A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE
COMPREHENSIVE CRIME CONTROLACT OF 1984, TO EXPEND FORFEITURE FUNDS
FROM THE DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT TO
FUND A FULL-TIME SCHOOL RESOURCE SERGEANT POSITION AND TO PURCHASE A
MOBILE COMMAND CENTER VEHICLE, IN AN AMOUNT NOT TO EXCEED SIX
HUNDRED THIRTY-THREE THOUSAND NINE HUNDRED EIGHTY DOLLARS AND
SIXTEEN CENTS ($633,980.16), ATTACHED HERETO AS EXHIBIT "A"; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of
Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds
from the established Department of Justice ("DOJ") federal forfeiture account, for approved
programs or purchases intended to enhance law enforcement purposes; and
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida
Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a
municipality, liens and forfeiture funds may be expended if accompanied by written certification
that the request complies with the provisions of the aforementioned subsections; and
WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in
compliance with the aforementioned legal requirements to fund a full-time School Resource
Sergeant position and to purchase a mobile command center vehicle, in an amount not to exceed
Six Hundred Thirty -Three Thousand Nine Hundred Eighty Dollars and Sixteen Cents ($633,980.16),
attached hereto as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Federally Forfeited Monies. Based on the certification, attached
hereto as Exhibit "A", the Chief of Police is hereby authorized to spend Six Hundred Thirty -Three
Thousand Nine Hundred Eighty Dollars and Sixteen Cents ($633,980.16), from the established
Department of Justice federal forfeitures account to fund a full-time School Resource Sergeant
position and to purchase a mobile command center vehicle.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

RE: Approval to Expend DOJ Forfeiture Funds for Continued School Resource
Officer Position and the Purchase of a Mobile Command Center Vehicle
RECOMMENDATION:
Staff recommends approval of the Resolution.
REASONS:
The Police Department respectfully seeks approval to allocate Department of Justice forfeiture funds to
cover the salary and benefits of a full-time School Resource Sergeant (SRS) for Fiscal Year 2025/2026.
The total estimated cost, includingfringe benefits, is $215,000.00.
This position is critical to maintaining a consistent and proactive law enforcement presence within our
local school, supplementing the existing School Resource Officer provided by Miami -Dade Schools
Police. The SRS will work collaboratively with the Miami -Dade officerto:
• Enhance campus safety for students, faculty, and staff.
• Build positive relationships with students and parents.
• Participate in educational initiatives, including the D.A.R.E. program and other youth engagement
efforts.
In addition, The Police Department is seeking approval to allocate Department of Justice (DOJ)
forfeiture funds for the purchase of a mobile command center vehicle from Flymotion Inc. This
specialized unit will serve as a mobile operations center, significantly enhancing the department's ability
to coordinate and manage responses during critical incidents, natural disasters, large-scale public
events, and tactical operations. Equipped with advanced communication and surveillance technology,

the command vehicle will improve situational awareness, facilitate interagency collaboration, and
ensure rapid decision-making in the field. Utilizing forfeiture funds for this acquisition aligns with
federal guidelines and supports the department's ongoing commitment to public safety, operational
efficiency, and emergency preparedness. The total estimated cost of the mobile command center
vehicle is a not -to -exceed amount of $418,980.16, which includes a 15% contingency.
Total expenditure amount of DOJ forfeiture funds: $633,980.16.
FUNDING SOURCE:
Funds have been appropriated in account no. 600-3-5210-XXXXXX-XXXXX.
