A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE
COMPREHENSIVE CRIME CONTROL ACT OF 1984, TO EXPEND FORFEITURE FUNDS
FROM THE DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT TO
PURCHASE FIELD FORCE AND RIOT CONTROL GEAR AND EQUIPMENT, IN AN
AMOUNT NOT TO EXCEED TWO HUNDRED SEVENTY-NINE THOUSAND SIX
HUNDRED SEVENTY-FOUR DOLLARS AND FORTY-THREE CENTS ($279,674.43),
ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of
Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds
from the established Department of Justice ("DOJ") federal forfeiture account, for approved
programs or purchases intended to enhance law enforcement purposes; and
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida
Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a
municipality, liens and forfeiture funds may be expended if accompanied by written certification
that the request complies with the provisions of the aforementioned subsections; and
WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in
compliance with the aforementioned legal requirements to purchase field force and riot control
gear and equipment, in an amount not to exceed Two Hundred Seventy -Nine Thousand Six
Hundred Seventy -Four Dollars and Forty -Three Cents ($279,674.43), attached hereto as Exhibit
„A„
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Federally Forfeited Monies. Based on the certification, attached
hereto as Exhibit "A", the Chief of Police is hereby authorized to spend Two Hundred Seventy -Nine
Thousand Six Hundred Seventy -Four Dollars and Forty -Three Cents ($279,674.43), from the
established Department of Justice federal forfeitures account to purchase field force and riot
control gear and equipment.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

RE: Authorization to Expend DOJ Forfeiture Funds for Field Force/Riot Control
Equipment.
RECOMMENDATION:
Staff recommends approval of this resolution.
REASONS:
The Police Department seeks approval to expend Department of Justice (DOJ) forfeiture funds, not to
exceed $279,674.43 (including a 10% contingency), for the purchase of field force and riot control
equipment for all sworn officers. This request is driven by the evolving public safety environment and
the increasing potential for large-scale events, protests, and civil disturbances. To ensure our officers are
equipped to respond safely and effectively, the proposed purchase includes helmets, gas masks, rifle
plates, protective gear, and other tactical gear and equipment essential for crowd control and civil
disturbance operations.
This equipment will enhance officer safety, improve operational readiness, and enable the department
to respond professionally to incidents requiring coordinated field force tactics. In conjunction with the
acquisition, officers will receive in-house training focused on field force response, ensuring they are
prepared to manage high -risk situations while maintaining public safety and protecting constitutional
rights. The urgency of this procurement is further underscored by two major upcoming international
events: the FIFA World Cup in 2026 and the G20 Conference, both scheduled to take place in Miami.
These events are expected to draw large crowds and increased activity throughout Miami Dade County,
requiring heightened preparedness and coordination among law enforcement agencies. Having the
appropriate equipment in place will allow our department to support regional efforts and respond

effectively to any related incidents that may arise in the city of Sunny Isles Beach.
FUNDING SOURCE:
Funds will come from forfeiture account nos. 600-3-5210-464150-99504 and 600-3-5210-464151-
99504.
