We have carefully reviewed the RFP and Addendums 1, 2, and 3 — including the mandatory Group 1 scope along Collins Avenue and Gateway Park, the optional Group 2 secondary parks and facilities, the Group 3 tertiary right-of-way locations, and the Group 4 event proposal at Gateway Park — and we confirm our full ability to design, install, maintain, store, and remove the program at the standard the City deserves. Sunny Isles Beach is exactly the type of high-visibility, coastal civic environment our team is built to serve. Our proposal addresses every scope element in the RFP: the 161 A1A street poles along Collins Avenue, trunk-only wrapping on the 56 Medjool and 92 Royal palms in the Collins median, the 65 Medjool palms and 18 street poles along Sunny Isles Boulevard (163rd Street East Bound), entrance monuments at North City Entrance, William Lehman Causeway Entrance, and South City Entrance, and the full Gateway Park exterior package that meets or exceeds the visual impact of the 2025 décor. We have engineered our pricing, staffing model, and service framework around the City's standard — neutral, non-holiday-specific colors; inclusive design featuring the City's outdoor menorah alongside any Christmas trees; coastal corrosion- and wind-rated materials; clean, uniform, professional installations with concealed wiring and non-destructive mounting; and proactive inspections with documented service logs. We have also incorporated the operational specifics confirmed in Addendum 3: trunk-only palm wrapping on Collins Avenue, the 22-foot standard pole height, the 8-foot spacing between banner mast pole arms, GFCI-protected and verified outlets at every installation point, $67.75 per person for Level 2 background checks built into our pricing, and 24/7 contact with an 8-hour onsite response time during the Holiday Lighting Season. We also acknowledge the November 21, 2026 Holiday Lighting Ceremony at Gateway Park (Addendum 2) and commit to having an on-site team available to address any issues immediately. Be The Light Decor has not been a party to any pending or recent litigation that would materially affect its ability to perform the services described in this RFP. 1.2 Consumer Complaints (Last Five Years) No complaints have been filed with the State Department of Consumer Affairs, the Better Business Bureau, or any other consumer-protection agency, or in any Florida court (state or federal), against Be The Light Decor within the last five (5) years that concerned the kinds of services requested in this RFP. The required Dispute Disclosure Form is provided in the Affidavits section. 1.3 Proof of Insurance Certificates of Insurance evidencing the coverages required by RFP §2.11 (Comprehensive General Liability, Umbrella, Workers' Compensation, Business Automobile Liability) are attached as Appendix A. Upon award, an updated Certificate naming the City of Sunny Isles Beach as Additional Insured will be issued in compliance with the RFP. See Section 9 of this proposal for the coverage summary. Qualifications This section responds to Section 5.2 of the RFP and demonstrates how Be The Light Decor meets and exceeds the Minimum Qualification Requirements (MQRs) in Section 2.4. 2.1 Company Background Be The Light Decor was founded in 2016 in Southeast Louisiana and has executed 2,200+ holiday lighting and seasonal décor installations across the Gulf South and the broader Southeast for municipalities, business improvement districts, public institutions, and private clients. Our practice is purpose-built for the kind of high-visibility, coastal, mixed-use environment that defines Sunny Isles Beach: dense public corridors, tight installation windows, rigorous public-realm aesthetics, and a year-after-year standard set by what visitors and residents experienced the previous season. We are vertically integrated. Design, sourcing, installation, maintenance, removal, and warehoused storage are all performed by Be The Light Decor personnel and partner crews under our direct management. That gives us full control over schedule, quality, and response times, and it lets us stand behind the City's investment with a single accountable team. 2.2 Why We Are the Best-Qualified Firm for This Contract • Proven municipal experience at comparable scale. Our portfolio includes downtown corridors and parks programs with hundreds of poles, palms, and feature trees — directly analogous to the Sunny Isles scope. See Section 3 for project samples. • Turnkey single-source model. We deliver design through storage under one accountable contract, removing the burden of coordination across multiple vendors. • Coastal-environment expertise. Our installations across the Gulf South and Southeast routinely contend with salt air, high winds, and hurricane-season weather. Our material selection, fastening methods, and inspection cadence reflect that experience. • Inclusive, neutral design approach. Our team is comfortable designing for diverse civic audiences. The proposed Sunny Isles design will use neutral, non-holiday-specific colors and will display the City's outdoor menorah alongside any Christmas trees, as confirmed in Addendum 3, Q12 and Q25. • Performance discipline. Weekly inspections, documented service logs, 24/7 emergency contact, and an 8-hour on-site response window — committed in Section 6 of this proposal. • Stable, audited financials. Two years of certified business financial statements are submitted under separate confidential cover as required by MQR D (exempt from public records request). 2.3 Minimum Qualification Requirements (MQR) Compliance MQR Be The Light Decor Compliance A. Licensing (per Addendum #2) Per Addendum #2, Revision 1, the Florida Certified Electrical Contractor license is NOT a required MQR for this scope. Where any portion of the work would require a licensed electrical subcontractor, Be The Light Decor will engage a Florida-licensed Certified Electrical Contractor and provide a copy of the license to the City. [ B. Three (3) Commercial Outdoor Holiday Lighting Projects (2020–2025) Demonstrated in Section 3 of this proposal. Projects include Jefferson Parish Streets & Parkways (multi-year municipal), BREC – Baton Rouge Zoo Lights (multi-year public-realm), and City of Blue Ridge, GA / City of Abbeville, SC (downtown municipal). Each was similar in size and scope to the Sunny Isles program. Per Addendum 3, Q31, HOA community and beachfront residential association installations of comparable scale also qualify, and additional references of that nature are available on request. C. Staffing Plan This section responds to Section 5.3 of the RFP and the Administrative Plan criterion under Firm Qualifications (Evaluation, 30 pts). 6.1 Project Team & Key Personnel A dedicated Project Manager will be assigned to the City of Sunny Isles Beach as the single point of contact for installation, maintenance, and removal. The selected color temperature will be submitted for City evaluation. Pre- installation light samples will be approved by City staff before bulk procurement. • Inclusive design approach: the City's outdoor menorah will be displayed alongside any Christmas tree(s) in the proposed design (Addendum 3, Q25). The City-owned three indoor and two outdoor menorahs will not be duplicated in our design (RFP §2.1; Addendum 3, Q11/Q12). • Detailed project implementation plan, including electrical power plan, drawings, and explanations, delivered to the City by July 1, 2026 (Addendum 3, Q27). 7.2 Pre-Installation: Walk-Through, Power, and Permits • August 2026 walk-through with City staff to verify all power and outlets are fully functioning (RFP §3.1; Addendum 3, Q22). The City will coordinate the walk-through with specific City staff. • Following the walk-through, Be The Light Decor will submit a written report identifying any deficiencies, followed by a scheduled follow-up walk-through, with all deficiencies resolved by September 15, 2026 (RFP §3.1). • All locations have sufficient power, with GFCI-protected outlets confirmed operational by the City and verified by the Contractor prior to installation (Addendum 3, Q20/Q21/Q23/Q39–Q45). The 161 A1A poles have dedicated outlets (Addendum 3, Q23). • Palm pruning will be facilitated by the City and completed by September 15, 2026 (RFP §3.1; Addendum 3, Q28). • Banners on the 161 A1A poles will be removed by the City during the holiday season (Addendum 3, Q37/Q38). The arms can be removed where needed, with approximately 8 feet of usable space (Addendum 3, Q8). Cords secured, concealed where practicable, and managed to prevent tripping hazards (RFP §3.1). • All lifts and equipment supplied by the Contractor and operated by certified personnel. 7.4 Maintenance Plan — During the Holiday Lighting Season • 24-hour, 7-day primary and secondary point of contact during the Holiday Lighting Season (RFP §3.1). • On-site response within 8 hours of City notification (RFP §3.1) — well within the 24/7 emergency stand-by structure described in RFP §3.11 (2-hour technician availability for repair and restoration). • Weekly proactive inspection drives covering every installation zone; outages are detected by our team before public reporting wherever possible. • All lights and decorations functioning by 5:00 PM each day during the Holiday Lighting Season (RFP §3.1). • Ongoing repair and replacement of any defective or damaged lights or decorations at no additional cost to the City (RFP §3.1). • Reporting procedure: outages may be reported to the dedicated Project Manager by phone, text, or email, or to our 24/7 service line. A confirmation receipt and ticket number are issued within 60 minutes. Extension requests for weather, hurricanes, or acts of God will be submitted in writing per Addendum 3, Q30. • Liquidated damages acknowledgment: per RFP §3.3, if non-functional lights or decorations are not repaired or replaced within 8 hours of notification, the City may assess $300 per day in liquidated damages. Be The Light Decor's response cadence is structured to avoid any such assessment. 7.5 Removal & Storage • Removal will be completed between January 11 and January 31, 2027, prioritizing the restoration of parks to their original pre-holiday condition (RFP §3.1). • Coordinated takedown schedule communicated to the City in advance to minimize public disruption. • All unusable materials and debris removed from City premises; clean-up after every phase of work (RFP §3.12). • All reusable materials packed, labeled, and stored in Be The Light Decor's inventory-controlled, climate-aware warehouse (RFP §3.4 — no on-site City storage unless pre-approved). • End-of-season condition report with photographic documentation provided to the City. • Any damage to public or private property caused during installation, maintenance, or removal will be repaired or replaced at our expense to the City's satisfaction (RFP §2.13).
