REASONS: This resolution looks to create a citizen advisory committee to provide input on city -sponsored sports and recreational programs, addressing the current opaque process for program selection without meaningful resident feedback and the non -transparent vendor procurement, ensuring more inclusive and accountable decision-making for community activities. By establishing this committee with 5 appointed members serving from January to August 2026, it will deliver timely recommendations to inform budget preparation, empowering residents as the primary stakeholders in shaping programs that meet their needs. ATTACHMENTS: Resolution Item Number: 9.AA 680 RESOLUTION NO. 2025 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ESTABLISHING THE SUNNY ISLES BEACH RESIDENTS' SPORTS PROGRAMS AND ACTIVITIES ADVISORY COMMITTEE TO PROVIDE RECOMMENDATIONS ON CITY -SPONSORED SPORTS AND RECREATIONAL PROGRAMS; DIRECTING THE CITY CLERK TO SOLICIT COMMITTEE APPLICATIONS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach (the "City") offers various sports programs and activities through its Cultural and Community Services Department ("CCSD") to promote health, wellness, and community engagement; and WHEREAS, the current process for selecting and offering these programs lacks transparency and sufficient input from residents, the primary users, leading to potential mismatches between community needs and available offerings; and WHEREAS, vendor selection for delivering these programs is often obscure, without clear criteria or public 'oversight, which may hinder accountability and optimal use of City resources; and WHEREAS, creating a Residents' Sports Programs and Activities Advisory Committee composed of diverse resident stakeholders would ensure inclusive feedback, enhance program relevance, and improve transparency in vendor procurement; and WHEREAS, pursuant to the City's Charter, advisory committees are appointed by the City Commission to provide expert guidance on municipal matters, and this committee will consist of 5 members to maintain efficiency while representing resident voices; and WHEREAS, the City Commission finds that it is in the best interests of its residents to approve this resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Establishment of Advisory Committee. The Residents' Sports Programs and Activities Advisory Committee is hereby established, consisting of 5 appointed members according to the Charter. Section 2. Duration of Committee. The Committee shall be effective from January to August 2026. Section 3. Duties and Responsibilities. The Advisory Committee shall review and make recommendations to the City Commission on program offerings, solicit resident input, and @BCL@84148B19 Page 1 of 2 681 advise on vendor selection processes to promote transparency and equity.in time for the preparation of the budget for Fiscal Year 2026-2027. Section 4. Direction to City Clerk. The City Commission hereby directs the City Clerk to solicit committee applications, in accordance with Section 74-8 of the City's Code of Ordinances. Section 5. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the terms of this Resolution. Section 6. Effective Date. This Resolution shall become effective immediately upon adoption. PASSED AND ADOPTED this 18th day of September, 2025.
