A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY
COMMISSIONERS TO AUTHORIZE MUNICIPALITIES LOCATED WITHIN ITS
BOUNDARIES TO ESTABLISH AND MAINTAIN SPEED LIMITS OF 20 MILES PER
HOUR ON DESIGNATED ROADWAYS WITHIN EACH MUNICIPALITY'S
JURISDICTIONAL BOUNDARIES; DIRECTING THE CITY CLERK TO TRANSMIT
COPIES OF THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, more than twenty years ago, the City Commission of Sunny Isles Beach (the
"City") established a speed limit of 20 miles per hour on interior, City -maintained streets in an
effort to enhance pedestrian safety and improve quality of life; and
WHEREAS, following this action, the City was advised by Miami -Dade County (the
"County") that it lacked the legal authority to maintain this reduced speed limit absent an
interlocal agreement; and
WHEREAS, the City undertook and completed a speed study as required by the County
and formally requested to maintain the 20 mph speed limit; and
WHEREAS, the request was denied on the basis that the study supported a 25 mph limit
as it only considered hard data; and
WHEREAS, despite holding a Town Hall in March 2025 with County officials to address
the issue and share community concerns, the matter remains unresolved to date; and
WHEREAS, on July 8, 2025, County Commissioner Micky Steinberg sponsored a
discussion item at the County Transportation Committee meeting advocating for municipalities
to have the authority to maintain a speed limit of 20 mph within their jurisdictions; and
WHEREAS, following that discussion, County Transportation Committee Chairwoman
Eileen Higgins agreed to sponsor a County Commission resolution in support of granting such
authority to municipalities; and
WHEREAS, the City Commission of Sunny Isles Beach affirms its longstanding
commitment to promoting traffic calming and pedestrian safety, expresses its full support of
such County resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA:
Section 1. Support of County Resolution. The City Commission hereby expresses its strong
support for a resolution granting County municipalities the authority to establish and maintain a
speed limit of 20 mph within their jurisdictional boundaries.

Section 2. Direction to the City Clerk. The City Commission hereby directs the City Clerk to
distribute copies of this resolution to the Miami -Dade County Commissioner Micky Steinberg,
the Miami -Dade County Board of County Commissioners, and the Miami -Dade County League of
Cities.
Section 3. Authorization of the City Manager. The City Manager is hereby authorized to do
all things necessary to effectuate the terms of this Resolution.
Section 4. Effective Date. This Resolution will become effective upon adoption.

RE: Urging and Supporting Miami -Dade County Legislation to Allow
Municipalities to Establish and Maintain Speed Limits
RECOMMENDATION:
This item is presented for your consideration.
REASONS:
Over two decades ago, the City Commission enacted a speed limit of 20 miles per hour (mph) on interior,
city -maintained streets, in an effort to improve roadway safety and enhance neighborhood livability.
However, the City was subsequently advised by Miami -Dade County officials that it lacked the authority
to independently impose such a speed limit without entering into an interlocal agreement. In
compliance with County procedures, the City conducted the required speed study and formally
requested a reduction in speed limit to 20 mph. The County denied this request, citing hard data from
the study that supported a speed limit of 25 mph.
I n March 2025, the City hosted a Town Hall in collaboration with Miami -Dade County to further discuss
concerns related to the speed limit restriction. Despite this forum, the issue remains unresolved.
On Tuesday, July 8, 2025, County Commissioner Micky Steinberg sponsored a discussion item at the
County Transportation Committee meeting advocating for municipalities to be granted the authority to
establish and maintain a 20 mph speed limit within their jurisdictional boundaries.
Following deliberation, Committee Chairwoman Eileen Higgins expressed her intent to sponsor a
County Commission resolution that would support municipal autonomy in setting speed limits at 20
mph.

The City wishes to formally support the anticipated resolution sponsored by County Commissioner
Steinberg. This support aligns with the City's longstanding commitment to neighborhood traffic calming
and prioritizing public safety.
