Sunny Isles Beach is one of South Florida’s most recognizable and visually distinguished coastal  communities. The City’s emphasis on creating vibrant public spaces, enhancing the resident experience,  and delivering memorable destination-quality environments aligns directly with MCL’s approach to  municipal holiday décor. Our proposal has been thoughtfully developed to transform key corridors and  gathering spaces throughout the City into immersive, elegant, and visually striking holiday experiences  that reflect the sophistication and energy of Sunny Isles Beach.  As the City’s former holiday lighting provider from 2013 through 2020, MCL possesses a unique  understanding of Sunny Isles Beach’s infrastructure, operational expectations, coastal environment, and  community standards. This institutional knowledge allows our team to proactively anticipate project  needs, streamline installation logistics, and minimize operational disruptions while delivering a higher  level of reliability and responsiveness throughout the holiday season.  Since our previous work with the City, MCL has significantly evolved into one of South Florida’s most  technologically advanced holiday lighting and décor firms. Our proposal incorporates proprietary systems  and operational technologies specifically designed to improve reliability, durability, and real-time service  responsiveness in demanding municipal and coastal environments such as Sunny Isles Beach. experiences while maintaining  operational reliability throughout  active public spaces during peak  tourism season.  The project includes more than  seven miles of decorative  installations across over twenty  public locations extending from  South Pointe Park through North  Beach. The scope includes  illuminating more than 350 trees,  installing over 140 custom décor  elements, supporting ceremonial  activations, and maintaining  presentation standards throughout the holiday season. Due to Miami Beach’s coastal environment, all  décor systems were engineered to withstand salt exposure, moisture, wind, and continuous public  interaction while maintaining a premium appearance.  MCL implemented comprehensive site inspections, infrastructure evaluations, proactive maintenance  protocols, and real-time project tracking systems to support uninterrupted operations throughout the MCL was selected by the Miami  Downtown Development Authority to  transform three blocks of historic  Flagler Street into a destination-style  holiday environment designed to  increase foot traffic, activate public  space, and create a memorable visitor  experience within one of South Florida’s  busiest urban corridors.  The project included the design,  fabrication, installation, maintenance,  and operational management of  custom holiday décor throughout a  dense pedestrian and vehicular  environment. The scope included forty- five custom pole decorations,  illumination of more than fifty trees,  immersive lighting elements, interactive  photo opportunities, a custom  suspended skyline installation, and a  thirty-two-foot centerpiece Christmas  tree serving as the focal point of the  activation. MCL also coordinated  operational support for annual tree  lighting ceremonies and public programming.  Due to the project’s active downtown setting, all décor systems were engineered for durability, public  safety, tamper resistance, and long-term operational reliability. MCL utilized reinforced mounting systems,  proactive maintenance procedures, and real-time project coordination systems to ensure uninterrupted  operations throughout the holiday season. The City of Bonita Springs selected  MCL to provide a comprehensive  holiday lighting and décor program  throughout the downtown district,  Riverside Park, roadway corridors,  medians, roundabouts, and public  gathering spaces. The City sought a  contractor capable of delivering a  visually cohesive, destination-quality  holiday experience while overcoming  infrastructure limitations associated  with power availability.  The project included design  development, fabrication,  installation, maintenance, event  support, removal, and operational  management of large-scale  decorative lighting systems across  multiple public environments. Key  elements included illuminated  streetscape décor, immersive  holiday walkthrough experiences,  custom photo opportunities, and  decorative enhancements designed  to increase community engagement  and activate the downtown area throughout the holiday season.  A major component of the project involved implementing decorative lighting in areas lacking accessible  electrical infrastructure. To address this challenge, MCL integrated its proprietary SolLume commercial- grade solar décor system, allowing illuminated holiday elements to be installed in locations where  traditional electrical service was impractical or cost-prohibitive. This innovative approach expanded the  City’s decorating capabilities while supporting sustainability objectives and reducing infrastructure  limitations.  The project also required coordinated event support, proactive maintenance operations, rapid-response  service capabilities, and ongoing operational oversight throughout the display season. This project MCL has assembled a highly experienced and specialized project team to support the successful  execution, maintenance, and management of the City of Sunny Isles Beach holiday lighting and décor  program. MCL’s staffing approach is built on accountability, responsiveness, continuity of leadership, and  hands-on project oversight, ensuring that all aspects of the program are managed through clearly defined  roles and direct responsibility from project initiation through post-season removal.  Unlike traditional staffing models where  installation and maintenance responsibilities  are divided among separate teams, MCL  utilizes a continuity-based operational  structure in which the same leadership  personnel responsible for installation remain  actively involved in maintenance oversight,  monitoring, event support, and quality control  throughout the holiday season. This  integrated approach allows the City to benefit  from faster issue resolution, improved  communication, stronger accountability, and  more consistent presentation quality across  all project locations.  Executive oversight for the project will be led  by Kurt Stange, President of MCL, who will  serve as Executive Project Lead and maintain  direct involvement throughout all phases of  the program. Kurt will oversee project  coordination, operational planning,  scheduling, design direction, quality  assurance, and executive-level  communication with the City to ensure all  project objectives, timelines, and performance  expectations are achieved successfully.  Day-to-day communication and project  coordination will be managed by Kathryn Hernandez, who will serve as the City’s primary point of contact  throughout the project lifecycle. Kathryn will coordinate scheduling updates, service requests,  maintenance communication, project reporting, and ongoing support to ensure responsive  communication and consistent alignment with City expectations.  Field operations, installation activities, maintenance response, and seasonal support services will be  overseen by Jedidiah Swartz, Director of Field Operations, and Sajeed Boocus, Field Foreman. This  leadership team will coordinate installation sequencing, staffing assignments, quality control inspections, direct involvement throughout both installation and maintenance phases ensures continuity, efficiency,  and consistent operational oversight.  Creative direction and visual design development will be led by July Alvear, Director of Creative  Experiences, in collaboration with MCL’s design team. This team will be responsible for developing  cohesive décor concepts, destination-quality visual experiences, renderings, and strategically designed  public spaces aligned with the City’s vision for Collins Avenue, Gateway Park, and other highly visible  areas throughout Sunny Isles Beach.  Electrical support services, if ever needed, will be coordinated through MCL’s licensed electrical partners  to support infrastructure connections, troubleshooting, code compliance, and rapid-response electrical  service when required. MCL will also coordinate all Maintenance of Traffic (MOT) requirements,  permitting coordination, traffic control planning, and operational safety procedures associated with  installation and event activities occurring within public rights-of-way.  MCL maintains multiple installation, maintenance, and rapid-response crews operating throughout the  area during the holiday season, supported by centralized warehousing, inventory management systems,  specialized equipment, and dedicated municipal support personnel. This active operational presence  throughout the region ensures nearby field personnel and maintenance resources remain readily available  throughout the duration of the project.  For City-sponsored events and ceremonial activations, including the Holiday Lighting Ceremony at  Gateway Park, MCL will provide dedicated event staffing support including supervisory personnel, on-site  technicians, rapid-response maintenance crews, and designated event representatives responsible for  operational coordination, guest-facing support, and immediate issue resolution. Pre-event inspections,  infrastructure testing, and system checks will be completed prior to all major events to help ensure  reliable operation, presentation quality, safety, and overall event readiness.  In addition to MCL’s core installation and maintenance personnel, MCL maintains trained seasonal event  staff currently on payroll who have supported large-scale holiday lighting ceremonies, public activations,  destination-oriented experiences, and high-traffic seasonal events throughout South Florida, including  projects for nationally recognized hospitality and entertainment destinations such as Hard Rock and  Disney-affiliated properties and experiences. These personnel are experienced in public-facing event  operations, crowd-aware environments, live event coordination, décor monitoring, and rapid-response  support during high-visibility public events.  To further support scalability and operational flexibility, MCL also maintains relationships with specialized  staffing agencies experienced in event support personnel and large-scale public activations. This allows  MCL to efficiently scale staffing levels up or down based on the specific operational requirements,  attendance expectations, and logistical needs of individual City events while maintaining centralized  supervision and operational oversight through MCL leadership personnel.  All event personnel assigned to City-sponsored activities will remain under the direct supervision and  management of MCL throughout the duration of the contract. Field personnel and event staff will Qualifications of Key Personnel  The following key personnel will be directly responsible for the management, coordination, design, field  operations, maintenance oversight, and ongoing support of the City of Sunny Isles Beach holiday lighting  and décor program. Each team member identified in this section plays an active role in the planning,  execution, and operational management of large-scale municipal and destination-oriented holiday MCL is committed to providing the City of Sunny Isles Beach with a highly responsive, professionally  managed, and operationally reliable holiday lighting and décor program and welcomes the performance  expectations, maintenance standards, and accountability measures outlined within the solicitation. MCL’s  operational structure, proactive monitoring systems, preventative maintenance procedures, and regional  service presence are specifically designed to support consistent system performance and rapid issue  resolution throughout the holiday season.  Notwithstanding the foregoing, MCL respectfully requests that any performance-related obligations,  response requirements, liquidated damages provisions, or operational timelines be reasonably subject to  standard force majeure considerations and other events outside of MCL’s reasonable control. Such  events may include, but are not limited to, hurricanes, tropical storms, flooding, utility outages, failures  associated with third-party electrical infrastructure, vandalism, vehicular damage, governmental  restrictions, acts of God, unforeseen site conditions, delays associated with required approvals or access  restrictions from the City, and other circumstances beyond the reasonable operational control of the  Contractor.  MCL remains fully committed to working collaboratively with the City to promptly address any such  conditions should they arise and to minimize operational disruptions whenever reasonably possible.
