HomeMy WebLinkAboutReso 2025-3819RESOLUTION NO. 2025 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, REJECTING PROPOSALS SUBMITTED IN RESPONSE TO REQUEST FOR PROPOSALS NO. 24-12-01, TITLED "ELEVATOR MAINTENANCE AND REPAIRS"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on December 10, 2024, the City of Sunny Isles Beach (the "City") issued Request for Proposals No. 24-12-01 Citywide Elevator Maintenance and Repairs (the "RFP"); and WHEREAS, in response to the RFP, four (4) vendors submitted a proposal; and WHEREAS, after a thorough review, staff determined that three (3) of the vendors were non-responsive, and one (1) vendor was non -responsible based on prior performance with the City; and WHEREAS, the City Manager recommends rejection of the RFP; and WHEREAS, the City Commission finds that it is in the best interest of the City to reject the proposals received in response to the RFP. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Rejection of Proposals. The City Commission hereby reject the proposals received in response to the RFP. Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. REASONS: On December 10, 2024, the city released RFP 24-12-01 Citywide Elevator Maintenance and Repairs. The City of Sunny Isles Beach invited qualified elevator maintenance contractor "(the "Contractor," "Service Provider," or the "Proposer") to provide monthly elevator preventive maintenance, inspection and testing services required by the Florida Department of Business and Professional Regulations. All work shall be in accordance with the applicable provisions of Chapter 399, Florida Statutes, governing elevators, as an elevator service contractor. The awarded Contractor shall perform routine and periodic inspections and tests on the elevator components. All Minimum Qualification Requirements (MQRs) must be submitted with Proposer's response. a. The Prime Firm shall hold the proper license from the Department of Business and Professional Regulation's to perform the Scope of Work set forth within this solicitation to include being licensed with a STATE: Florida Department of Business and Professional Regulation Elevator Company AND Item Number: 9.G 273 Any required elevator maintenance/repair certification required in Florida and Miami -Dade County along with registration to conduct business in the State of Florida in all required disciplines. Proposing Firm must provide a copy of the applicable license(s) with Firm's response. Employees of the Elevator Contractor must hold a Florida Elevator Certificate of Competency certification. Proposer must submit all active business licenses, registrations, and certifications as applicable, documenting Proposer is fully licensed to conduct relevant business in the State of Florida. Occupational/business licenses are required as applicable. b. Proposer must demonstrate a strong documented track record of providing Electrical Maintenance Services, for a minimum of three (3) commercial clients, within the last three (3) years, 2021-2024. c. The Proposer shall provide reference letters for no less than three (3) clients in which the Proposer served as Prime Firm for projects similar in size and scope within the last three (3) years, 2021-2024. Please note that the references must be for the same projects in response to MQR "b" above. The city held a non -mandatory site -visit for interested elevator firms to tour our facilities. On December 19, 2024, five firms attended the walk-through. On January 13, 2025, the city received four proposals: Excel Elevator, Maverick United Elevator, Elevated Facilities Services (Oracle) and South Florida Elevator Service Corp.Out of the four proposals submitted, three were deemed non-responsive following the due -diligence review, and one (1) firm (the incumbent) was deemed non -responsible due to prior performance history with the City. ADDITIONAL INFORMATION: Copies of RFP No. 24-12-01, as well as copies of the four (4) proposals, are on file with the Office of the City Clerk and available upon request.
