HomeMy WebLinkAboutReso 2014-2327RESOLUTION NO. 2014- 32 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXPEND BUDGETED FUNDS IN AN AMOUNT NOT TO EXCEED SIXTY THOUSAND DOLLARS (S60,000.00) FOR THE ANNUAL MAINTENANCE AND SUPPORT WITH SUNGARD PUBLIC SECTOR, INC. TO PROVIDE TECHNICAL SUPPORT AND SOFTWARE UPGRADES FOR THE POLICE DEPARTMENT COMPUTER SYSTEM; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach was in the process of implementing a Computer Aided Dispatch, a Records Management System and a Mobile Data System ("System") at the Police Department to enhance the Department's technological capabilities and provide greater accuracy with documenting police calls for service, officer productivity, as well as minimizing data handling; and WHEREAS, on May 18, 2006, via Resolution No. 2006 -919 the City Commission approved an agreement with SunGard HTE, Inc. ( SunGard) to obtain a perpetual, non- exclusive, nontransferable license for the use of certain computer software and related software technical support services to assist the Sunny Isles Beach Police Department in the implementation of the System; and WHEREAS, this state -of -the -art Police computer system provides the Police Department with a Computer Aided Dispatch (CAD) System, Records Management System (RMS), Mobile Computing Terminals (MCT) and a Mobile Field Reporting (MFR) System; and WHEREAS, this proprietary software solution has proven to be the leader in public safety software in Miami -Dade County as well as many other cities and states throughout the country: and WHEREAS, the City wishes to authorize the City Manager to expend budgeted funds in an amount not to exceed Sixty Thousand Dollars ($60,000.00) for the annual Maintenance Service Agreement with Sungard Public Sector, Inc, to provide technical support and software upgrades for the Police Department's computer system. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authorization of City Manager. The City Manager is hereby authorized to expend budgeted funds in an amount not to exceed Sixty Thousand Dollars ($60,000.00) for annual maintenance and support services with Sungard Public Sector, Inc, to provide technical support and software upgrades for the Police Department's computer system. 82014- Sungud Police Sofmwe Expend annual Maintenance Page 1 of 2 Section 2. Arias, Chief Information Officer DATE: 10/16/2014 RE: Approval for Sungard Purchase Authority not to Exceed $60,000.00 for FY 2014 -2015 RECOMMENDATION: It is recommended that the City Commission adopt the attached resolution authorizing the City Manager to expend budgeted funds, in an amount not to exceed $60,000.00, on the purchase of software licensing and /or products from Sungard. REASONS: The City entered into an agreement with Sungard in May 2006 (via Resolution 2006 -919) for the purchase of a state -of- the -art Police computer system (called OSSI) that provides the Police Department with a Computer Aided Dispatch (CAD) System, Records Management System (RMS), Mobile Computing Terminals (MCT) and a Mobile Field Reporting (MFR) System. This proprietary software solution has proven to be the leader in public safety software in Miami - Dade County as well as many other cities and states throughout the country. This purchase authority allows staff to contract with the vendor for the annual software maintenance and support for these critical Police Department systems. ADDITIONAL INFORMATION: hL Sungard Public Sector, Inc. is also contracted by cities such as; Aventura, North Miami Beach, Miami Gardens, Dora], Pinecrest, Miami -Dade School Police, Broward Sheriffs Office. FUNDING SOURCE: Funding was budgeted and is available under the Information Technology Budget, 001 -2- 5160 - 434051 - 00000. ATTACHMENTS: Resolution
