be established by resolution, and amended from time to time; and WHEREAS, the City Commission wishes to establish the citywide parking fees as more particularly described herein. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Establishment of Citywide Parking Fees. The City Commission hereby establishes the citywide parking fees, as follows: A. Parking Garages and Non-Beachside Parking Lots (1) Resident Rate: $2.00 per hour (must apply and qualify); (2) General Public Rate: $4.00 per hour. B. Beachside Parking Lots (1) Resident Rate: $3.00 per hour (must apply and qualify); (2) General Public Rate: $5.00. C. Annual Resident Only Parking Permit (where designated): $50.00 per month. D. Special Event Parking (outside normal daily operation): $50.00 per space not to exceed 12 hours. A refundable deposit of $500.00 will be required. E. Special Monthly Parking Permit (Residents Only): A permit may be issued parking of commercial and recreational vehicles underneath the William Lehman Causeway, provided the fees are paid: (1) Application fee: $100.00 per fiscal year; (2) Parking fee: $75.00 per space; (3) Transfer fee: $25.00 Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the terms of this Resolution. Section 3. Effective Date. REASONS: The purpose of this Resolution is to replace and update the repealed code of ordinance Sections 256-13 which previously set metered parking rates within the City and allow any future updates to be set by Resolution. The last increase to the City's parking meter rates was adopted nearly nine years ago, on November 19, 2015. Since then, there has been an increase in the expenses related to the modernization and maintenance of parking areas. The rise in inflation has made it more expensive to maintain and enforce the city's parking lots. The modernization of the lots for resident convenience and enforcement efficiency has also added to the higher costs. While these changes have taken place, the City of Sunny Isles Beach has remained charging a low rate, even when compared to neighboring beachfront municipalities. To combat the higher expenses and keep up with the latest technology for the benefit of all , a $2.00 hourly parking rate increase is being proposed for all city operated parking lots and garages. Residents who use the PayByPhone application and have obtained a City of Sunny Isles Beach Resident ID Card, will be eligible to register their vehicles for a $2.00 / hour discounted rate at all metered parking within the City, resulting in a net zero financial impact to our residents. The City currently charges $2.00 per hour in the parking garages and non beachside lots, and $3.00 in its Item Number: 10.A V& two (2) beachside parking lots. The proposal is to raise the rates to $4.00 and $5.00 respectively. Residents who apply for and qualify for the resident discount shall continue to pay the original rate of $2.00 per hour in the parking garages and non beachside lots, and $3.00 per hour for the two (2) beachside parking lots when utilizing the PayByPhone app. In all municipal parking areas, the rental of the parking lot spaces for special events outside of the normal daily operation shall be $50.00 per space for up to 12 hours and a deposit of $500.00 is required. The annual rate for Resident Only Parking Permits for non -metered lots, where resident only street parking exists, shall be $50.00 per month. The fee may be reviewed by the City Manager or their designee and may be increased if necessary. The resident Special Monthly Parking Permit rate for commercial/recreational vehicle parking under the William Lehman Bridge in designated areas is as follows, and the fee may be reviewed by the City Manager or their designee every two years and may be increased if necessary: Application fee: $100.00 annually (fiscal year) Parking fees: $75.00 per standard parking space (9 X 20) $150.00 for vehicles needing two standard sized spaces. Transfer fee: $25.00 Following the approval of this resolution, there will be an education period of these new changes. The new rates are planned to be effective starting August 1, 2024.
