RESOLUTION NO. 2025 - 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE PURCHASE OF A DRONE AS A FIRST RESPONDER PROGRAM FROM AXON ENTERPRISES, INC., IN AN AMOUNT NOT TO EXCEED TWO HUNDRED THIRTY-FOUR THOUSAND ONE HUNDRED THREE DOLLARS AND NO CENTS ($234,103.00), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the safety of residents, visitors, and stakeholders of the City of Sunny Isles Beach (the "City") is of paramount importance; and WHEREAS, the City's Police Department wishes to implement a drone as a first responder program (the "Drone Program") to assist its officers when responding to emergency calls; and WHEREAS, after performing a good faith review of available sources, City staff has determined that Axon Enterprises, Inc. (the "Vendor") is a sole source vendor who is willing and able to furnish the Drone Program; and WHEREAS, the Vendor has provided the City with a quote for the purchase of the Drone Program and related equipment and training; and WHEREAS, Section 62-13(F) of the City's Code of Ordinances provides that supplies, equipment or services available from a sole source only may be exempted from the bidding requirements of Chapter 62; and WHEREAS, the City Commission of the City of Sunny Isles Beach finds that it is in the best interest of the City to purchase the Drone Program from the Vendor, in a total amount not to exceed Two Hundred Thirty -Four Thousand One Hundred Three Dollars and No Cents ($234,103.00), which includes a contingency in the amount of Thirty Thousand Dollars ($30,000.00), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Purchase. The City Commission hereby approves the purchase the Drone Program from the Vendor, in a total amount not to exceed Two Hundred Thirty -Four Thousand One Hundred Three Dollars and No Cents ($234,103.00), which includes a contingency in the amount of Thirty Thousand Dollars ($30,000.00), attached hereto as Exhibit „A„ Section 2. REASONS: The City Manager continues to challenge the Police Department to leverage the latest technology to find innovative ways to keep the residents and visitors of Sunny Isles Beach safe. We are seeking approval to purchase a drone as first responder program from Axon for $204,103.00. This program will include the purchase and installation of a drone nest on the roof of the Government Center. The nest will house a drone that can be launched from the Police Communications Center without an operator needing to visually see the drone. The operator will have the ability to fly the drone from the Communications Center by directing it to areas in the city on a map using the existing Hiperwall. The drone will fly autonomously to the location and allow first responders to live stream video and record when needed to different platforms. Most times the drone will beat first responders to a location and the information being collected will be crucial to an enhanced response. The drones are being operated on a 5G network using artificial intelligence that has obstacle avoidance. There are a multitude of different calls for service the drone can be used for to assist our officers. Florida State Statutes dictate when the drones can be used and for what type of police responses. The program will include applying to the FAA for approval to be able to operate the drone without a visual observer. Additionally it will include the requisite training for our operators and will also include a representative from Axon being present for 100 hours to ensure successful launch to the program.
