A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, DIRECTING THE CITY MANAGER TO ASSIST THE ATLANTIC ISLES CIVIC
ASSOCIATION IN DEVELOPING A RIGHT-OF-WAY AGREEMENT AND ANY
RELATED AGREEMENTS NECESSARY TO PERMIT THE INSTALLATION OF A
VEHICULAR GATE ARM SECURITY SYSTEM AT THE ENTRANCE OF THE ATLANTIC
ISLES NEIGHBORHOOD, SUBJECT TO COMMISSION APPROVAL; AUTHORIZING
THE CITY AND CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE
THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Atlantic Isles Civic Association (the "Association") has expressed a desire
to install a vehicular gate arm security system across a City -owned public roadway within the
Atlantic Isles neighborhood for the purpose of slowing vehicular traffic entering the community;
and
WHEREAS, the proposed gate arm would not require a key fob, transponder, or other
access -control device for entry, and the roadway would remain a public road open for general
public use; and
WHEREAS, the City Commission wishes to provide direction to the City Manager to work
with the Association to develop a Right -of -Way Agreement and any related agreements
necessary to effectuate the installation of the proposed gate arm security system, subject to
approval by the City Commission; and
WHEREAS, it is the intent of the City Commission that all costs associated with the
design, engineering, permitting, installation, operation, electricity and power usage, repair,
replacement, insurance, and ongoing maintenance of the gate arm security system shall be
borne solely by the Association.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Direction to City Manager., The City Commission hereby directs the City Manager
to assist he Association with the development a Right -of -Way Agreement and any related
agreements necessary to permit the installation of a vehicular gate arm security system across a
City roadway within the Atlantic Isles neighborhood.
Section 2. Authorization of City Manager and City Attorney. The City Manager and City
Attorney are hereby authorized to do all things necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution will become effective upon adoption.

Dear City Staff and the City Commission,
On behalf of the Atlantic Isle Civic Association, I am writing to formally request the City
of Sunny Isles' approval to install security pause point arms at the entrance to our
island. The Association's Board has convened and voted in favor of this request and
initiative.
The pause point arms will automatically open for each vehicle and will be only used as
a safety deterrent. Cars will pause, while the video cameras (already installed by the
City) provide a live feed to the Sunny Isles Beach Police Department of the cars
entering and leaving the island. Access will not be blocked in any way for non-
residents. Cars that would otherwise speed into or out of Atlantic Isles will have to slow
down to pause at the arms.
We are committed to ensuring the safety and security of our community, and after
thorough review and planning, we believe that the installation of these security arms
will significantly enhance deterrence and overall safety for residents and visitors alike.
We are pleased to inform you that we have already obtained all necessary conditions of
approval from the Fire Department and the Department of Transportation.
Furthermore, we have secured a letter of support from the Mayor, and the support of
other officials at the City of Sunny Isles Beach.
We respectfully ask the City to grant approval for the installation of the security pause
point arms so we can proceed with this important safety enhancement.

RE: Directing the City Manager to Assist the Atlantic Isle Civic Association with
the Installation of a Gate Arm at the Entrance of the Atlantic Isle
Neighborhood
RECOMMENDATION:
This resolution is presented foryour consideration
REASONS:
The Atlantic Isles Civic Association has expressed a desire to install a vehicular gate arm security system
across a City -owned roadway at the entrance to their neighborhood to slow incoming traffic. The
proposed gate arm would not require a key fob, transponder, or other access -control device, and the
roadway would remain open to the public.
At this time, the City Manager is requesting direction from the City Commission on the pursuit of
developing the necessary agreement(s) before investing significant staff time in drafting and
coordination.
