A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH SECTION
932.7055, F.S., TO EXPEND FIFTY THOUSAND DOLLARS AND NO CENTS
($50,000.00) FROM THE LAW ENFORCEMENT TRUST FUND (LETF) TO FUND THE
CREATION OF A NEW POLICE DRONE UNIT AND FOR THE PURCHASE OF A NEW
DRONE; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in accordance with Florida Statutes §932.7055(4)(c)(3) specifically, a law
enforcement agency that acquires at least $15,000 pursuant to the Florida Contraband Forfeiture
Act within a fiscal year must expend or donate no less than 15% of such proceeds for the support
or operation of any drug treatment, drug abuse education, drug prevention, crime prevention,
safe neighborhood, school resource officer programs or for other law enforcement purposes;
WHEREAS, in accordance with Florida Statutes §932.7055(4)(b) upon the request of the
Chief of Police to the governing body of a municipality, liens and forfeiture funds ("LETF") may
be expended if accompanied by written certification that the request complies with the
provisions of the aforementioned subsection; and
WHEREAS, the Chief of Police has submitted a request for the expenditure of LETF to fund
the creation of a new Police Drone Unit and for the purchase a new drone (collectively "Drone
Unit"); and
WHEREAS, the City Commission wishes to approve the expenditure of LETF for the
purchase of the Drone Unit, in an amount not to exceed Fifty Thousand Dollars and No Cents
($50,000.00), in compliance with Florida Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Forfeited Monies. Based on the attached certification, the Chief of
Police is hereby authorized to expend Fifty Thousand Dollars and No Cents ($50,000.00) from the
Law Enforcement Trust Fund to fund the creation of a new Police Drone Unit and forthe purchase
a new drone, in compliance with Florida Statutes.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

RE: Expend Local Law Enforcement Trust Funds for the Creation of a Police Drone
Unit
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
The Police Department continues to find innovative ways to keep Sunny Isles Beach safe. We are
seeking approval to utilize $50,000.00 of Local Law Enforcement Trust Funds (LLETF) to fund the
creation of a Police Drone Unit and purchase of a drone. The purpose of the unit is to use a drone for
various purposes with the primary objective being to enhance the ability of Uniform Patrol. The drone
will be used to patrol the entire beach throughoutthe day. It will be equipped with a camera that has the
ability to see at night, which will assist officers in enforcing laws and ordinances along the entire beach.
That camera will also have the ability to record and stream the video feed to external sources like the
Hiperwall in the Communications Center. The drone will be equipped with red and blue lights indicating
it is being used by law enforcement. It will also have a loudspeaker which will allow the operator to give
verbal commands. The funds will be used to train a unit of officers on the operation of the drone as well
as acquiring the requisite FAA licensing to lawfully operate the device. Also included will be a three year
protection plan that would offer a replacement should the drone become damaged. It will also include a
three year subscription for the use of the website that will save the video footage acquired by the
drone.
FUNDING SOURCE:
Funds have been appropriated in account no. 610-3-5210-XXXXXX-XXXXX.
