Conemco Engineering, Inc. is exceptionally qualified to provide the services requested under this RFQ to the City of Sunny Isles Beach. With over 18 years of continuous operations in South Florida, Conemco brings proven technical expertise, robust organizational stability, and an established track record of delivering complex in the disciplines of General Civil Engineering, Electrical Engineering, Surveying & Mapping, and Construction Engineering & Inspection (CEI). Conemco is uniquely positioned to execute this contract due to our: Strong Local Presence : Extensive direct operational experience across Miami -Dade, Broward, and Palm Beach Counties. Regulatory Expertise : Direct, proven history of navigating permits and compliance with South Florida regulatory bodies including FDEP , FDOT, SFWMDC and other local regulatory. Capabilities: In-house multidisciplined staff capable of managing projects from initial scoping through design, permitting, execution, and final closeout. Licensing: Conemco maintains all requisite active business licenses, professional certifications, and insurance coverage required to perform work in the State of Florida and municipal jurisdictions . Response & Rapid Mobilization: As part of our continuing services commitment, Conemco is prepared to respond to emergency assignments as quickly as possible and mobilize qualified personnel to meet the City's immediate needs. 2.4 Understanding of Issues & Schedule of Proposed Services Conemco understands that performing work within the City of Sunny Isles Beach requires balancing technical accuracy with community impact, strict regulatory oversight, high water tables, coastal resilience, and tight schedules. Our Project Managers will keep the design and construction phases of projects strictly on schedule and on time. We will thoroughly plan and make sure that as many constraints as possible are identified and properly addressed so any impacts are identified and quickly dealt with in a timely manner. While we cannot eradicate all surprises on a construction project, we will work closely with the Contractor to assist in developing a process that will give an early warning of any activity issues so they can be dealt with promptly. The design will advance through the 60%, 90%, and final construction document stages, incorporating Owner and agency review comments throughout the process. During construction, Conemco will provide bidding support, review contractor submittals, prepare addenda as required, and deliver construction administration services to ensure the successful completion of the project. CONSTRUCTION ENGINEERING & INSPECTION (CEI) SCHEDULE: CEI services will begin with a review of the contractor’s baseline CPM schedule, QA/QC procedures, and inspection requirements prior to construction. Throughout the construction phase, Conemco will provide daily field inspections, verify materials and workmanship, monitor schedule progress, and support pay application reviews. During project closeout, our team will complete final inspections, verify record drawings, resolve punch list items, and submit the required final compliance certifications to the City. SURVEYING AND MAPPING SCHEDULE: Surveying and mapping services will begin with the rapid mobilization of field crews following the Notice to Proceed. Field activities will include topographic and boundary surveys, utility locating, GPS data collection, and elevation measurements as required. Following data collection, our licensed surveyors will perform a comprehensive QA/QC review and deliver signed and sealed survey documents, CAD files, and GIS data to support the design and construction phases of the project. ELECTRICAL ENGINEERING SCHEDULE: Electrical engineering services will begin with field evaluations of existing infrastructure, including lighting systems and electrical facilities, followed by electrical load. The design phase will include the preparation of construction documents, technical specifications, cost estimates, and 3D project renderings compatible with the City's standards. Therefore, no sub -consultants, critical service providers, or external organizations will be subcontracted to perform any of the principal services of this project. This direct execution model guarantees the city: • Quality Control: Unified supervision and single -point accountability without intermediaries across all project phases. • Communication: A clear, direct line of communication and decision-making, eliminating coordination risks. 3.1 Staff Pool Size & Experience To ensure the successful execution of this contract, Conemco maintains a highly qualified and multidisciplinary workforce from which the proposed project team has been selected. Our organizational structure provides deep technical expertise and operational 3.2 Project Coordination Effective communication is essential to ensure efficient project execution and alignment with the City of Sunny Isles Beach's expectations. • Project Kick-off and Regular Check-ins: For each task assignment, Conemco will conduct a comprehensive kick-off meeting with the City's representatives to establish project objectives, scope, schedule, communication protocols, and deliverables. Regular progress meetings will be held, as appropriate, to review project status, address any issues, and ensure that all work remains on schedule and aligned with the City's expectations. • Project Management: Conemco utilizes project management and document control tools to monitor schedules, deliverables, and project progress in real time. These tools support efficient coordination among team members, maintain accountability, and provide the city with timely project updates and transparent communication throughout the duration of each task order. • Point of Contact: Mr. Santiago Rivera, Project Manager, will serve as the City's primary point of contact and will: Oversee the overall coordination of all services performed under this contract. Facilitate communication between the City and Conemco's project team. Ensure prompt responses to requests and inquiries. Coordinate timely decision-making and issue resolution. Monitor project progress to ensure compliance with the City's schedule, scope, and quality expectations.
