Book, P.A. In our approach, we abide by three key principles when organizing and managing lobbying activities and projects for the City of Sunny Isles Beach before both Miami- Dade County and before the State Legislature. 1. Be Prepared. We assist our clients in the preparation of a substantive legislative agenda, with concise, defined goals that are readily available prior to the commencement of the legislative session. It is also important to be prepared every time, as a lobbyist, you walk through the doors of the state Capitol. We prepare by learning and knowing your issues, so that we can easily communicate the message. We are well prepared for every interaction with a legislator or staff member and every committee appearance. We are also prepared with support materials, including language draft, talking points and budget figures. Providing accurate information in a professional and timely fashion is critical to success. 2. Work Hard. In Tallahassee, there is simply no substitute for hard work. We are proud that our firm is known as one of the hardest working firms in Tallahassee. We start early and finish late. Issues at the state Capitol can change in an instant. As a client, it is important for you to know that we are available 24 hours a day, 7 days a week, during the legislative session. We know that in order to be successful, every minute counts. Whether it is weekend budget conference meetings or late-night floor debate and amendments, our team will be in the Capitol representing City interests. We have the dedication and determination to get the job done. 3. Communicate. Ease in communication and accessibility are essential to accomplishing your goals. We have an open door policy in our office and will make ourselves easily available to the City staff and officials during the session. We are easily reachable by phone, email, text messages, and our office staff always knows where to find us. Whether it is a quick meeting in the Capitol to review a newly filed amendment, a late-night review of the activities of the day or an early morning meeting or conference call with a committee chairman, we are prepared to communicate with you – and communicate your message – at all hours. We also take great pride in providing informative, accurate and timely formal written reports, email updates as necessary, and City meetings as requested. Mr. Book would serve as the lead lobbyist on issues and funding requests of the City. It would be Ms. Rana Brown’s responsibility to work directly with appropriate City staff on issues to come before the Legislative and Executive branch alongside Mr. Book, as Co-Lead. Ms. Kelly Mallette and Ms. Gaby Navarro will work with Mr. Book and Ms. Brown, in consultation with City staff, on issues based on each individual’s area of expertise. Due to the fast-paced nature of the legislative process, our approach must be aggressive and seamless. Throughout our long history working in Tallahassee, we have been available at a moment’s notice to discuss strategy, provide intelligence or respond to a crisis. We treat every issue, every amendment, every bill, and every budget request, as a priority, with a proactive approach. Furthermore, we understand that the legislative process is not a process that begins and ends in the 60-day legislative session, but rather a year-round process that requires constant vigilance, commitment, and dedication. Our approach to representation of the City of Sunny Isles Beach before the Legislature and Executive branch of Florida government, is wide-ranging. More specifically, our firm specializes in providing the following services during the 60-Day legislative session and throughout the year. Our comprehensive approach includes the following action items: • Work closely with City staff to ensure a strong and consistent legislative program, in the development of the annual legislative agenda, and the City’s funding request objectives to address the City’s objectives and positions. • Promote and advance all of the City’s legislative issues and funding objectives from start to end, securing sponsors, advocating for funding before the full Legislature, and though the executive branch to completion. • Raise, discuss, and recommend any affirmative legislative action that may benefit Sunny Isles Beach. • Assist with the drafting and analysis of proposed legislation and recommending amendments, as necessary. • Provide a full range of lobbying, legislative counsel, and advocacy services including representing the City by testifying at committee meetings on behalf of City objectives as needed. • Prepare reports advising the City of the current status of legislation during the legislative session. • Report and meet with City staff on a weekly or as needed basis during the legislative session, interim committee meetings and special sessions on those issues important to the City and the actions taken on such issues. • Report and be available to meet with the City as needed when the Florida Legislature is not in session. • Prepare weekly reports during session, advising the City of the current status of all issues that they are monitoring or tracking that may affect Sunny Isles Beach, actions taken on such issues, and recommendations for future action on issues. • Be available on a 24-hour basis during session; assist in drafting, interpreting, and monitoring legislation and regulations; draft legislation, amendments, proviso language, position papers, and testimony. • Advise on the ideal timing and strategy for City representatives to travel to Tallahassee for advocacy meetings. Arrange for meetings with City representative legislators of the House and Senate leadership, the Miami-Dade County Legislative Delegation, and members and staff of those in leadership positions, and key officials in the Governor’s office and critical state agencies. Coordinate with the Florida League of Cities and municipal lobbyists, creating coalitions to affect a wide range of municipal issues, as needed throughout session. • Provide a comprehensive end-of-session report detailing the resolution of all issues of importance to local governments. • Work to advance City issues within the Executive Branch of government, including State agency’s as it pertains to policies and regulations, rules, departmental grants, and funding issues. Our firm utilizes this same approach when working on behalf of the City before Miami-Dade County. At the county level, our firm will implement a system that focuses on the City’s priorities, and work closely with Miami-Dade County officials and departmental leadership to effectively communicate and advance the City’s priorities. We will ensure that the City’s positions are clearly represented in policy discussions, capital improvement planning, and funding opportunities. Through regular engagement and coordinated advocacy, we will work to incorporate the City’s objectives with county initiatives while strengthening its presence and influence within county decision-making processes. Whether it is before Miami-Dade County or before the State Legislature, our firm offers unparalleled knowledge and experience in the political process, gained from direct participation in the process. Each member of our firm has at one time or another, worked for government. Hence, we bring the kind of perspective that only an “insider” can offer. With nearly 100 years of experience in legislative affairs between us, we stand ready to continue our representation of the City of Sunny Isles Beach. We are confident that we can provide meaningful and effective service as we work toward accomplishing your legislative goals.
