A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, RESCINDING RESOLUTION NO. 2024-3642; AUTHORIZING THE CITY
MANAGER TO ENTER INTO NEGOTIATIONS WITH CREMA GOURMET ESPRESSO
BAR TO DESIGN, BUILD, OPERATE, AND LEASE RESTAURANT SPACE AT THE
PROPERTY LOCATED AT 18050 COLLINS AVENUE; AUTHORIZING THE CITY
MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 181h, 2024, via Resolution No. 2024-3642 ("Negroni Reso"), the City
Commission of the City of Sunny Isles Beach (the "City") authorized the City Manager to negotiate
an agreement with Negroni to design, build, operate, and lease a food operation at the property
located at 18050 Collins Avenue (the "Services"); and
WHEREAS, the City and Negroni reached an impasse in negotiations; and
WHEREAS, the City continues to have an interest in reaching an agreement with a firm to
provide the desired Services; and
WHEREAS, Crema Gourmet Espresso Bar ("CREMA") has expressed their desire to negotiate
an agreement to provide the City with the desired Services and has submitted a Letter of Intent;
and
WHEREAS, the City Commission wishes to rescind the Negroni Reso and authorize the City
Manager to negotiate an agreement with CREMA for the Services, subject to approval by the City
Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Rescinding Resolution No. 2024-3642. The City Commission hereby rescinds
Resolution No. 2024-3642.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to negotiate
an agreement with Crema Gourmet Espresso Bar to design, build, operate, and lease a food
operation at the property located at 18050 Collins Avenue, subject to, approval by the City
Commission, and to do all things necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution will become a upon adoption.

MEMORANDUM

RE: Approval of Crema Gourmet Espresso Bar as the Cafe Operator at the
Government Center Annex
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
Through Resolution No. 2024-3642, the City Commission approved for the city manager to negotiate
and enter into an agreement with Negroni to design, build, operate and lease restaurant space at the
city owned property located at 18050 Collins Avenue. Those negotiations ended when Negroni pursued
an additional location in Aventura that demanded a non -compete clause within a certain radius.
Fortuitously, the city was able to attract Crema Gourmet Espresso Bar at a better rate and conditions
than what Negroni was offering. Crema is a much better fit and is a proven success in similar
neighborhoods such as Brickell, Pinecrest and Coral Gables. Serving breakfast and coffee all day, as well
as a variety of lunch and dinner options, it is the right fit for a city owned property adjacent to the
Government Center.
Crema has signed a Letter of Intent with the City and at this time we are requesting approval to move
forward with negotiating a lease agreement with Crema to bring back to you for final approval.
FUNDING SOURCE:
No funds are required for approval of this item.
