A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR A PROPOSED ORDINANCE OF MIAMI- DADE COUNTY AMENDING SECTION 21-28 OF THE CODE OF MIAMI-DADE COUNTY, FLORIDA, RELATING TO NOISE REGULATIONS; DIRECTING THE CITY CLERK TO TRANSMIT COPIES OF THIS RESOLUTION; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami -Dade County (the "County") has proposed an ordinance amending Section 21-28 of the Code of Miami -Dade County, Florida, relating to noise regulations, including modifying the circumstances that establish a prima facie violation governing radios, televisions, and similar sound -producing devices; and WHEREAS, the proposed ordinance would reduce the existing 100-foot plainly audible standard to 25 feet as it relates to vehicles, vessels, and floating structures, while maintaining the 100-foot standard for buildings and non -floating structures; and WHEREAS, the City of Sunny Isles Beach (the "City") is a coastal community with significant residential density, waterways, and public roadways, and excessive noise from vehicles and vessels can adversely affect the health, safety, and welfare of residents and visitors; and WHEREAS, the City Commission finds that the proposed amendment promotes quality of life and supports reasonable noise regulation to protect the peaceful enjoyment of property; and WHEREAS, the City Commission finds that it is in the best interests of its residents to express support for the County's proposed ordinance. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Express Support. The City Commission hereby expresses its support for the proposed County's ordinance amending Section 21-28 of the Code of Miami -Dade County, Florida, relating to noise regulations. Section 2. Direction to the City Clerk. The City Clerk is hereby directed to transmit copies of this Resolution to the Miami -Dade County Mayor and the Miami -Dade County Board of County Commissioners. Section 3. Authorization of the City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the terms of this Resolution. Section 4. Effective Date. Santiago, Chief of Police DATE: February 19, 2026 RE: Express Support for Proposed Amendments to Miami -Dade County's Noise Ordinance RECOMMENDATION: Staff recommends approval of this resolution. REASONS: Miami -Dade County has proposed an ordinance amending Section 21-28 of the Code of Miami -Dade County, Florida, relating to noise regulations. The proposed amendment modifies the "plainly audible" standard for vehicles, vessels, and floating structures, reducing the distance from 100 feet to 25 feet, while maintaining the 100-foot standard for buildings and non -floating structures.
