All Minimum Qualification Requirements (MQRs) must be submitted with Proposer’s response. The Proposer must demonstrate a strong documented track record of providing lobbying services to at least three (3) government agencies in Florida, within the last five (5) years, 2020-2025. The Proposer’s Key Personnel assigned to the City’s contract upon award must demonstrate a strong documented track record of providing lobbying services to at least one (1) government agency in Florida, within the last five (5) years, 2020-2025. The Proposer must demonstrate that any of its existing contracts with clients will not materially interfere with or create a conflict of interest in its advocacy efforts on behalf of the City with any agency within Miami-Dade County or the State of Florida. The Proposer shall provide reference letters for no less than three (3) government clients in which the Proposer served as lobbyists for projects similar in size and scope within the last five (5) years, 2020 - 2025. Please note that the references must be for the same projects in response to MQR “a” above. On behalf of the GrayRobinson Government Affairs and Lobbying Team, we are pleased to submit this proposal to provide professional lobbying services for the City of Sunny Isles Beach (the City). To advocate for or against any position, we must first have a deep understanding of the issues, know the players involved, and learn what has historically worked and what hasn't for that particular goal or initiative. Upon beginning our engagement with the City, the GrayRobinson team will ensure all our team members have an in-depth understanding of your immediate and long-term goals and priorities. We will start developing strategy, tactics, and messaging through an initial Legislative Workshop with City designees. Following this workshop and any subsequent discussions, our team will work with the City’s designated representatives to develop a State Legislative Agenda to ensure sustained support for the City's programs, services, appropriations, and grant objectives. Simultaneously, the GrayRobinson team will be reaching out to legislative committee members and applicable executive branch agency staff. COORDINATION WITH CITY COMMISSION, MANAGER’S OFFICE, AND KEY DEPARTMENTS. We commit to identifying and arranging meetings between members of the executive branch, legislators, and legislative staff in Tallahassee with City designees to promote the funding of City projects or to discuss legislative issues affecting the City and speak on matters of importance – ultimately to position City representatives as thought leaders on issues affecting Florida’s local governments. Pursuant to Resolution No. R-1236-99, the team will prepare regular monthly reports advising the Commission on the current status of all issues our team is monitoring or tracking that may affect the City, the actions taken on such issues, and recommendations for future actions. Helping to orient the City to Florida’s ostensibly improving fiscal climate is one example of the many services the team provides.
