A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, RATIFYING THE EXPENDITURE OF FORFEITURE FUNDS FROM THE
DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT FOR THE
PURCHASE OF A JEEP GLADIATOR RUBICON, IN AN AMOUNT NOT TO EXCEED
FORTY-SIX THOUSAND EIGHTY DOLLARS AND NO CENTS ($46,080.00);
AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE COMPREHENSIVE
CRIME CONTROL ACT OF 1984, TO EXPEND FORFEITURE FUNDS TO PURCHASE
UPGRADES FOR THE JEEP GLADIATOR RUBICON, AND FOR UPGRADES TO THE
CCN SYSTEM AT THE GOVERNMENT CENTER, IN AN AMOUNT NOT TO EXCEED
ONE HUNDRED NINETY-EIGHT THOUSAND SEVENTY-ONE DOLLARS AND SIXTY-
THREE CENTS ($198,071.63), ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of
Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds
from the established Department of Justice ("DOJ") federal forfeiture account, for approved
programs or purchases intended to enhance law enforcement purposes; and
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida
Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a
municipality, liens and forfeiture funds may be expended if accompanied by written certification
that the request complies with the provisions of the aforementioned subsections; and
WHEREAS, the City Commission wishes to ratify the purchase of a Jeep Gladiator Rubicon
(the "Vehicle"), in an amount not to exceed Forty -Six Thousand Eighty Dollars and No Cents
($46,080.00), and authorize the expenditure of forfeiture funds to purchase upgrades for the
Vehicle, and perform upgrades to the CCTV System at the Government Center, in an amount not
to exceed One Hundred Ninety -Eight Thousand Seventy -One Dollars and Sixty -Three Cents
($198,071.63), attached hereto as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Ratification of Expenditure of Federally Forfeited Monies. Based on the
certification, attached hereto as Exhibit "A", the City Commission hereby ratifies the expenditure
of funds from the Department of Justice federal forfeitures account for the purchase of a Jeep
Gladiator Rubicon (the "Vehicle"), in an amount not to exceed Forty -Six Thousand Eighty Dollars
and No Cents ($46,080.00).
Section 2. Expenditure of Federally Forfeited Monies. Based on the certification, attached
hereto as Exhibit "A", the Chief of Police is hereby authorized to expend One Hundred Ninety -Eight
Thousand Seventy -One Dollars and Sixty -Three Cents ($198,071.63), from the established
Department of Justice federal forfeitures account to purchase upgrades for the Jeep Gladiator
Rubicon, and perform upgrades to the CCTV System at the Government Center.
Section 3. Effective Date. This Resolution shall become effective immediately upon adoption.

RE: Approval of Expenditure DOJ Funds for CCTV Upgrades at Government
Center and Ratify the Use of DOJ Funds for the Purchase of High Water
Vehicle
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
The Police Department is seeking approval to expend $148,071.63 which includes a 10% contingency of
Department of Justice forfeiture funds with Millenium (sic) Products Inc. to upgrade and add cameras at
Government Center. This project will expand coverage of critical areas with new cameras and
implement an artificial intelligence server for use with our current camera system. This Al server will
enable the cameras to visually detect the presence of firearms, if they are observed on camera view. If
they are observed, an alert will be sent directly to the Police Communications Center Hiperwall. This will
allow our Communications Officers to get a visual on the event and dispatch police officers immediately.
Additionally the Al server has the ability to recognize faces. This will allow the police department to
"flag" certain people who may no longer have the privilege of visiting the aforementioned sites, and
their mere presence may be a crime.
Additionally, the Police Department is seeking to ratify the purchase of a Jeep Gladiator Rubicon from
Kendall Lakes Automotive for $46,080.00. The Police Department is also seeking approval to use
approximately $50,000.00 of DOJ funds to upgrade the Jeep Gladiator to be able to traverse flood
waters in various areas of the city.
