Our experienced professionals have successfully completed projects involving roadway and drainage improvements, utility infrastructure, transportation planning, structural evaluations, construction engineering and inspection, and public infrastructure rehabilitation. CAP's extensive knowledge of Florida Department of Transportation (FDOT), Miami-Dade County, Florida Building Code, Florida Department of Environmental Protection (FDEP), National Pollutant Discharge Elimination System (NPDES), and other regulatory agency requirements enables us to efficiently deliver projects while minimizing risk and maintaining schedule and budget objectives. General Civil Engineers Contract Requirement: Provide general civil engineering services including planning, feasibility studies, roadway, drainage, water, wastewater, stormwater, bridge, pump station, and structural improvements; design, permitting, surveying/GIS, construction documents, cost estimating, bidding and construction administration, regulatory compliance, development review, grant support, engineering consultation, inspections, and other miscellaneous engineering services as requested by the City. CAP’s Qualifications: Extensive experience providing municipal civil engineering services for roadway, drainage, water, wastewater, utility, and infrastructure improvement projects. Proven expertise in roadway design, drainage analysis, stormwater management, and utility coordination. Preparation of feasibility studies, engineering reports, master planning documents, and capital improvement recommendations. Preparation of complete construction plans, specifications, engineer's cost estimates, and bid documents. Experience obtaining permits and coordinating with Federal, State, County, and local regulatory agencies. Construction administration, field inspections, and engineering support throughout construction. Experience reviewing development plans for compliance with applicable codes and engineering standards. Ability to support municipal staff with ordinance development, engineering reviews, technical recommendations, and miscellaneous engineering assignments. Experienced construction managers and inspectors providing quality assurance throughout construction. Contract administration, pay application review, contractor coordination, change order evaluation, schedule monitoring, and project documentation. Field inspections for roadway, utility, drainage, structural, building, and infrastructure improvements. Preparation of inspection reports, punch lists, project closeout documentation, and recommendations. Engineering, Inc. 12 PHASE PROPOSED SERVICES 1) STUDY AND REPORT Identify applicable regulatory requirements, evaluate alternative solutions, recommend the best approach in coordination with the City, and prepare a project report with cost estimates. Revise the report based on City comments and provide the required final copies. 2) PRELIMINARY DESIGN Prepare preliminary design documents, including design criteria, drawings, specifications, and project descriptions based on the City’s selected solution. Update project cost estimates and coordinate with the City through review and acceptance of the preliminary design. 3) FINAL DESIGN/CONSTRUCTION DOCUMENTS Prepare detailed final designs, construction documents, specifications, and updated cost estimates for all applicable disciplines. Coordinate permitting and regulatory approvals, address agency comments, support bidding and award, and provide final signed, sealed, and electronic design documents to the City. 4) PERMITTING, BIDDING, & NEGOTIATION Attend pre-bid conferences, prepare meeting minutes and addenda, assist with bidder prequalification when required, evaluate bids and bidders, and provide recommendations for contract award to the City. 5) CONSTRUCTION ADMINISTRATION SERVICES Monitor construction for compliance with contract documents, review and certify progress payments, identify deficiencies, prepare change orders for City approval, and provide revised as-built/CADD drawings reflecting changes made during construction. Schedule of Proposed Services CAP understands that the City of Sunny Isles Beach seeks a responsive, technically qualified consultant capable of providing professional architectural and engineering services under a continuing contract in accordance with the Consultants' Competitive Negotiation Act (CCNA). As individual projects are authorized, CAP will work closely with City staff to establish project-specific scopes, schedules, deliverables, and milestones while maintaining flexibility to accommodate varying project sizes, priorities, and funding constraints. Our proposed service schedule is designed to promote timely communication, efficient project delivery, and consistent quality throughout every phase of an assignment. Engineering, Inc. 13 Understanding of the Project CAP recognizes that successful delivery of continuing professional engineering services for the City of Sunny Isles Beach requires more than simply completing individual assignments. It requires a comprehensive understanding of the City's unique environment, infrastructure, development patterns, operational priorities, regulatory requirements, and expectations for maintaining the high quality of life and distinctive character of the community. CAP understands that assignments may range from relatively straightforward engineering evaluations and design tasks to complex, multidisciplinary projects involving public infrastructure, roadway and pedestrian improvements, drainage, lighting, electrical systems, structural components, site improvements, permitting, inspections, and construction support. CAP understands that projects within Sunny Isles Beach may be performed within a highly developed and constrained coastal environment. Existing infrastructure, dense development, limited rights-of-way, active pedestrian and vehicular activity, private development, utility conflicts, and proximity to the Atlantic Ocean can create unique challenges that must be considered during planning, design, permitting, and construction. Our team will approach each task authorization with an understanding of these conditions and will evaluate existing facilities, available documentation, field conditions, utility information, applicable codes, and City standards before developing recommendations or advancing design solutions. We also recognize the importance of coordinating proposed improvements with the City's ongoing capital improvement programs, maintenance activities, development projects, and other initiatives that may occur concurrently. CAP will work closely with City staff to understand how each assignment fits within the City's broader objectives and to identify opportunities to coordinate work, avoid conflicts, minimize disruptions, and maximize the value of the City's investment. Project Management and Task Authorization Approach CAP understands that a continuing services contract may involve multiple task authorizations being developed and executed simultaneously, each with its own scope, schedule, budget, stakeholders, and technical requirements. Our project management approach is therefore structured to provide dedicated attention to each assignment while maintaining consistency across the overall contract. At the initiation of each task, CAP will work with City staff to confirm the scope of services, project objectives, available information, required deliverables, schedule, budget, permitting requirements, and coordination responsibilities. We will establish clearly defined milestones and responsibilities so that expectations are understood by all parties from the beginning of the assignment. The Project Manager will serve as the primary point of contact and will maintain responsibility for overall task coordination, schedule management, quality control, budget monitoring, and communication with City staff. Technical staff and discipline-specific professionals will be assigned based on the requirements of each task, allowing CAP to provide the appropriate level of expertise without creating unnecessary project costs.
