All other works will be performed with our in house tradesmen. The project will be managed with an assigned project manager and a full time superintendent. Weekly meetings will be held to keep the City informed of progress and any issues that need attention. West has an unused capacity of around 60% currently and has ample human, financial, equipment, and supplier resources to provide all the requirements under this RFP. West will utilize P-6 to control the schedule. In addition, West uses a web based project management software system that allows our customers to log in and check the status of submittals, RFI’s, Change Orders, Invoices, Safety, Punch lists, etc. We believe the implementation of this system has changed our industry and it saves time and money in the project delivery process. West has won several awards over the years, in the area of historic preservation, as well as several Build Florida Awards. West was also selected as builder of the year by the Palm Beach County Chapter of the AIA a some years ago. By making quality assurance the responsibility of each member of our project staff, West ensures it is an integral part of every step of the process, from initial plan review to project closeout. West’s program for the City of Sunny Isles Beach project will be a project -specific document containing four phases: verifying accuracy, ensuring quality, correcting non-complying work, preventing deficiencies. The following is an overview of our approach to quality control and how each individual plays a part. VERIFY ACCURACY Our process will include, trade contractor scope review, shop drawing review, pre-installation meetings, and post-installation acceptance criteria review. These decisions determine wheth- er items meet the defined standard or if additional work is necessary for compliance with these requirements. The Project Manager is responsible for maintaining all current drawings and specifications. Revised contract drawings, sketches issued through the architect and answers to RFI’s are examples of documents inserted into the field and record sets to insure we are working with the most recent information. The Project Manager is also responsible for providing the super- intendent with the latest revisions of approved shop drawings and seeing to it that unapproved shop drawings are not used in the field. All superseded documents are marked void within the set and left there. ENSURING QUALITY It is the responsibility of the Project Manager to ensure that, prior to placing any purchase order, the proposed materials and equipment meet or exceed the requirements of the design concept and the contract documents. Any proposed deviation must be approved by the City prior to placing the order. The Project Manager and Superintendent will review all submittals for compliance with contract documents. If they don’t comply, they are returned to the vendor. The Project Manager will ensure the submittal is checked for completeness to facilitate the reviewer’s task. 4. West performs all work to the highest standard. Should any work be deemed as non-complying we will find the root of the issue, solve the problem and see that the issue does not reoccur. PREVENTING DEFICIENCIES In prevention there is no substitute for experience. West Superintendents have extensive backgrounds in supervising excavation, site work, concrete, masonry and carpentry. They also have years of experience supervising and coordinating the installation of MEP systems and all building finishes. Their knowledge and qualifications allows the ability to thwart possible issues. The project team makes regular tours to observe work in progress, identify deficiencies and prevent them from recurring. Checklists are regularly used as input for preventing errors, monitor the specific results to determine if they comply with our established standards, reducing unsatisfactory results. COST CONTROL During the construction phase, we maintain cost control by strict documentation of the project. These documents include: monthly updated CPM schedules, on-site current drawings and specifications noting any changes from the permitted set of drawings and immediately providing costs for Owner-requested changes. Our full-time on-site superinten- dent provides an up to date two-week look ahead forecasting daily activities in order curtail inactivity on the job site. Our superintendent will also verify that all specified products and materials are being used on the project eliminating the need to correct mistakes due to lack of attention. SCHEDULING The cornerstone to successful integration of in-house tradesmen and local subcontractors work is scheduling. Effective scheduling can cause a project to running efficiently, no matter how many subcontractors are involved. However, ineffective scheduling can result in work stoppages, poor quality, confusion, and ultimately, project failure. West Construction, Inc. has a truly top-notch scheduling department within our company and have the ability to success- fully coordinate the work of everyone involved in our projects, no matter how many activities are simultaneously underway. In addition, our on-site teams are very successful and experienced in coordinating the work of everyone involved on the project. We will utilize Primavera planning system software for this contract that automatically links specific parts, and/or tasks, of the project. The critical deadlines and key dates are initially entered; therefore, any changes made to the schedule will trigger a “red flag” based on these deadlines and key dates. After the initial setup of the project schedule, actual dates are entered as tasks are completed resulting in automatic shifting and adjusting of the overall schedule - deadlines are left in place unless specifically changed. The scheduling software utilizes a computerized Critical Path Method (CPM) scheduling in Precedence Diagramming Method (PDM) format. This software package allows us the ability to integrate cost and schedule controls into a single reference. All schedules will be resource -loaded and illustrated in a time-scaled bar chart format supported by logical relationship- listing all predecessor and successor activities. We will develop all required Work Breakdown Structures (WBS) for the complete project, which will be the hierarchical structure of all the tasks required to execute all aspects and phases of this Project. 4. We will work closely with the CRA contracting representa- tive in developing the major milestones, phasing requirements and coordination efforts for the master schedule generation. We will meet with all subcontractors and get their input to break- down the project into tasks of the work (WBS) to determine the planned timing and phasing requirements. We will establish which tasks need to be completed before others can begin, which tasks can be completed simultaneously, and any external constraints that affect when a task can take place. This modeling of relationships between tasks develops a realistic and workable schedule.
