A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE EXPENDITURE OF BUDGETED FUNDS FOR THE PURCHASE OF NINE (9) VEHCILES FROM BARTOW FORD, IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED FORTY-SEVEN THOUSAND FOUR HUNDRED SEVENTY-FIVE DOLLARS AND EIGHTEEN CENTS ($447,475.18) INCLUDING A CONTIGENCY, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 12th, 2024, via Ordinance No. 2024-618, the City Commission of the City of Sunny Isles Beach ("City") adopted the Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2024, through September 30, 2025 ("Adopted Budget"); and WHEREAS, the City's Police Department is in need of purchasing six (6) police vehicles with prisoner cages; the Code Compliance Department is in need of one (1) 2025 Ranger 44, and the Cultural & Community Services Department is in need of two (2) vehicles (collectively "Vehicles"); and WHEREAS, the purchase of these Vehicles was included in the Adopted Budget FY24/25; and WHEREAS, Bartow Ford (the "Vendor") has the Vehicles readily available for purchase; and WHEREAS, the purchase of these Vehicles will be made utilizing Pasco County Award Bid No. IFB-RR-21-042 contract; and WHEREAS, pursuant to Section 62-13 (C) of the City's Code of Ordinances, purchases made under state general service administration contracts, federal, county or other governmental contracts or competitive bids with other governmental agencies are exempt from the City's competitive bidding requirements; and WHEREAS, the City Commission wishes to authorize the City Manager, or his designee, to expend budgeted funds for the purchase of the Vehicles from the Vendor, in an amount not to exceed Four Hundred Forty -Seven Thousand Four Hundred Seventy -Five Dollars and Eighteen Cents ($447,475.18), which includes a contingency in the amount of Twenty -Three Thousand Dollars and No Cents ($23,000.00). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Purchase. The City Commission hereby approves the purchase of the Vehicles from the Vendor, in an amount not to exceed Four Hundred Forty -Seven Thousand @BCL@CC05826E.doc Page 1 of 2 97 Four Hundred Seventy -Five Dollars and Eighteen Cents ($447,475.18), which includes a contingency in the amount of Twenty -Three Thousand Dollars and No Cents ($23,000.00). Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. REASONS: Due to the potential for upcoming tariffs and vehicle price increases, the Procurement Department has reached out to all Department Heads to review their planned vehicle replacements for the FY26 budget. To avoid incurring higher costs in the new FY, we have requested a budget approval to purchase FY26 vehicle replacements now. Given the challenges posed by the fluctuating tariffs, supply chain uncertainties, and rising costs- taking swift action will allow us to avoid further financial impacts and secure the vehicles we need at today's price. By acting now, we can ensure operational efficiency and fiscal responsibility in the face of these evolving market conditions. Through a budget amendment, the following vehicles have been budgeted in FY24/25, to replace certain vehicles which have exceeded their useful and reliable service life. Purchase Request: Item Number: 9.6 95 • Police Department: Six (6) 2024 Ford Explorer Police Vehicles with prisoner cages have been identified to replace the aging 2020 models in the fleet. Bartow Ford has these vehicles in stock and ready to be built. The vendor did express concern for a price increase for 2025 due to market circumstances as well as a lengthy build time from Ford. All Six Fords for PD is a total of $318,457.02. • Code Compliance: Interest has been expressed in purchasing one (1) 2025 Ranger 44, which intends to be versatile for use in various conditions, including flood -prone areas and the beach. This vehicle, is readyfor immediate purchase at $36,556.42. • Cultural & Community Services Department: Interest has been expressed in purchasing two (2) vehicle replacements, one for Pelican Community Park and the other for Gateway Center. These vehicles will be used by staff to run errands (Costco, moving equipment, etc) and to get between facilities within the City. These vehicles are ready for immediate purchase for a combined total of $69,461.74. The city is strategically aiming to purchase vehicles now that would have been budgeted in the upcoming FY, through a budget amendment. ADDITIONAL INFORMATION: These vehicles are being purchased off the Pasco County Award of Bid No. I FB -RR -21-042 contract.
