AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, CREATING CHAPTER 4 OF THE CODE OF ORDINANCES OF THE CITY OF
SUNNY ISLES BEACH ENTITLED "CEREMONIAL RECOGNITIONS"; PROVIDING FOR
LEGISLATIVE INTENT; PROVIDING FOR DEFINITIONS; PROVIDING FOR TYPES OF
RECOGNITION; PROVIDING FOR CRITERIA; PROVIDING FOR CODIFICATION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commissioner of the City of Sunny Isles Beach (the "City") seeks to
establish a formal policy for the issuance of ceremonial recognitions to ensure such honors are
granted in a consistent, transparent, and equitable manner; and
WHEREAS, the City Commission finds it in the best interest of the City to adopt a
structured process for ceremonial recognitions, with defined criteria, submission requirements,
approval procedures, and issuance limitations;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:'
Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified
and confirmed as being true and correct and are hereby made a specific part by this Ordinance
upon adoption hereof.
Section 2. Creation of Chapter 4 of the City Code. Chapter 4 of the City Code of Ordinances
is hereby created to read as follows:
Section 4-1. — Purpose and Intent.
It is the purpose and intent of this chapter to establish a formal process for the issuance of
ceremonial recognitions in the City of Sunny Isles Beach. In accordance with Section C -2.2(a) of
the City's Charter, the Mayor is designated as the head of City Government for all ceremonial
purposes, and nothing provided herein shall interfere with said designation and function.
Recognitions shall be issued by the Mayor on behalf of the City Commission, with established
approval requirements and eligibility criteria.
Section 4-2. — Types of Recognition and Criteria.
A. Key to the City.
(1) Purpose: Reserved for visiting dignitaries or individuals or organizations with
extraordinary contributions to the City.
(2) Criteria: Must meet one or more of the following:
a. Visiting foreign or domestic dignitary;
b. Outstanding civic contributions benefiting the community;

c. Exceptional achievements in arts, culture, sports, or public service;
d. Acts of philanthropy or national/international recognition bringing positive
attention to the City.
(3) Approval:
a. Requires submission 60 days prior to proposed issuance;
b. Requires a letter of recommendation from a City Commissioner;
c. Requires City Commission approval by super -majority at a regular meeting the
month prior to issuance;
d. Limit: Five (5) per calendar year.
(4) Presentation: At the City's annual anniversary event or City Commission workshop, as
warranted or appropriate.
(5) Restrictions:
a. Shall not be issued to political candidates, political committees, former or current
City elected officials, lobbyists, members of the media, or for-profit entities;
b. Shall not be issued to individuals with criminal backgrounds or ethical violations;
c. Shall not be issued within six (6) months of an election if requested by a member
of the Commission seeking re-election.
B. Proclamations.
(1) Purpose: To recognize significant civic contributions, events, or causes.
(2) Criteria:
a. Community service or civic engagement;
b. Awareness campaigns relevant to the City;
c. Cultural or historical relevance.
(3) Approval:
a. Requires submission 14 days in advance to the City Clerk via official request form;
b. Requires City Commission approval by simple majority;
c. Signed by both the Mayor and sponsoring Commissioner;
d. Limit: Eleven (11) proclamations per calendar year per elected official.
(4) Presentation: At a City Commission Workshop or official event, with invitation
extended to full City Commission.
(5) Restrictions:
a. Shall not be issued to political candidates, political committees, former or current
City elected officials, lobbyists, members of the media, or for-profit entities;
b. Shall not be issued to individuals with criminal backgrounds or ethical violations;
c. Shall not be issued within six (6) months of an election if requested by a member
of the Commission seeking re-election.
C. Certificates of Appreciation/Achievement.
(1) Purpose: To recognize community service, achievement, or contribution.
(2) Criteria:
a. Community service or volunteerism;
b. Notable accomplishments in education, sports, or arts.
(3) Approval:
a. No Commission approval required;
b. No limit on issuance;
c. Signed by both the Mayor and sponsoring Commissioner.

(4) Presentation: At Commission Workshop or issued through City Clerk's Office.
(5) Restrictions:
a. Shall not be issued to political candidates, political committees, former or current
City elected officials, lobbyists, members of the media, or for-profit entities;
b. Shall not be issued to individuals with criminal backgrounds or ethical violations;
c. Shall not be issued within six (6) months of an election if requested by a member
of the Commission seeking re-election.
Section 4-3. -Administration.
A. All requests must be submitted to the Office of the City Clerk via official form within
required deadlines.
B. The City Clerk shall review submissions for completeness and place eligible items on the
City Commission agenda for approval where applicable.
C. Recognitions requiring Commission approval shall be included in the next scheduled
Regular City Commission Meeting.
D. A list of all Keys to the City and Proclamations issued shall be published on the City's
official website and updated regularly.
E. All ceremonial recognitions by the City Commission are discretionary and not subject to
appeal.
Section 3 Inclusion in the Code. It is the intention of the City Commission, and it is hereby
ordained that the provisions of this Ordinance shall become and made a part of the Code of
Ordinances of the City of Sunny Isles Beach; that the sections of this Ordinance may be
renumbered or re -lettered to accomplish such intentions; and that the word "Ordinance" shall
be changed to "Section" or other appropriate word, as required.
Section 4 Effective Date. This Ordinance will become effective upon adoption at second
reading.

RE: Ordinance Creating Chapter 4, Titled Ceremonial Recognitions
RECOMMENDATION:
Staff Recommends Approval of this Ordinance.
REASONS:
This policy establishes guidelines for issuing ceremonial recognitions by the City Commission.
Staff is proposing issuing a "Key to the City", which would become the highest honor bestowed by the
City Commission. This recognition would be reserved for individuals or organizations with extraordinary
contributions and is limited to five per year, requiring City Commission approval.
The next honor that may be bestowed is a proclamations. This document is reserved to recognize
significant civic contributions by individuals to the community, or to recognize significant events or
awareness campaigns throughout the year. Proclamations would be limited to two per month, per
Commissioner, and also requiring Commission approval.
Certificates of Appreciation/Achievement acknowledge community service, achievements, and
contributions but do not require approval or have issuance limits.
To ensure fairness and transparency, restrictions include prohibiting recognitions for political
candidates, individuals with criminal or ethical violations, and current or former elected officials of the
city. Additionally, an incumbent Commissioner may not request a proclamation within six months of an
election. Recognitions requiring Commission approval will be voted on in the month prior to issuance,
and a public list of awarded Keys to the City and Proclamations will be maintained on the City's website.
This policy preserves the integrity of ceremonial recognitions while ensuring meaningful and equitable
