HomeMy WebLinkAboutReso 2024-3679RESOLUTION NO. 2024 - '?0 1 4 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, RATIFYING THE EXPENDITURE OF BUDGETED FUNDS FOR THE PURCHASE OF TWO (2) 2023 4X4 JEEP GLADIATOR VEHICLES FROM KENDALL JEEP, IN AN AMOUNT NOT TO EXCEED NINETY-FOUR THOUSAND SEVEN HUNDRED FIFTY-TWO DOLLARS AND NO CENTS ($94,752.00); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 14, 2023, via Ordinance No. 2023-606, the City Commission of the City of Sunny Isles Beach ("City") adopted the Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2023, through September 30, 2024 ("Adopted Budget"); and WHEREAS, City's Police Department and Building Department (collectively "Departments") were in need of purchasing high water vehicles to access our local streets during flood events for emergency, life safety access, and damage assessment; and WHEREAS, City staff has been able to secure two (2) 2023 4X4 Jeep Gladiator (the "Vehicles") from Kendall Jeep (the "Vendor") with significant cost savings compared to quotes obtained from dealerships with government contracts; and WHEREAS, pursuant to Section 62-12 of the City's Code of Ordinances, "The City Commission may authorize the waiver of competitive bidding procedures upon the recommendation of the City Manager that it is in the City's best interest to do so, to obtain goods and services which cannot be acquired through the normal purchasing process due to insufficient time, the nature of the goods or services, or other factors"; and WHEREAS, the purchase of these Vehicles were included in the Adopted Budget; and WHEREAS, the City Commission wishes to ratify the expenditure of budgeted funds for the purchase of the Vehicles from the Vendor, in an amount not to exceed Ninety -Four Thousand Seven Hundred Fifty -Two Dollars and No Cents ($94,752.00). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Ratification of Expenditure of Budgeted Funds. The City Commission hereby ratifies the expenditure of budgeted funds for the purchase of two (2) 2023 4X4 Jeep Gladiator vehicles from Kendall Jeep, in an amount not to exceed Ninety -Four Thousand Seven Hundred Fifty -Two Dollars and No Cents ($94,752.00). Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. This High -Water Vehicle, will enable the Building Department to access our local streets during flood events for emergency, life safety access, and damage assessment. Additionally, this Resolution also seeks authorization for the purchase of an additional JEEP for use by the Police Department (PD) in the amount of $46,080.00. PD's JEEP will be paid for using DOJ Forfeiture Funds. ADDITIONAL INFORMATION: In accordance with the Adopted Budget, the City purchased the JEEPS Kendall Jeep in the total amount of $94,752.00. No dealership fees were applied to this purchase, nor taxes. The city requested approval to waive the bidding procedure as dealerships on government contract were more expensive than Kendall Jeep. For example, Purchasing received a government quote from Alan Jay for a 2023 Jeep Gladiator for $49,128, making Kendall Jeep more competitive, albeit without a piggyback contract. The City Manager found it to be in the city's best interest to purchase these jeeps that were readily available, especially considering hurricane season.
