D.Proposed Maintenance Plan: 1.How many crews of what size and makeup will be used to perform the work? Parks & Beach Access: We are allocating 8 men crew to mow all parks & Beach Access in 1 day. The detail will be accomplished with 3 men crew in 5 days. Fertilization will be done with 4 men crew in 1 day. IPM will be done with 1 men crew in 1.5 days. Irrigation maintenance will be done with 1 men crew 3 days. Palm trimming will be accomplished with 3 men crew in 8 days. Tree trimming will be accomplished with 3 men crew in 3 days. Litter pickup will be done daily for 26 hours per week. Specialty palm tree care will be done with 2 men crew for 2 days. R.O.W; Bus Shelters; Parking lots & Government facilities We are allocating 7 men crew to mow all areas in 2 days. The detail will be accomplished with 3 men crew in 6 days. Fertilization will be done with 4 men crew in 2 days. IPM will be done with 1 men crew in 2 days. Irrigation maintenance will be done with 1 men crew 4 days. Scope of Services and Technical Requirements Scope of Services: 1. Supervision, Labor, Equipment, Materials, and Fuel:Superior Landscaping & Lawn Service Inc. will provide comprehensive mowing maintenance, encompassing supervision, labor, equipment, materials, and fuel. This includes ensuring all operations are performed efficiently and effectively. 2. Boundaries:We acknowledge the specified service boundaries in City of Sunny Isles Beach. A detailed understanding and adherence to these boundaries will guide our operations. 3. Description:Our team will perform mowing, edging, blowing, string trimming, or hand mowing, cleaning of inlets and outlets of retention/detention areas and drainage systems, crack weed spraying, and trimming of encroaching brush or low-hanging limbs. This ensures allCounty-owned parcels, vacant lots, roadsides, and right-of-ways are maintained to the highest standards. 4. Mowing Quality Control Inspector:Designated Quality Control Inspectors (QCI) from our team will oversee all aspects of the project. They will ensure work performance meets specifications, notify the County when work begins and ends, and submit a signed checklist with the final invoice. QCIs will be empowered to act on all daily operational matters and will be available during business hours to discuss any issues. 5. Qualified Technicians:We will deploy fully qualified technicians to carry out the required grounds maintenance and mowing services, ensuring high standards of service and professionalism. 6. Personnel Appearance:All personnel will present a neat appearance, wearing distinctive clothing or badges bearing the company and employee name for easy recognition. 7. Vehicle Operators Licenses:All vehicle operators will possess valid Florida operator’s licenses appropriate for the vehicles they operate, ensuring compliance with legal requirements. 8. Quality Control Plan and Checklist:We will establish and maintain a quality control plan, using the County-provided checklist to ensure all services meet the contract requirements. This checklist will be completed, signed by the QCI, and accompany the invoice for payment. 9. Standards of Service:Our services will align with City of Sunny Isles Beachstandards, reflecting the competence expected of a leading grounds maintenance firm. 10. Mowing Standards:Grass will be uniformly cut to 4 inches +/-one half inch, with appropriate methods for areas inaccessible to large mowers. Efforts will be made to prevent scalping or shaving of grass surfaces. All grass clippings will be removed from sidewalks using power blowers before leaving the site. 12. Uniformity and Right of Way:Mowing will ensure smooth transitions and uniform cuts, avoiding accumulation or piling of cuttings. Right of way areas will be mowed from fence line to fence line, with clear definitions established before work begins. 13. Edging:Edging will remove all weeds, sand, vegetation, debris, and plant material from specified edges, creating a distinct void and maintaining an attractive, manicured appearance. String trimmers will not be used for edging. 14. Inlet and Outlet Structures:These structures will be kept free of sand and vegetation to ensure proper drainage. Our team will ensure accessibility and functionality of these systems. 15. Weed, String, and Grass Trimmers:These tools will be used in areas inaccessible to mowing equipment, ensuring no shaving or scalping of grass surfaces. Trimming will accompany mowing activities. 16. Encroaching or Low Hanging Brush:We will trim brush or tree limbs encroaching on sidewalks or handrails up to a height of 10ft, ensuring clear pathways. 17. Herbicide Treatment:Herbicide treatment for crack weed control will follow manufacturer instructions, with Round-Up or equivalent products used. Dead vegetation will be removed as part of the contract cost. 18. Peak Season:Our team will be particularly vigilant during peak season (March 1 to October 31) to ensure consistent service quality. 19. Retention Areas:Retention areas will be mowed from fence lines to water’s edge, including a 10ft pass around the outside of the retention pond fence and string trimming the entire fence line. Trash will be removed from the water’s edge. 20. Litter & Debris Removal:Litter and debris will be removed before and after each service visit. This includes all materials that may detract from the property’s appearance. 21. Inability to Maintain:We will inform the County immediately if any areas cannot be maintained due to blockage or debris, ensuring no areas are left uncut without express authorization. 22. Damage Prevention and Responsibility:Care will be taken to avoid damage to facilities and structures. Damage to Retention/Detention Areas:Ground cover around retention/detention areas will be protected from damage. Protective gear will be worn as required, and work will be scheduled to minimize inconvenience. 25. Traffic Flow:We will maintain clear traffic control measures during operations, using Advanced Warning Signs and ensuring service vehicles do not obstruct pedestrian or vehicular traffic. 26. Quantity:Pricing will be based on designated areas rather than acreage, ensuring clarity and consistency in service delivery. 27. Mowing Cycle:Each mowing cycle will be determined by the County, including mowing, edging, trimming, blowing, and trash pickup. The number of cycles may be adjusted as necessary. 28. Cycle Timing:Each cutting cycle will be completed within twelve (12) working days, weather permitting. Failure to comply could result in contract termination. 29. Equipment:All equipment will be approved by the County before use, with safety devices properly maintained. Equipment causing damage will be removed from service until deficiencies are corrected. 30. Liability for Injury or Damage:We assume full responsibility for any injury or damage caused by our equipment operation. 31. Condition and Maintenance:Equipment will be maintained to produce a clean, sharp cut and uniform distribution of cuttings. Fluid changes will be performed off-site. 32. Equipment Type and Quantity:We will provide sufficient and appropriate equipment to complete the work within the specified time. This includes heavy-duty riding mowers, walking mowers for pond banks, and commercial grade weed eaters with both string and blade. 33. Method of Operations:No cutting cycle will begin without written authorization from the County. We will notify the County of cycle status and ensure all deficiencies are addressed before starting the next cycle. 34. Work Interruptions/Impediments:In case of interruptions due to County activities or weather, we will resume work promptly once conditions are favorable. Areas with standing water will be mowed in subsequent cycles as required. 35. Inspection and Unsatisfactory Work:We will consult with the County during mowing operations for inspection and approval.
