A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE
COMPREHENSIVE CRIME CONTROL ACT OF 1984, TO EXPEND FORFEITURE FUNDS
FROM THE DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT TO
PERFORM UPGRADES TO THE CCN SYSTEM AT MARGOLIS PARK, TOWN CENTER
PARK, AND THE WALKING BRIDGE, IN AN AMOUNT NOT TO EXCEED TWO
HUNDRED SEVENTY-FIVE THOUSAND FIFTY-FOUR DOLLARS AND THIRTY-FOUR
CENTS ($275,054.34), ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of
Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds
from the established Department of Justice ("DOJ") federal forfeiture account, for approved
programs or purchases intended to enhance law enforcement purposes; and
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida
Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a
municipality, liens and forfeiture funds may be expended if accompanied by written certification
that the request complies with the provisions of the aforementioned subsections; and
WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in
compliance with the aforementioned legal requirements to perform upgrades to the CCTV system
at Margolis Park, Town Center Park, and the Walking Bridge, in an amount not to exceed Two
Hundred Seventy -Five Thousand Fifty -Four Dollars and Thirty -Four Cents ($275,054.34), attached
hereto as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Federally Forfeited Monies. Based on the certification, attached
hereto as Exhibit "A", the Chief of Police is hereby authorized to spend Two Hundred Seventy -Five
Thousand Fifty -Four Dollars and Thirty -Four Cents ($275,054.34), from the established Department
of Justice federal forfeitures account to perform upgrades to the CCTV system at Margolis Park,
Town Center Park, and the Walking Bridge.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

Expend DOJ Funds for the Upgrade the CCTV System at Margolis Park, Town
Center Park, and the Walking Bridge.
Staff recommends approval of this Resolution.
REASONS:
The Police Department is seeking approval to expend $275,054.34 which includes a 10% contingency of
Department of Justice forfeiture funds with Millenium (sic) Products Inc. to upgrade and add cameras at
Margolis Park, Town Center Park and the Walking Bridge. This project will expand coverage of critical
areas with new cameras and implement an artificial intelligence server for use with our current camera
system. This Al server will enable the cameras to visually detect the presence of firearms, if they are
observed on camera view. If they are observed, an alert will be sent directly to the Police
Communications Center Hiperwall. This will allow our Communications Officers to get a visual on the
event and dispatch police officers immediately. Additionally the Al server has the ability to recognize
faces. This will allow the police department to "flag" certain people who may no longer have the
privilege of visiting the aforementioned sites, and their mere presence may be a crime.

Funds are available in account 600-3-5210-464102-99504.
