HomeMy WebLinkAboutReso 2026-3969RESOLUTION N0.2026 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA; AUTHORIZING THE EXPENDITURE OF BUDGETED FUNDS FOR THE PURCHASE OF THREE (3) TOYOTA RAV4 LE HYBRID AWD VEHICLES FROM SEMINOLE TOYOTA FOR USE BY THE PARKING DIVISION, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FIVE THOUSAND TWO HUNDRED NINETY-NINE DOLLARS AND NO CENTS ($105,299.00); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 11, 2025, via Resolution No. 2025-635, the City Commission of the City of Sunny Isles Beach (the "City") adopted the Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2025, through September 30, 2026 ("Adopted Budget"); and WHEREAS, City's Parking Division is in need of purchasing three (3) Toyota RAV4 LE Hybrid Vehicles (the "Vehicles") to continue offering high levels of service to City residents and stakeholders; and WHEREAS, pursuant to Section 62-13(C) of the City's Purchasing Code, purchases made under state general service administration contracts, federal, county, or other governmental contracts or competitive bids with other governmental agencies, are exempt from the competitive bidding requirements set forth in Chapter 62; and WHEREAS, City staff has been able to secure the Vehicles from Seminole Toyota (the "Vendor") utilizing the Florida Sheriff's Association Contract No. FSA23-VEL31.0; and WHEREAS, the purchase of these Vehicles were included in the Adopted Budget; and WHEREAS, the City Commission wishes to authorize the City Manager, or his designee, to expend budgeted funds for the purchase of the Vehicles from the Vendor, in an amount not to exceed One Hundred Five Thousand Two Hundred Ninety -Nine Dollars and No Cents ($105,299.00). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Expenditure of Budgeted Funds. The City Commission hereby authorizes the City Manager, or his designee, to expend budgeted funds for the purchase of three (3) Toyota RAV4 LE Hybrid vehicles from Seminole Toyota, in an amount not to exceed One Hundred Five Thousand Two Hundred Ninety -Nine Dollars and No Cents ($105,299.00). Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. REASONS: Contingent upon approval of the second budget reading on February 19, 2026, the Code Compliance Division seeks authorization to purchase three (3) 2026 Toyota RAV4 LE Hybrid AWD vehicles from Seminole Toyota, in an amount not to exceed $100,299. An additional $5,000 is requested to cover any unforeseen changes in the vehicle industry, for a total not to exceed $105,299. ADDITIONAL INFORMATION: In 2025, the Code Compliance Division retired two vehicles that would be ten years old today. Although they should have been replaced at approximately the seven year mark, they were kept in service longer to reduce budgetary impacts. Vehicle #1605 developed transmission issues and other problems where the cost to repair would have exceeded the vehicle's value. Vehicle #1607 had a part in disrepair that is no longer made. Both vehicles have been sold. Currently, vehicles #s 1608 & 1720 are ten (10) and nine (9) years old, respectively, and have developed a stalling problem that cannot be repaired. This year, Code will be installing License Plate Reader (LPR) cameras on the parking enforcement vehicles to increase enforcement efficiency and revenue growth. Our current enforcement requires Item Number: 9.1-1 705 parking officers to patrol the parking areas of the City on foot and scan the license plates through a handheld device to determine if parking violations exist. The LPRs will be mounted to the top of the vehicles and will allow the officer to patrol parking areas without having to leave the vehicles and manually scan every license plate. LPRs automatically scan license plates and integrate with our software to auto -populate citations to violators. With this new technology, parking enforcement officers can perform more patrols, resulting in increasing the amount of citations issued, compliance, and revenues. It will be prudent to install the LPRs on newer vehicles that will remain in service, rather than those that are getting older and will need to be replaced sooner. The piggyback contract that is being utilized is the Florida Sheriff's Association Contract (FSA25- VEL33.0, Pursuit, Administrative, and Other Vehicles). Pursuant to section 62-13(c) of the City's Purchasing Code, purchases made under state general service administration contacts, federal, county, or other governmental contracts or competitive bids with other governmental agencies, are exempt from the competitive bidding requirements set forth in Chapter 62 of the City's Code.
