HomeMy WebLinkAboutReso 2024-3763RESOLUTION NO. 2024 - 5 ?VJ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN IN-KIND DONATION TO RUSSIAN CENTER OF SOUTH FLORIDA FOR USE OF GATEWAY CENTER AND GATEWAY PARK FOR A FREE COMMUNITY EVENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach ("City") has received an in-kind donation request from the Russian Center of South Florida (the "Chabad") for use of Gateway Center and Gateway Park (collectively the "Facilities"); and WHEREAS, the Chabad host their annual Chanukah event (the "Event") at the Facilities; and WHEREAS, the Event is free and open to the public, with an anticipated attendance of approximately 500 people; and WHEREAS, the Chabad agrees to list the City as an additional insured on their insurance policy; WHEREAS, the City Commission wishes to approve the use of the Facility as an in-kind donation to the Chabad for the Event to be held on December 29, 2024, equating to an amount not to exceed Eleven Thousand Four Hundred Fifty -Five Dollars and No Cents ($11,455.00) in out-of-pocket expenses. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Donation. The City Commission hereby approves the use of the Facility as an in-kind donation to the Chabad for the Event, equating to an amount not to exceed Eleven Thousand Four Hundred Fifty -Five Dollars and No Cents ($11,455.00) in out-of- pocket expenses. Section 2. Authority of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. REASONS: Rabbi Kaller of Russian Center of South Florida sponsors an annual Chanukah event for the community. They organize and fund the event and invite the entire community to attend free of charge. To assist in production of the event, they are requesting the rental fees for Gateway Park to be waived as well as the in-kind donation of the use of park staff to support the event, tables, chairs, electricity and police support as required by the city. This year, their Chanukah event will be held on Sunday, December 29, 2024 from 3:00 - 6:00 p.m. Set up of the event will start as early as 9:00 a.m. and will require the closure of Gateway Park during setup. An estimated 250 - 500 people are anticipated to attend. I n -kind donation of Police support for a motor parade on the same date is also requested. The total estimated value of these amenities, rentals and services is not to exceed $11,455 inclusive of up to $2,000 in police services. Insurance naming the City as additional insured is required as part of the special event application process. ADDITIONAL INFORMATION: Item Number: 9.T 599 Total not -to -exceed donation amount is $11,455. City out-of-pocket expenses total a not -to -exceed $2,920 in personnel services. If the parade is not immediately prior to the event, police personnel services will be increased. At this time, this detail is unknown and therefore cannot be calculated. If there is an overage, the applicant to be invoiced for the difference or a ratification for additional in-kind donation amount will be required. FUNDING SOURCE: Overtime is budgeted in each individual departments budget as an out-of-pocket expense up to $2,920. The in-kind donation portion of this item is a reduction in potential revenue.
