CALL TO ORDER / ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Edelcup at 5:30 p.m., with the following officials
present:

Vice Mayor Isaac Aelion

Commissioner Jennifer Levin
Commissioner George "Bud" Scholl
City Manager Christopher J. Russo
City Attorney Hans Ottinot

PLEDGE OF ALLEGIANCE
Action: Dennis Stubbolo led the Pledge of Allegiance to the flag.
Mayor Edelcup gave opening remarks, and noted that Item 4A which was an Add -On is now
being deferred because the City Manager would like to put it on the October 16, 2014 agenda.
Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to defer Item 4A.
The motion was approved by a voice vote of 5 -0, in favor.
PUBLIC HEARING ON THE i\IILLAGE RATE AND BUDGET
3A. Millage Resolution (Public Hearing)
A Resolution of the City Commission of the City of Sunny Isles Beach of Miami -Dade.
County, Florida, Establishing the City of Sunny Isles Beach Ad Valorem Tax Millage
Levy Rate at 2.6000 Mills per One Thousand Dollars ($1,000) of Taxable Assessed Value
Which is 9.77% More than the "Rolled Back' Rate of 2.3686 Mills. for Fiscal Year
2014/2015; Providing for an Effective Date.

Action: [City Clerk's Note: Heard with Item 3B.] City Clerk Hines read the title, and City
Manager Russo reported.
Public Speakers: None
Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to approve the
resolution. Resolution No. 2014 -2306 was adopted by a voice vote of 5 -0 in favor, at
5:35 p.m.

Second Budget Hearing
3B. Budget Ordinance (Public Hearing)
An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida. Adopting
an Operating and Capital Improvement Budget for the Fiscal Year Commencing
October 1, 2014 through September 30, 2015. Pursuant to Section 200.65, Florida Statutes;
Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances:
Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and
Federal Law Enforcement Trust Funds; Providing for Post Audit: Providing for Severability
and Providing for an Effective Date.
(First Reading September 11: 2014)
Action: [City Clerk's Note: Heard with Item 3A.] City Clerk Hines read the title, and City
Manager Russo reported nothing has changed since the last hearing where we disclosed one
minor change to the budget of about 555,000 which you will have in an subsequent
modification so we can avoid copying 18 books at approximately 180 pages each, and so it
makes sense to do this as recommended by the Finance Director.

Mayor Edelcup opened the public hearing and being there were no speakers closed the
hearing.
Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to adopt the
Ordinance on second reading. Ordinance No. 2013 -436 was adopted by a roll call vote
of 5 -0 in favor, at 5:35 p.m.

4. ORDINANCES FOR FIRST READING
4A. Add -On:
An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending
Ordinance No. 2014 -436; Amending the City's Budget No. BA1415 -01 for the 2014 -2015
Fiscal Year to Adjust the General Fund for Parks Capital Outlay Requests; Authorizing the
City Manager to Do All Things Necessary to Implement the Terms and Conditions of this
Ordinance; and Providing for an Effective Date.
Action: Deferred to October 16. 2014.
5. ADJOURNMENT
Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to adjourn the
meeting, and-Maycr Edelcup adjourned it at 5:35 p.m.
