The Proposer and/or Sub-contractor shall hold the proper license in the State of Florida to perform the Scope of Work set forth within this solicitation to include being registered as a Certified Electrical Contractor with the State of Florida along with registration to conduct business in the State of Florida in all required disciplines, as required by the City’s requirements based on the proposed electrical work. AS-5-6-26 2 Revision 2: ORIGINAL PAGE 11: 2.1 SCOPE OF WORK: The lighting and decoration shall be installed, maintained, stored, and removed during the holiday season between mid-November and early January (the “Holiday Lighting Season”). For the 2026 holiday season, the lighting and decorations shall be installed and ready for lighting no later than November 16, 2026, and complete removal by January 31, 2027. REVISION 2: REVISED PAGE 11: 2.1 SCOPE OF WORK: The lighting and decoration shall be installed, maintained, stored, and removed during the holiday season between mid-November and early January (the “Holiday Lighting Season”). For the 2026 holiday season, the lighting and decorations shall be installed and ready for lighting no later than November 16, 2026, and complete removal by January 31, 2027. The awarded Contractor must be on site and available to immediately address any issues during the 2026 Holiday Lighting Ceremony, expected to take place at Gateway Park on November 21, 2026. 3 Revision 3: ORIGINAL PAGE 11 2.2 BUDGET The City’s annual budget for holiday décor is approximately $200,000 to $250,000. While the City welcomes proposals that include citywide décor, including all parks and interior facilities, the primary focus should be on highly visible areas along Collins Avenue (Rights -of-Way) and larger parks: Heritage Park, Town Center Park, Samson Oceanfront Park, and Gateway Park. REVISION 3: REVISED PAGE 11 2.2 BUDGET The City’s annual budget for holiday décor is approximately $200,000 to $250,000. While the City welcomes proposals that include citywide décor, including all parks and interior facilities, the primary focus should be on highly visible areas along Collins Avenue (Rights-of-Way) and Gateway Park (PRIMARY / GROUP 1). REVISION 4: Revised Maps included herein. 1 ADDENDUM # 3 QUESTIONS & ANSWERS DATE: MAY 7, 2026 TO: ALL PLANHOLDERS FROM: PURCHASING DIRECTOR RFP NO.: RFP 26-04-01 CITYWIDE HOLIDAY LIGHTING AND DECORATING SERVICES SUBJECT: ADDENDUM NO. 3 PLEASE NOTE RECEIPT OF THIS ADDENDUM BY COMPLETING ACKNOWLEDGEMENT OF ADDENDA’ WITH YOUR PROPOSAL’S SUBMISSION. Q1. To ensure our proposal aligns with the City’s budget expectations, could you please confirm whether the $200,000–$250,000 budget is intended to cover the full program (Groups 1, 2, and 3), or if it applies only to the mandatory Group 1 s cope? Also, should any additional or enhanced elements be i ncluded within that budget, or should they be presented as optional add-ons? A1. Budget is intended to include Group 1 at minimum, the proposer has the option to include scope within their bid for Groups 2 and 3 within this budget. Q2. Additionally, the specification notes “multi-color.” Can you please confirm if this is the intended direction, or if warm white/pure white (as used in previous years) is still preferred? A2. The selected Contractor shall provide holiday lighting in neutral, non-holiday specific colors. Q3. Is the City seeking a signature or centerpiece installation (e.g., interactive tree, landmark feature), and if so, what locations would these be desired and how will that be evaluated? A3. The holiday décor design must be submitted by the proposer for the City’s evaluation. Q4. Should the base budget prioritize: ● Collins Avenue only, or ● Both Collins Avenue and park installations collectively? A4. Budget is intended to include Group 1 at minimum, the proposer has the option to include scope within their bid for Groups 2 and 3 within this budget. AS-5-7-26 2 Q5. If parks are essential, is there budget flexibility to accommodate both roadway and park installations? A5. Budget is intended to include Group 1 at minimum, the proposer has the option to include scope within their bid for Groups 2 and 3 within this budget. Q6. Are there specific branding, color themes, or past design preferences the City would like proposers to build upon or evolve? Are there any colors or themes the City dislikes? A6. The selected Contractor shall provide holiday lighting in neutral, non-holiday specific colors. Q7. Can the City provide details on available power infrastructure at each installation location, including any known limitations or non-powered areas? A7. All locations have sufficient power, or power can be added by the City to accommodate your proposed decorations, if needed. Q8. For the 161 pole décor elements to be installed between the banner mast poles, could you please confirm the distance between the poles? This will ensure we propose the correct size décor. A8. The arms can be removed. However, we have approximately 8 feet. Q9. Are there coastal/environmental requirements (wind load, corrosion resistance, salt exposure standards) that must be met beyond standard municipal specifications? A9. Yes, the proposer must take these elements into consideration with their design. Q10. Does the City track historical outage or failure issues from prior vendors that proposers should proactively address? A10. Yes, issues are tracked. Primarily, they are weather related. Q11. For Gateway park, a Menorah is included in the 2025 decorations. Is that a City owned and installed menorah, or is the contractor expected to provide and install this menorah? A11. City will install menorah. Q12. The RFP (Section 2.1) states the City already owns three indoor menorahs and two outdoor menorahs and will install those pieces independently. Can the City confirm at which specific locations the outdoor menorahs will be placed so that proposers do not inadvertently include duplicate pieces in their designs? A12. The outdoor menorahs will be placed alongside any Christmas trees in the design proposal. 3 Q13. How much did the invoices from the 2025 season total? A13. $260,201.00 Q14. For the 161 A1A street poles (Group 1, Item A), can the City specify the standard pole height, the mounting method available on each pole, and the recommended figure size (1ft, 3ft, or 4ft) to ensure consistent visual impact along Collins Avenue? A14. The standard Pole Height is 22 feet. The holiday décor design must be submitted by the proposer for the City’s evaluation. Q15. For Sunny Isles Boulevard (Group 1, Item C), the RFP lists 'Various Palms' in addition to 65 Medjool palms and 18 street poles. Can the City provide the species and estimated quantities of the 'Various Palms' to allow for accurate pricing? A15. There are no other species of palms that need to be wrapped on Sunny Isles Boulevard. Q16. For Group 3 pole décor locations (174th Street, 172nd Street, North Bay Road, Kings Point Drive, and the pedestrian bridges), can the City provide the approximate pole count at each location? Without this information, proposers cannot submit accurate unit pricing for those line items. A16. 174th = 19 172nd = 14 163rd = 18 159th = 9 North Bad Rd = 19 North Bay Rd Pedestrian Bridge = 8 Q17. For the Intracoastal Sports Park (Group 2, Item C and Group 3, Item F), the RFP lists it as 'open to proposal' in Group 2 (park décor) and separately as a 'facade' item in Group 3. Can the City clarify whether these are two separate scopes and whether both can be bid independently? A17. These are two separate scopes. Intracoastal Sports Park (Group 2) would include palm wrapping and any free-standing design elements. Group 3 is solely to add lights to the façade of the building. Q18. For Town Center Park (Group 2, Item E), which is listed as 'open to proposal,' can the City share any design preferences, tree or palm species counts, or visual references from 2025 to guide proposers in developing their design approach for this location? A18. The City is open to proposals. Please review the Youtube link included in the RFP for 2025 holiday décor. 4 Q19. For the Collins Avenue median palms (Group 1, Item B — 56 Medjool and 92 Royal Palms), should the scope include trunk-only wrap or trunk and fronds? The Scope of Work references wrapping 'up to fronds' for some locations but does not specify for the Collins median. A19. For Collins Avenue, trunk-only wrapping. Q20. Can the City provide a map or list of all available power outlet locations, amperage, and circuit capacity at each Group 1 and Group 2 installation zone? Section 3.9 states the City will provide sufficient power supply, and this information is essential for designing safe and efficient electrical layouts. A20. All locations have sufficient power, or power can be added by the City to accommodate your proposed decorations, if needed. Q21. Are GFCI-protected outlets currently installed and confirmed operational at all designated installation locations, or is it anticipated that some locations may require electrical infrastructure upgrades or repairs prior to the start of installation? A21. All locations are GFCI protected, and all is confirmed operational and verified prior to installation by the Contractor. Q22. The RFP references a walk-through in August 2026 to verify all power and outlets (Section 3.1). Will the City schedule and organize this walk-through, or is the Contractor responsible for coordinating the site visit? And will the City designate a specific point of contact for this coordination? A22. The City will coordinate with walk-through with specific city staff. Q23. For the A1A street poles (161 poles along Collins Avenue), are dedicated power feeds already available at each pole, or will the Contractor be responsible for running extension cords from remote power sources? If the latter, what is the maximum permissible run distance? A23. Yes, the poles have dedicated outlets. Q24. The RFP specifies 'neutral, non-holiday-specific colors' (Sections 2.1 and 3.1). Can the City clarify whether warm white (approximately 2700K color temperature) qualifies as an acceptable neutral color, or does the City have a specific color temperature or palette in mind? A24. The holiday décor design must be submitted by the proposer for the City’s evaluation. Q25. The RFP states decorations must feature 'an inclusive variety of symbolic holiday lights and decorations.' Can the City provide guidance on which symbolic elements are preferred or required, and whether there are any specific symbols that should be excluded from the design? A25. A menorah must be displayed alongside any Christmas trees. 5 Q26. The RFP references the 2025 holiday décor YouTube videos (Exhibit C) as a visual benchmark for minimum requirements. Is the City open to designs that differ significantly in style or layout from 2025, provided they meet or exceed the visual impact threshold? A26. The holiday décor design must be submitted by the proposer for the City’s evaluation. Q27. The RFP requires a detailed project implementation plan to be submitted to City staff by July 1 of each contract year (Section 3.1). Can the City confirm whether this applies to the 2026 season — meaning the plan would be due July 1, 2026, prior to contract award — or whether this requirement begins in the first full contract year after award? A27. This requirement would apply to the 2026 season. Q28. Section 3.1 states that all palm pruning must be completed by September 15, 2026. Is the City responsible for arranging and funding palm trimming at all installation locations, or is it expected to be included in the Contractor's scope and pricing? A28. The City will facilitate palm pruning. Q29. For Group 1, Items D, E, and F (North Entrance, William Lehman Causeway, and South City Entrance), are these locations within FDOT right-of-way, requiring full FDOT permitting and MOT compliance, or are they within City-controlled property? A29. Yes. Q30. The RFP requires all street pole décor and ROW tree wrapping to be installed by October 15, 2026, and all park décor by November 2, 2026. Can the City confirm whether both these deadlines are hard deadlines or whether there is flexibility subject to weather or permitting delays? A30. There will be flexibility in the event of weather / hurricanes / acts of God. Any extension requests must be submitted in writing to the City. Q31. MQR B requires documentation of 'at least three Commercial Outdoor Holiday Lighting Installation and Maintenance' projects from 2020–2025. Can the City confirm whether large- scale HOA community and beachfront residential association installations qualify as 'commercial' projects for purposes of this requirement? A31. Yes, if similar in size to the scale of décor being proposed to the City. Q32. The RFP requires Level 2 background checks for all Contractor personnel at a cost of $67.75 per person (Section 2.10). Should this cost be included in the Contractor's proposal pricing in Exhibit A, or will it be handled separately outside the contract price? A32. Yes, include in your price proposal. Q33. The RFP requires the Contractor to hold a Certified Electrical Contractor license with the State of Florida (MQR A). Can the City confirm whether this requirement can be satisfied by a 6 licensed electrical subcontractor engaged by the primary Contractor, provided the subcontractor's license is submitted with the proposal? A33. Refer to Addendum 1 Q34. Section 4.2 allocates 20 points to 'Proposal Fees — Subject to Negotiations' (Exhibit A). Can the City clarify the pricing evaluation methodology — specifically, whether the lowest total price receives the maximum 20 points, or whether pricing is evaluated in the context of overall design quality and value? A34. City reserves the right to evaluate the criteria as it is deemed in our best interest, as per section 2.6 of the RFP, titled Method of Award. Q35. For the Group 4 event at Gateway Park (light/music display), can the City provide guidance on maximum decibel levels permitted, preferred program duration per nightly showing, and any restrictions on the type of equipment that can be placed on the open lawn to minimize turf damage? A35. It shall be unlawful for anyone to create, operate or cause to be operated on private property any source of sound in such a manner as to create a continuous airborne sound which: (i) exceeds 60 decibels [dB(A)], (ii) exceeds the ambient sound level, (iii) is plainly audible at a distance of 100 feet from the source of the noise, or (iv) is plainly audible from any exterior edge of a building, structure or vehicle if the noise is emanating from a building, structure or vehicle. Unlawful and excessive noise shall include, but is not limited to, the following. Q36. The RFP states Group 4 is 'not intended to be included as part of the holiday lights décor budget.' Can the City confirm whether Group 4 will be awarded under a separate contract or purchase order, and whether it will be evaluated by the same committee on the same timeline as Groups 1–3? A36. Group 4, if awarded, will be awarded via a separate PO. It is the City’s intent for the same committee to evaluate Group 4 as well for future events. Q37. A1A / Collins Avenue – Pole Décor - The current A1A poles appear to have banner installations. Will these banners remain in place during the holiday season? A37. The intent is for the City to remove the banners during the holiday season. Q38. A1A / Collins Avenue – Pole Décor - Are any new or seasonal banners planned for installation during the holiday period? A38. No, typically banners are not installed during the holiday season. Q39. A1A / Collins Avenue – Pole Décor - Is electrical power available at these poles for illuminated décor? A39. Yes 7 Q40.
