A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES
BEACH, FLORIDA, EXPRESSING OPPOSITION TO FLORIDA HOUSE BILL
1251; DIRECTING THE CITY CLERK TO TRANSMIT COPIES OF THIS
RESOLUTION; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Florida House Bill 1251 ("HB 1251") imposes additional restrictions and
mandates on the expenditure of public funds by local governments; and
WHEREAS, the proposed legislation would limit municipal discretion and
undermine home rule authority; and
WHEREAS, the City Commission finds that HB 1251 would hinder the City's ability
to respond effectively to local needs; and
WHEREAS, the City Commission finds that it is in the best interest of its residents,
visitors and stakeholders to oppose HB 1251.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expression of Opposition. The City Commission hereby expresses its
opposition to HB 1251.
Section 2. Direction to the City Clerk. The City Clerk is hereby directed to transmit
copies of this Resolution to the Florida League of Cities, the President of the Florida
Senate, the Speaker of the Florida House of Representatives, and the Governor of the
State of Florida.
Section 3. Authorization of the City Manager. The City Manager is hereby authorized
to do all things necessary to effectuate this Resolution.
Section 4. Effective Date. This Resolution shall become effective upon adoption.
PASSED AND ADOPTED this 15th day of January, 2026.
