A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA; WAIVING THE BIDDING REQUIREMENTS SET FORTH IN CHAPTER 62
OF THE CODE OF ORDINANCES; AUTHORIZING THE EXPENDITURE OF
BUDGETED FUNDS FOR THE PURCHASE OF A 2024 FORD F-550 SUPER CAB
CHASSIS FROM HAWKEYE TRUCK EQUIPMENT CO, INC., IN AN AMOUNT NOT
TO EXCEED ONE HUNDRED TWENTY-ONE THOUSAND ONE HUNDRED TWELVE
DOLLARS AND FIFTY CENTS ($121,112.50); AUTHORIZING THE CITY MANAGER
TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on September 12, 2024, via Ordinance No. 2024-618, the City Commission of
the City of Sunny Isles Beach ("City") adopted the Operating and Capital Improvement Budget
for the Fiscal Year Commencing October 1, 2024, through September 30, 2025 ("Adopted
Budget"); and
WHEREAS, the City is in need of purchasing a 2024 Ford F-550 Super Cab Chassis (the
"Truck") for use during maintenance and beautification projects of the City requiring use of
heavy-duty equipment; and
WHEREAS, Hawkeye Truck Equipment Co, Inc. ("Vendor") has advised the City of their
ability to sell and deliver the Truck; and
WHEREAS, pursuant to section 62-12 of the City's Code of Ordinances, "[t]he City
Commission may authorize the waiver of competitive bidding procedures upon the
recommendation of the City Manager that it is in the City's best interest to do so, to obtain
goods and services which cannot be acquired through the normal purchasing process due to
insufficient time, the nature of the goods or services, or other factors"; and
WHEREAS, based upon the significant cost savings for the City, the City Manager has
recommended the waiver of the competitive bidding procedures as it is in the City's best
interests to do so; and
WHEREAS, the City Commission wishes to authorize the City Manager, or his designee,
to expend budgeted funds to purchase the Truck from the Vendor, in an amount not to exceed
One Hundred Twelve Dollars and Fifty Cents ($121,112.50).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Waiver of Bidding Requirements. The City Commission hereby waives the
bidding requirements of Chapter 62 of the City's Code of Ordinances.
Section 2. Authority to Expend Budgeted Funds. The City Commission hereby authorizes
the City Manager, or his designee, to expend budgeted funds in an amount not to exceed One

Super Cab Chassis from Hawkeye Truck Equipment Co, Inc.
Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 4. Effective Date. This Resolution will become effective upon adoption.

RE: Approval of Expenditure of Budgeted Funds for the Purchase of a 2024 Ford
F-550 Super Cab Chassis from Hawkeye Truck Equipment Co, Inc.
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
During the budget process, the City Commission approved the purchase of a Utility Truck Crane for the
Stormwater Division of the Public Works Department.
Through the efforts of Purchasing and Public Works to find the best value to the City, this vehicle,
meeting all of the exact specifications needed, was found at Hawkeye Truck Equipment Co, Inc. in the
total amount of $121,112.50 including delivery. Additionally, this vehicle is available and ready for
delivery.
Service trucks with cranes are essential for lifting and moving heavy equipment during on-site repairs.
The crane allows heavy equipment to be moved, such as storm grates, material loads, lifting heavy parts
to speed up service, and to place or remove materials around obstacles where space is limited.
Payment will not be made until the vehicle is delivered and inspected by the Public Works staff.
Proposal and photos of the actual vehicle are attached.
ADDITIONAL INFORMATION:
Per the City's Code Chapter 62-12. — Waiver of competitive bidding procedures, the City Commission
may authorize the waiver of competitive bidding procedures upon the recommendation of the City
Manager that is in the City's best interest to do so. During the regular purchasing process, the lowest

price quoted was $181,602.00 through a piggyback of a contract between Sourcewell, and National
Auto Fleet Group (Supplier), who partners with Alan Jay Automotive for Florida Sales. The discount
offered through this piggyback was an estimated 8% discount off of market MSRP.
The City Manager recommends to the City Commission to waive the competitive bidding procedure for
the purchase of the 2024 Ford F-550 Super Duty truck with New Stellar 8630 Telescopic Crane with 30'
full hydraulic reach installed, to take advantage of savings in excess of $60,000, for a total purchase price
of $121,112.50.
FUNDING SOURCE:
Funds have been appropriated in Account No. 400-5-5380-464200-00000.
