(CTS) brings the experience, technical breadth, and continuing-services responsiveness needed to support the City of Sunny Isles Beach across a diverse range of professional engineering assignments. As a South Florida-based multidisciplinary firm, CTS has successfully delivered task-based services for municipalities, counties, transportation agencies, and other public-sector clients, including projects throughout Miami-Dade, Broward, and Palm Beach Counties. This regional experience provides our team with a strong understanding of local agency procedures, permitting requirements, infrastructure constraints, and the importance of developing practical solutions that protect public resources and advance the City’s priorities. CTS has assembled an integrated team capable of supporting assignments from initial feasibility, planning, and field investigation through design, permitting, bidding, construction administration, and project closeout. CTS’s in-house civil, transportation, traffic, surveying, mapping, GIS, drainage, cost- estimating, and construction-support capabilities are reinforced by specialized subconsultants selected to address the City’s anticipated infrastructure needs. Geosol will provide geotechnical engineering support, while CHA Consulting will provide specialized expertise in water and wastewater infrastructure and pump stations. Together, the team offers coordinated capabilities for roadway and drainage improvements, stormwater systems, utility infrastructure, surveying and mapping, geotechnical services, plan review, grant support, and construction-phase services. Under this continuing services contract, CTS will serve as a responsive extension of City staff—quickly evaluating each request, developing a clear scope, assigning the appropriate CTS and subconsultant resources, and maintaining direct control over schedule, budget, communication, and quality. CTS will remain fully accountable for the performance and coordination of the entire team. The qualifications presented in this section demonstrate our relevant experience, proven public-agency performance, regional project knowledge, and capacity to manage multiple concurrent assignments while providing dependable support tailored to the needs of each City project. Tab 2 - Qualifications South Florida Knowledge and Experience CTS brings extensive experience serving public agencies throughout South Florida, including assignments in Miami-Dade and Broward Counties. Our regional presence supports prompt attendance at scoping meetings, field reviews, and coordination sessions, while providing familiarity with local infrastructure conditions, permitting processes, and public-agency expectations. One Accountable, Multidisciplinary Team CTS will provide the City with a single point of accountability for scope, schedule, budget, quality, and communication. Our in-house civil, roadway, drainage, traffic, surveying, mapping, GIS, cost-estimating, and construction-support professionals will work as an integrated team, reducing handoffs and maintaining continuity throughout each assignment. Specialized Infrastructure Expertise CTS has strengthened its team with specialized subconsultants selected to address key elements of the City’s anticipated work. Geosol will provide geotechnical engineering services, while CHA Consulting will support water and wastewater infrastructure and pump station assignments. These capabilities complement CTS’s civil engineering resources and allow the team to respond effectively to multidisciplinary infrastructure needs. Continuing-Services Responsiveness CTS understands that continuing services contracts require flexibility, rapid mobilization, and the ability to manage assignments of varying size and urgency. For each request, we will promptly confirm the City’s objectives, develop a clear scope and schedule, assign the appropriate personnel, and establish task-specific controls for budget, deliverables, and decision-making. Study-to-Construction Continuity Our team can support assignments from initial investigation, feasibility analysis, and planning through design, permitting, bidding, construction administration, field observation, and project closeout. This continuity allows early decisions to account for permitting, utilities, geotechnical conditions, cost, constructability, and long-term operations—reducing redesign and helping projects advance efficiently toward implementation. Our team will evaluate alternatives, identify constraints early, prepare reliable cost estimates, and recommend improvements that balance performance, resilience, regulatory requirements, and lifecycle value. Permit-Ready Quality Independent QA/QC will be incorporated into each assignment through discipline- level checks, interdisciplinary coordination, standards-compliance reviews, constructability input, and final readiness verification. This process will help the City receive accurate, coordinated, and defensible deliverables suitable for regulatory review, bidding, and construction. Coastal and Urban Infrastructure Awareness CTS understands that projects in Sunny Isles Beach must be developed within a dense coastal environment characterized by high groundwater, salt exposure, limited right-of-way, constrained construction staging, and the need to maintain access for residents, businesses, visitors, and emergency services. Our team will incorporate resiliency, drainage performance, infrastructure durability, maintenance needs, and community impacts into project decisions from the outset. Early Risk Identification and Coordination CTS will identify potential project risks early, before they affect design, schedule, or budget. Field observations, survey information, utility records, permitting requirements, geotechnical conditions, constructability, and water and wastewater considerations will be evaluated as appropriate for each assignment. Early involvement by CTS, Geosol, and CHA Consulting will help reduce conflicts, avoid redesign, and establish a clear path toward implementation. Minimizing Community and Operational Disruption CTS understands that improvements within Sunny Isles Beach must be delivered while maintaining access for residents, businesses, visitors, emergency services, and existing utilities. Our team will consider construction staging, traffic and pedestrian circulation, noise, access, seasonal activity, and coordination with adjacent properties early in project development to help the City implement improvements with minimal disruption. Tab 2 - Qualifications CTS Engineering, Inc. (CTS) is seeking qualification in three complementary disciplines: General Civil Engineering; Surveying and Mapping; and Transportation / Transit / Traffic Engineering. CTS’s qualifications are demonstrated by its performance on continuing-services contracts, multidisciplinary infrastructure assignments, and individual task work orders for FDOT, Broward County, Miami-Dade County, Broward County Transit, municipalities, and regional transportation agencies. For each City assignment, CTS will prepare a task-specific scope, staffing plan, fee, and schedule reflecting the required technical disciplines, deliverables, City review periods, regulatory approvals, and desired completion date. The following sections provide an item-by-item explanation of how CTS meets or exceeds the City’s requirements, supported by relevant team and project experience. Qualifications and Proposed Service Schedule Civil Engineering CTS meets or exceeds the City’s General Civil Engineering requirements through an integrated team experienced in roadway and drainage improvements, stormwater systems, utilities, pump stations, surveying, permitting, cost estimating, bidding, construction administration, and public-agency support. The team includes roadway, drainage, structural, survey, SUE, utility coordination, GIS, estimating, constructability, and QA/QC professionals, supplemented by CHA Consulting for water, wastewater, and pump station services and Geosol for geotechnical engineering. Specific qualifications and experience include: • Golden Glades Truck Travel Center, FDOT District 6: CTS provided project management for development of a 15-acre truck parking and support facility within the Golden Glades Interchange. The project includes a minimum of 135 truck parking spaces, site development, drainage, lighting, restrooms, water and sewer improvements, landscaping, security features, North Shore Drive Pedestrian Bridge Project Project Manager: Brent Lee Shue Ling, PE Tab 2 - Qualifications and potential fueling and commercial facilities. CTS’s responsibilities included conceptual planning, Design-Build Request for Proposal development, utility coordination, scheduling, cost estimating, and technical support. »This experience demonstrates CTS’s ability to integrate civil, drainage, utility, site, and operational requirements on a complex Miami-Dade County infrastructure project. • Stormwater Infrastructure Improvement Studies and Master Plans, Broward County: CTS managed drainage studies for the 695-acre Broadview Park and 239-acre Boulevard Gardens neighborhoods, including survey, geotechnical investigations, existing- and proposed-condition drainage modeling, alternatives evaluation, cost estimates, reports, public comments, and recommendations for implementation through design and construction. »This experience is directly relevant to the City’s drainage, flooding, feasibility, planning, and capital-improvement needs. • Continuing Services Minor Project Design Contract, FDOT District 4: CTS serves as Project Manager and Engineer of Record on task-based assignments involving RRR projects, safety improvements, bridge rehabilitation, off-system mobility improvements, construction documents, calculations, cost estimates, technical reviews, and staff augmentation. »This ongoing contract demonstrates CTS’s ability to mobilize multidisciplinary resources and deliver multiple concurrent design assignments. • Continuing Services for Roadway and Traffic, Broward County: CTS is currently supporting Broward County Highway Construction and Engineering Division with intersection improvements, roadway lighting, utility coordination, and related civil and transportation design services. CTS is the prime consultant for technical production and supporting responsive delivery within an as-needed continuing-services framework. »This experience demonstrates CTS’s ability to manage varied municipal infrastructure assignments and coordinate roadway, traffic, lighting, and utility disciplines. • SR 5/SW 2nd Avenue and Street Safety and RRR, FDOT District 6: CTS personnel managed roadway rehabilitation and safety improvements involving lane reconfiguration, minor widening, milling and resurfacing, drainage improvements, ADA curb ramps and sidewalks, bus stop upgrades, signalization, and enhanced signing and pavement markings. »This project is particularly relevant to the City’s need for coordinated roadway, drainage, accessibility, and traffic improvements in a constrained urban environment. The civil engineering team includes personnel with substantial public-sector qualifications. Brent Lee Shue Ling, PE, has 20 years of experience, including more than a decade with FDOT District 4 in roadway design, consultant project management, pavement design, Complete Streets, widening, reconstruction, safety, and Design-Build projects. Michael Melendez, PE, has 27 years of experience in civil infrastructure, stormwater, transit facilities, construction management, asset management, ADA compliance, and municipal operations. MarQuellus Bennett, PE, brings 16 years of drainage and stormwater experience, while Tina Borello, PE, provides 16 years of drainage and environmental permitting experience. The team also includes experienced structural, roadway, utility, surveying, SUE, cost-estimating, and constructability professionals. CHA Consulting will provide specialized water, wastewater, pump station, and drainage expertise. CHA’s proposed professionals bring extensive experience planning, designing, permitting, bidding, Tab 2 - Qualifications and supporting construction of water distribution systems, gravity sewers, force mains, sanitary and reclaimed-water pump stations, treatment facilities, and stormwater systems. Relevant local experience includes the Miami-Dade WASD Pump Station 0300 rehabilitation, involving five 600-hp pumps with an operating range of approximately 7,000 to 31,000 gpm; the emergency replacement of a 48-inch force main beneath the Oleta River at NE 163rd Street, for which CHA completed an HDD bypass design in two weeks; and water, sewer, drainage, and private lift-station design for the Golden Glades Multimodal Transportation Facility. CHA also designed the 36-inch water main along NW/NE 135th Street, including an HDD crossing beneath the Biscayne Canal, and prepared a Basis of Design Report for replacement of two large-diameter force mains along Indian Creek Drive in Miami Beach. This experience provides the City with personnel familiar with Miami-Dade WASD criteria, constrained urban rights-of-way, trenchless construction, canal crossings, emergency response, permitting, and coordination of civil, mechanical, electrical, structural, controls, and site improvements. CHA also strengthens the team’s stormwater qualifications. Arnelio Alfonso, PE, brings more than 41 years of hydrology and hydraulics experience and has led drainage master planning, flood evaluations, environmental permitting, and FDOT District 6 drainage review assignments. His experience includes the SR 836 Extension Stormwater Master Plan, covering approximately 15 miles from NW 137th Avenue to the MacArthur Causeway; the I-395 Drainage Master Plan in the City of Miami; and FDOT District 6’s Districtwide Drainage Design and Plans Review contract involving hydraulic modeling, drainage wells, exfiltration trenches, detention and retention systems, outfalls, bridge hydraulics, scour, and drainage feasibility studies. Geosol will provide geotechnical engineering, subsurface exploration, laboratory testing, construction materials testing, and geotechnical recommendations. Headquartered in Miami Lakes, Geosol is an FDOT-certified SBE and DBE prequalified in Work Groups 9.1, 9.2, 9.4.1, and 9.4.2. Its services are led by Oracio Riccobono, PE, who has more than 40 years of experience performing geotechnical investigations and engineering analyses for highways, bridges, rail systems, airports, seaports, and municipal infrastructure throughout South Florida. Geosol has specific knowledge of subsurface conditions in and around Sunny Isles Beach and has served as Geotechnical Engineer of Record on major Miami-Dade projects, including the Miami-Dade Transit Elevated Metrorail Extension, SR 826/Palmetto Expressway Section 2 Design-Build, Tamiami Trail Bridge Project, Hard Rock Stadium Pedestrian Improvements, Lincoln Court Pedestrian Bridge over the Collins Canal in Miami Beach, and the SR 836 Design-Build Project. The firm has also supported improvements along I-95, at the Golden Glades Interchange, and throughout Florida’s Turnpike system. Together, CTS, CHA Consulting, and Geosol meet or exceed the City’s requirements for feasibility studies, roadway and street engineering, drainage and stormwater improvements, water and wastewater systems, pump stations, subsurface investigation, regulatory permitting, mapping, cost estimating, solicitation documents, bidding assistance, construction administration, on-site representation, grant support, plan review, and technical assistance to City staff. Construction and Closeout Duration of construction Review shop drawings, submittals, RFIs, change requests, and payment documentation; provide site observations, technical support, record drawings, and closeout services. Key schedule considerations may include obtaining existing records, completing survey and subsurface investigations, locating active utilities, coordinating roadway and drainage improvements with water and wastewater facilities, securing regulatory approvals, and maintaining access and service during construction. CTS will identify long-lead activities during scoping and advance compatible tasks concurrently where practical. Surveying and Mapping CTS provides comprehensive in-house surveying, mapping, SUE, GIS, and geospatial services led by Florida-licensed Professional Surveyors and Mappers. The team includes three licensed PSMs, experienced field crews, survey technicians, CADD and GIS specialists, SUE personnel, and mobile and terrestrial LiDAR resources. CTS’s field-to-finish capabilities include metes-and-bounds surveys, boundary and topographic surveys, elevation information, horizontal and vertical control, GPS data collection, right- of-way mapping, legal descriptions and sketches, construction layout, record and as-built surveys, hydrographic surveys, utility designation, test holes, digital terrain models, and GIS-ready deliverables. Specific qualifications and experience include: • SR-80 Design Survey and SUE for Roadway Lighting Improvements, FDOT District 4: CTS surveyed an 18-mile corridor containing more than 900 proposed light-pole locations. The work included recovery and establishment of 38 primary control monuments, 145 aerial targets, 386 roadway cross sections, documentation of 50 culverts, Quality Level B utility designation at approximately 950 locations, and 81 Quality Level A test holes. GIS data and GPS RTK methods were used to prepare design-ready utility records, and the assignment was completed on time and within budget. Tab 2 - Qualifications • I-75 Alligator Alley Boat Ramp Design Survey and SUE: CTS established horizontal and vertical control, recovered 16 primary control points, set 24 secondary control points, performed terrestrial laser scanning, bathymetric surveying, topographic data collection, right-of-way determination, and Quality Level B utility designation to support replacement of nine boat ramps in environmentally sensitive areas. • Fort Lauderdale–Hollywood International Airport Zulu RON Area: CTS performed high- accuracy layout and certified as-built surveys within an active, security-controlled airfield. The assignment included setting aircraft-envelope reference points, verifying constructed conditions, and delivering AutoCAD files and electronically signed survey maps. CTS received an overall client performance rating of 4.84 • Water and Wastewater Utility Investigations: CCTS’s SUE personnel have supported the Broward County Water and Wastewater Services Lead Service Line Inventory, Miami-Dade County Land and Engineering Surveying Services, and Miami-Dade WASD Small-Diameter Water and Wastewater Pipeline assignments. CTS’s senior survey team brings substantial professional depth. Task-Specific Staffing and Resource Allocation Because the RFQ anticipates a broad range of continuing architectural and engineering services, CTS will tailor the team to the needs of each work authorization rather than apply a fixed staffing structure to every assignment. Personnel will be selected based on the project type, complexity, schedule, technical requirements, permitting needs, and anticipated coordination. CTS will evaluate workload and availability before accepting each assignment and will identify both primary and supporting personnel for critical functions. Resources will be monitored throughout delivery and adjusted as necessary to address changing priorities, compressed schedules, overlapping assignments, or additional technical needs. This scalable approach allows CTS to support focused studies and small assignments efficiently while also mobilizing a broader multidisciplinary team for more complex projects. Communication and Coordination Eva will establish regular communication with the City appropriate to the size and duration of each assignment. Coordination may include kickoff meetings, progress meetings, schedule and budget updates, action-item tracking, review-comment logs, and milestone status reports. Potential scope, schedule, budget, or technical concerns will be communicated promptly, together with recommended corrective actions, so that the City can make timely and informed decisions. CTS will also coordinate its internal disciplines through established points of responsibility, shared project information, and documented review milestones. This approach minimizes unnecessary handoffs, maintains consistency among deliverables, and helps ensure that architectural, civil, transportation, utility, permitting, and other project elements remain aligned. Quality Management Quality will be integrated into the assignment from initial scoping through final submittal. Led by Oracio Riccobono, PE, GEOSOL brings extensive knowledge of subsurface conditions in Sunny Isles Beach and the surrounding South Florida region, supported by experience on major highway, bridge, rail, airport, seaport, pedestrian, and municipal infrastructure projects throughout Miami-Dade County. This structure provides the City with one accountable management point while allowing direct technical coordination when appropriate. General Civil Engineering The RFQ anticipates roadway and drainage improvements, conversion of stormwater wells to pressurized systems, pump stations, water distribution, wastewater collection, pipelines, structural components, NPDES permitting, feasibility studies, cost estimating, grant support, development review, and construction-phase services. CTS’s approach will integrate these services into a coordinated, resilience- focused project-development process. Tab 4 - Approach / Methodology Existing Conditions and Basis of Design CTS will begin by defining the functional and operational requirements of the assignment and documenting existing roadway, drainage, utility, structural, site, access, and maintenance conditions. Depending on the project, this may include: • Survey, SUE, utility-record research, and subsurface investigation; • Drainage-system inventory and condition assessment; • Hydrologic and hydraulic analysis; • Pump station, well, force-main, control, and power-system review; • Pavement, sidewalk, curb, structural, or facility assessment; • Water and wastewater system review; • Right-of-way and property-access evaluation; and • Review of existing permits, maintenance records, prior studies, and flood complaints. Alternative Development and Design CTS will develop solutions that balance technical performance with the realities of working in a densely developed coastal municipality. Alternatives will consider: • Flood reduction and system reliability; • Roadway, pedestrian, bicycle, and ADA needs; • Utility conflicts and service continuity; • Right-of-way and easement limitations; • Access to residential towers, businesses, parks, beaches, and public facilities; • Construction staging and emergency access; • Environmental and regulatory requirements; • Long-term maintenance and life-cycle cost; • Compatibility with active and planned City projects; and • Available capital and grant funding. For work near Collins Avenue, Sunny Isles Boulevard, North Bay Road, Atlantic Boulevard, and other constrained locations, CTS will identify active City, FDOT, County, utility, and private-development projects. This will help avoid conflicting designs, repeated construction, utility relocations that interfere with future work, and unnecessary disruption to residents and businesses. Once the City selects an alternative, CTS will advance the design through the required milestones. Roadway, drainage, water, wastewater, structural, electrical, mechanical, geotechnical, survey, utility, landscape, and traffic elements will be coordinated before each submittal. City comments will be recorded in a comment-resolution log and tracked through closure. Tab 4 - Approach / Methodology Permitting, Cost Control, and Construction Support Permit requirements and reviewing agencies will be identified during initial scoping. CTS will prepare applications, supporting calculations, plans, and responses to comments and will track regulatory actions as schedule-critical activities. Construction cost estimates will be prepared from design quantities, current unit-cost information, recent bids, and comparable South Florida construction. Estimates will be updated as the design develops and reconciled with the City’s authorized budget. When projected costs approach the available budget, CTS will present value-engineering options addressing materials, phasing, maintenance, constructability, service life, and operating cost. During bidding and construction, CTS may provide technical addenda, bid review, shop-drawing and submittal review, responses to requests for information, site observations, change-order support, payment-documentation review, record drawings, and closeout assistance. Design personnel will remain involved so field questions are resolved by professionals familiar with the basis of design. Surveying & Mapping The City’s requested surveying services include design surveys relating to metes and bounds, topography, elevation certificates, GPS data collection, and related work. CTS will use a surveyor-led, field-to-finish methodology tailored to each assignment’s limits, accuracy, datum, access, intended use, and final- deliverable requirements. Scoping, Research, and Reconnaissance At the outset of each assignment, CTS will confirm: • Survey limits and intended use; • Horizontal and vertical datum; • Required accuracy and control; • Property, easement, and right-of-way research; • Topographic, drainage, utility, and structural features to be collected; • Elevation-certificate requirements; • CADD, GIS, mapping, or report format; Tab 4 - Approach / Methodology • Traffic control and property-access needs; and • Professional certification and schedule requirements. Records research may include plats, deeds, title information, right-of-way maps, benchmarks, prior surveys, utility records, control information, flood information, elevation certificates, and available City GIS data. Field reconnaissance will verify control, access, physical obstructions, traffic and pedestrian exposure, feature density, and the most suitable collection method. Field Data Collection and Technology CTS will select the combination of conventional surveying, robotic total stations, digital levels, GNSS, mobile or terrestrial LiDAR, hydrographic equipment, and GIS-enabled data collection appropriate to the assignment. Technology will be applied with professional judgment to improve coverage, reduce exposure of crews within active streets, limit repeat mobilizations, and provide accurate information that can be immediately used for design, permitting, construction, maintenance, and asset management. In Sunny Isles Beach, particular attention will be given to reliable vertical control and elevation data supporting: • Drainage and pump station improvements; • Conversion of gravity wells to pressurized systems; • Flood-risk and adaptation planning; • Roadway and sidewalk profiles; • ADA-accessible routes and curb ramps; • Utility and structure elevations; • Elevation certificates; • Coastal and waterfront infrastructure; and • Repeat monitoring of settlement or infrastructure conditions. Survey data will be structured, when requested, for integration into the City’s GIS and infrastructure- management systems. Consistent feature coding, metadata, datum information, control descriptions, and electronic formats will allow data collected for an individual assignment to support future Citywide planning and asset-management needs. Survey Quality Assurance Quality begins in the field through verified control, redundant observations, closure checks, proper coding, field documentation, equipment verification, and secure data transfer. Office processing will include adjustment and closure verification, comparison with source documents, review of point-cloud extraction, digital terrain model checks, CADD and GIS review, and confirmation that required features and metadata are complete. An independent senior survey professional will review the work before delivery. Signed-and-sealed products will be provided when required. For accelerated assignments, field collection and office processing may proceed concurrently, but final deliverables will not be issued until the required professional and QA/QC reviews are complete. Tab 4 - Approach / Methodology Transportation / Transit / Traffic Engineering The RFQ includes transportation planning, multimodal and Complete Streets planning, traffic and parking studies, curbside management, school-zone planning, ITS, signal operations, safety, transit planning, data collection, public outreach, grant support, and preparation of studies and construction documents. CTS will apply a study-to-implementation methodology that connects transportation analysis with practical improvements the City can design, fund, construct, and operate. Corridor and Project Coordination Transportation assignments will be evaluated within the context of the City’s limited roadway network and dependence on Collins Avenue, Sunny Isles Boulevard, William Lehman Causeway, North Bay Road, Atlantic Boulevard, and connections to neighboring municipalities. FDOT is currently studying the William Lehman Causeway corridor to improve pedestrian and bicycle connectivity and safety between Biscayne Boulevard and Collins Avenue. CTS will identify active and planned City, County, FDOT, utility, transit, and private-development activities within each study area. The review will consider cumulative effects on: • Traffic operations and intersection performance; • Sidewalks and accessible routes; • Transit stops and travel times; • Driveways and building access; • Loading, valet, deliveries, and transportation-network companies; • Bicycle and micromobility travel; • Construction staging and maintenance of traffic; • Emergency access; and • Special events, school operations, and seasonal travel. The City’s traffic-alert system regularly identifies concurrent lane and sidewalk closures associated with public and private construction, illustrating the importance of corridor-level construction and access coordination. Data Collection and Analysis At assignment initiation, CTS will establish the purpose, study limits, performance measures, analysis methodology, required data, stakeholder needs, and decision criteria. Available traffic counts, crash data, signal information, parking data, transit records, development activity, prior studies, and roadway plans will be reviewed before new data is collected. CTS can perform turning-movement counts, volume and classification counts, speed studies, queue and delay observations, travel-time runs, pedestrian and bicycle counts, parking inventories, curbside observations, and origin-destination or big-data analysis when appropriate. Data-collection periods will be selected to account for school calendars, tourism and seasonal variation, special events, active construction, and other conditions that could distort normal travel patterns. Analyses may include intersection and corridor operations, signal or stop-control warrants, signal timing, crash and safety evaluations, traffic forecasting, traffic impact reviews, parking demand, traffic calming, curbside management, multimodal connectivity, transit operations, or other authorized services. CTS will identify assumptions, calibration requirements, measures of effectiveness, and limitations so findings are reproducible and defensible. Tab 4 - Approach / Methodology Pedestrian, Accessibility, and Public-Realm Integration Pedestrian safety and accessibility will be incorporated into all applicable transportation assignments rather than treated as a separate consideration. CTS will review consistency with the City’s ADA Transition Plan and evaluate sidewalk continuity, width, surface condition, curb ramps, crossings, pedestrian signals, obstructions, lighting, shade, transit access, and temporary accessible routes during construction. Particular attention will be given to routes serving parks, schools, public parking, City facilities, transit stops, commercial areas, beach access points, and the Town Center. Recommendations will consider pedestrian comfort and the quality of the public realm in addition to minimum technical compliance. Transit and Community Bus Support The City provides free community bus service seven days per week through three operating lines and offers real-time bus information to riders. Transit assignments may include: • Route and stop-level performance analysis; • Ridership and automatic passenger-count evaluation; • GPS, travel-time, and on-time-performance analysis; • Schedule and route optimization; • Stop, shelter, bench, lighting, and ADA evaluations; • Coordination with roadway construction and special events; • First- and last-mile connectivity; • Connections with Miami-Dade County and neighboring municipal services; • Shuttle, circulator, and microtransit feasibility; and • Documentation supporting surtax, grant, and performance-reporting requirements. Recommendations will account for operational feasibility, driver and passenger safety, traffic delay, stop accessibility, maintenance needs, and available funding. Tab 4 - Approach / Methodology Implementation-Focused Recommendations CTS will screen alternatives for safety, operations, accessibility, right-of-way, drainage, utilities, constructability, cost, public acceptance, and funding eligibility. Where appropriate, recommendations will be accompanied by concept plans, phased implementation options, preliminary quantities, cost estimates, performance measures, and an implementation roadmap. When an assignment advances into design, the assumptions and objectives established during the study will be carried into roadway, signalization, ITS, lighting, signing and pavement marking, pedestrian, bicycle, and maintenance-of-traffic plans. Maintaining continuity between study and design personnel will reduce rework and help the City move efficiently from analysis to construction. Schedule and Deadline Management CTS will develop a task-based schedule for each work authorization identifying data needs, field activities, technical analyses, City reviews, agency reviews, permitting, decision dates, and final commitments.
