President CAS AT A GLANCE • Established 1980 • 55+ Professionals • Three South Florida Offices • Serving Sunny Isles Beach Since 2013 • General Civil Engineering • Survey & Mapping • Utility Locating / SUE • Construction Management • Grant Assistance • Responsive Professional Engineering Continuing Services 4 2 QUALIFICATIONS RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL & ENGINEERING CONSULTING SERVICES (CCNA) 5 www.craigasmith.com 2. QUALIFICATIONS Why CAS is Best Qualified To Perform The Work: Craig A. Smith & Associates (CAS) is uniquely qualified to provide continuing professional architectural and engineering consulting services to the City of Sunny Isles Beach because we combine more than four decades of municipal infrastructure experience with the responsiveness, flexibility, and personal service of a stable, medium-sized South Florida consulting firm. Established in 1980, CAS has grown from a municipal engineering and surveying practice into a full-service multidisciplinary consulting firm providing civil engineering, surveying and mapping, subsurface utility engineering (SUE), utility locating, construction engineering and inspection, construction management, grant assistance, and related infrastructure services to municipalities, counties, utility authorities, and special districts throughout South Florida. Unlike many larger firms where projects are managed through multiple organizational layers, CAS provides direct access to executive leadership, experienced project managers, and technical staff. This streamlined structure allows us to respond quickly to client requests, tailor project teams to the specific needs of each assignment, and provide timely decision-making throughout the duration of every task authorization. Our philosophy is simple: deliver responsive service, practical engineering solutions, and exceptional value while building long-term relationships founded on trust, communication, and accountability. 6 www.craigasmith.com CAS has proudly provided continuing professional engineering services to the City of Sunny Isles Beach since 2013, successfully delivering projects involving roadway reconstruction, stormwater management, utility engineering, surveying and mapping, subsurface utility engineering, permitting, construction management, and construction support. Our past and current project experience, provides our team with first-hand knowledge of the City's infrastructure, design standards, permitting requirements, and operational expectations. This familiarity allows CAS to begin new assignments efficiently while reducing the learning curve associated with continuing services contracts. A key differentiator of CAS is the depth of services performed in-house. Civil engineering, surveying and mapping, subsurface utility engineering, CADD, and construction management are provided by experienced CAS personnel rather than outsourced to multiple subconsultants. This integrated approach improves communication, shortens project schedules, enhances quality control, and provides the City with a responsive and accountable project team. Our in-house surveying and SUE capabilities are particularly valuable for municipal infrastructure projects because accurate base mapping and comprehensive utility investigations significantly reduce design conflicts, minimize unforeseen field conditions, and help limit construction change orders. Our multidisciplinary capabilities are further strengthened by carefully selected specialty subconsultants providing structural engineering, electrical engineering, geotechnical engineering, GIS mapping and construction engineering and inspection services. This team structure allows CAS to provide the City with a comprehensive range of professional services under a single contract while maintaining one point of responsibility for project management and coordination. CAS also distinguishes itself through the stability and experience of its workforce. Many members of our engineering, surveying, construction management, and technical staff have dedicated significant portions of their professional careers to the firm, providing continuity, institutional knowledge, and consistent service to our municipal clients. This stability enables CAS to maintain long-term client relationships, many of which have continued for decades, including municipal engineering contracts dating back to the late 1980s. Our proposed project team will be led by Orlando A. Rubio, P.E., who will serve as the City's Project Manager and primary point of contact. Orlando will be supported by Priscilla Morales, P.E., Business Unit Lead and Contract Director, who will oversee contract performance, staffing resources, and quality management, together with Stephen C. Smith, P.E., President and Principal-in-Charge, providing executive oversight and direct accessibility throughout the contract. This three-tiered management structure provides the City with responsive day-to-day project management, experienced technical oversight, and executive-level commitment to successful project delivery. CAS understands that no two continuing service assignments are alike. Rather than applying a standard staffing approach to every project, we tailor each project team to the scope, complexity, schedule, and technical requirements of the assignment. Whether the City requires a boundary survey, roadway design, stormwater improvements, coastal resiliency evaluation, utility infrastructure design, construction engineering and inspection, or multidisciplinary capital improvement support, CAS has the resources, experience, and flexibility to respond quickly and efficiently. 7 www.craigasmith.com Finally, CAS believes in exceptional client service. While we continually invest in the latest engineering technologies—including Trimble robotic surveying equipment, laser scanning, unmanned aerial systems, Civil 3D, GIS, hydraulic modeling, and advanced subsurface utility engineering technologies—we continue to operate under the principles that have guided our firm for more than four decades: communicate openly, return calls promptly, keep commitments, and become a trusted extension of our client's staff. We believe this combination of traditional client service and innovative technology is what continues to distinguish Craig A. Smith & Associates from other consulting firms and makes us exceptionally well qualified to continue serving the City of Sunny Isles Beach. Proposed Services Under Category 3. General Civil Engineers and 5. Surveyors and Mapping Categories and 8. Construction Engineering and Inspection (CEI) CAS will be providing any of the following services on a task order basis: • Roadway/Drainage Design • Pump Station Design • Street Engineering Design • Water Main/Wastewater Force Main Design • Wastewater Collection and Conveyance • Bridges • Injection Wells • Structural Components of Municipal Buildings • NPDES Permitting • Planning/Feasibility Studies • Construction Document Development • Construction Cost Estimating • Prepare and Process Permit Applications • Grant Funding Assistance • Construction Inspection Services • Public Outreach • Surveying, Aerial Mapping and GIS Mapping • General Plan Review Services • Prepare Financial, Economic and Rate Studies • Regulatory Compliance • Design Review Committee Participation • Assist in Development of Various City Codes, Ordinances, Standards, Regulations and Policies • Structural Analysis • Field Inspections • Leak Detection Studies and Water Conservation Analysis • Attend City Commission Meetings Understanding of Issues and Tasks Craig A. Smith & Associates (CAS) understands that the City of Sunny Isles Beach requires a responsive multidisciplinary consulting team capable of providing continuing engineering services for projects of varying scope, complexity, and urgency. The challenges that face coastal communities nowadays involves impacts from sea level rise (SLR) during moderate to severe storm events with drainage systems that are unsuitable to provide reasonable flood levels of service. Even in some areas that do not experience a rainfall event, SLR can result in tidal flooding affecting critical infrastructure, critical community areas, and possibly first responders as well. Coastal communities with low lying roads are more impacted by SLR than communities having higher ground elevations and face the potential of experiencing road damage due to excessive water levels at the road base. Resilient solutions may require elevating roads and their harmonization of adjacent driveways, and new drainage systems with stormwater pumping stations with the intent to design at a 8 www.craigasmith.com targeted SLR elevation. At the forefront of all, is the necessity to implement public outreach efforts to the residents of the community regarding such proposed drainage improvements. Current Drainage Issues • Overwhelmed Stormwater Capacity: Heavy downpours regularly swamp the low-lying barrier island, prompting local emergency declarations due to surface water accumulation. • Subsurface Degradation: Aging drainage lines and deep injection/drainage wells introduce brackish water mixes into porous limestone, weakening underground support and causing reverse drainage. • Soil Compaction and Sinking: High-density building weight and intensive construction pile-driving (averaging towers over 600 feet tall) have accelerated ground subsidence, with select luxury high- rises sinking up to 3 inches—leading to warped subterranean parking levels and misaligned pipes. Municipal Challenges and Mitigations • Central Island Drainage Project: The city is actively upgrading infrastructure by converting 10 existing drainage wells into pressurized wells to expand capacity between 174th and 183rd Streets. • System Maintenance: Public Works routinely services the city’s network (including 170 manholes, 390 catch basins, and 50 wells) and deploys portable pumps ahead of king tides and major storms. • Development Pressures: Balancing continuous real estate growth with strict National Pollutant Discharge Elimination System (NPDES) environmental rules remains difficult as dense paving prevents natural rainwater absorption. The City may authorize assignments ranging from planning studies, surveys, and utility investigations to roadway, stormwater/drainage, water/sewer utility, structural, and construction engineering projects for the professional categories submitted. CAS has successfully delivered similar continuing services assignments for municipalities throughout Miami-Dade, Broward, and Palm Beach Counties and understands that timely responsiveness, flexibility, and proactive coordination are essential to the success of a continuing services contract. Over the years, our team has developed an understanding of the City's infrastructure, permitting processes, design standards, and project delivery expectations through both completed and ongoing assignments. Figure 2-1 (attached) illustrates CAS's typical project delivery process. Each assignment begins with a collaborative review of the City's objectives, existing conditions, available records, and project constraints. In-house surveying and subsurface utility engineering services—including records research, Sunshine 811 coordination, electromagnetic designation (EMD), ground penetrating radar (GPR), 3D radar tomography (RT), and vacuum soft digs—are integrated early in the process to develop accurate utility basemaps before engineering design begins. This integrated approach minimizes utility conflicts, reduces unforeseen field conditions, improves design accuracy, and helps reduce construction change orders. Multiple quality assurance and quality control reviews are incorporated throughout each stage of design to ensure the accuracy and completeness of project deliverables before progressing to the next phase. Final engineering documents are then prepared for permitting, bidding, and construction. Because CAS performs civil engineering, surveying and mapping, subsurface utility engineering, utility locating, CADD, and construction management with experienced in-house staff, project activities can occur concurrently rather than sequentially. This integrated project delivery model reduces coordination time between subconsultants, accelerates project schedules, improves communication, and provides the City with a single point of responsibility throughout every assignment. 9 www.craigasmith.com Project List Demonstrating Similar Experience 1. APPROACH / METHODOLOGY 4.1 The CAS Project Delivery Methodology Craig A. Smith & Associates (CAS) believes the success of a continuing professional services contract depends on three fundamental principles: responsive service, experienced professionals, and practical solutions. While many firms can provide engineering services, CAS distinguishes itself through a stable, long-tenured staff, executive involvement, in-house multidisciplinary capabilities, and a client-focused approach developed through more than four decades of serving Florida municipalities. Our medium-sized organizational structure allows us to combine the technical resources of a larger firm with the responsiveness, accessibility, and personalized attention typically associated with a smaller consulting practice. 4.2 Suitability of Methodologies and Approaches Used in Achieving Tasks Every project begins with a clear understanding of the City's objectives rather than a predetermined engineering solution. GENERAL PROJECT APPROACH CAS will utilize a phased approach towards assisting clients in problem solving and for implementation of assigned projects. Our general project approach is as follows: PHASE I – PROJECT DEVELOPMENT AND PLANNING • Meeting with client to develop the project scope (for each work authorization as assigned) • Develop a fee proposal to match the project scope as per established fee schedule • Finalize the scope and proceed with a kickoff meeting with client staff • Perform pre-design field condition assessment • Develop project prioritization and phasing (as needed) • Conduct modeling/feasibility studies & reports (as needed) • Provide grant funding assistance (as needed) • Finalize design criteria • Prepare preliminary (conceptual) engineering design/plans • Outline specifications • Prepare preliminary construction cost estimate • Public involvement/community outreach (as needed) 81 CAS will develop project scope, prioritize and phase design work for projects in a manner that will avoid schedule conflicts and allow for an efficient flow of work. CAS believes a high level of consistent communication will be essential in providing a successful completion of the assigned projects. Our management team will maintain a high level of communication with continuous accessibility to CAS staff and all other team members (sub-consultants). GRANT FUNDING ASSISTANCE GRANT ASSISTANCE EXPERIENCE - Since the early 1990’s CAS has assisted its clients with securing grant funding and financing for multiple infrastructure projects. We have assisted our clients (municipalities, counties, special districts and utility authorities) in obtaining grants and/or loans through multiple funding sources such as: USDA, SRF, FEMA (HMGP), State Legislative Appropriations, SFWMD Cooperative Agreement Program, EPA 319 Program, CDBG, etc. CAS assists its clients with the preparation of grant applications, supporting documents, such as preliminary engineering reports, environmental assessments, preliminary designs, project scope development, cost estimating, present worth cost analysis, cost benefit analysis, project beneficial use, etc. CAS continually provides many of these services to its clients annually for state appropriation requests or during grant funding cycles. CAS provides grant evaluation for competitive grants requiring scoring and consultation with respect to the need for phasing of projects to achieve a high success rate from funding institutions. CAS is continually involved with infrastructure funding assistance and has a high success rate in securing funding. We understand the nuances of “grantsmanship.” CAS is committed to providing these services to all of its clients, with an estimated 70-80% of our on-going projects being funded through our assistance. CAS is also aware of the deadlines required in achieving these grants/loans and delivers grant assistance services on time. CAS’s successful approach to procuring grants and managing grant-funded municipal utility projects begins with thorough planning, strict compliance, and proactive stakeholder engagement. Because grant-funded infrastructure initiatives are subject to extensive regulatory oversight, municipalities must establish clear project objectives, funding requirements, and performance metrics at the outset. Early coordination with funding agencies, engineering consultants, utility staff, and community stakeholders helps ensure that project scopes align with grant guidelines and local infrastructure needs. 87 www.craigasmith.com The procurement process emphasizes transparency, and adherence to all applicable federal, state, and local requirements. Developing comprehensive bid documents, detailed technical specifications, and clear evaluation criteria helps attract qualified contractors while minimizing procurement risks. The CAS Team also verifies compliance with grant-specific provisions such as prevailing wage requirements, Buy America provisions, and environmental review obligations. Maintaining thorough procurement documentation is essential for audit readiness and reimbursement eligibility. Effective project management is equally critical to achieving successful outcomes. Establishing a dedicated project team with defined roles and responsibilities promotes accountability and timely decision-making. Regular progress meetings, schedule monitoring, budget tracking, and risk management reviews are conducted to any identify issues before they impact project delivery. Financial controls are also implemented to ensure that expenditures remain eligible under grant requirements and that reimbursement requests are accurate and well-supported. Communication remains a key factor throughout the project lifecycle. Providing consistent updates to funding agencies, municipal staff and community stakeholders builds trust and demonstrates responsible stewardship of public funds. Upon project completion, comprehensive closeout procedures, including documentation of deliverables, financial reconciliation, and performance reporting are necessary to ensure full compliance with grant requirements. By combining disciplined procurement practices, strong project controls, and diligent regulatory compliance, municipalities can successfully deliver utility infrastructure improvements while maximizing the value of grant funding and reducing project risk. Some similar capital improvement projects for which CAS has acquired granting funding (indicating dollar amount secured and funding source) and successfully completed are as follows: • City of Sweetwater: Flood Mitigation - $300,000 (FDEP - Legislative Funded) • City of Sweetwater: City-Wide Stormwater Project Improvements - $10,000,000 (HMGP FEMA Grant) • Village of El Portal: Stormwater Improvements - $575,000 (FDEP - Legislative Funded) • Spring Lake Improvement District (SLID): Design & Construction of a 70 Acres Stormwater Treatment Area (STA) – $1,666,000 (25% SRF / 75% FDEP 319 Funded) • Spring Lake Improvement District (SLID): Design and Construction of an 80,000 GPD Wastewater Treatment Plant – $3,300,000 (SRF Funded) • City of Moore Haven: Design and Construction of a 500,000 GPD ultrafiltration (Zenon) system to expand an existing 750,000 GPD Lime Softening Water Treatment Plant – $3,663,800 (USDA Funded) • Town of Pembroke Park: Wastewater Master Plan for the rehabilitation of 22 Wastewater Lift Stations – $100,000 (FDEP Legislative Funded) • City of South Bay: Water Treatment Plant and Water Distribution Improvements – $1,200,000 (USDA Funded) • Port Labelle: Design and Construction of a 900,000 GPD Reverse Osmosis Water Treatment Plant (ROWTP) – $5,500,000 (USDA Funded) • City-County Public Works Authority (Glades County): Gravity Sewer Expansion and Lift Station No. 5 Installation - $620,000 (State Legislative Appropriation) • City-County Public Works Authority (Glades County): Gravity Sewer Expansion N, O, S Avenue and 4th Street - $900,000 (State Legislative Appropriation) • City-County Public Works Authority (Glades County): Gravity Sewer and Lift Station Improvements Avenue L, M, N & 4th Street - $1,340,000 (State Legislative Appropriation) • Hardee County: Wauchula Hills Wastewater Service Area Expansion – Phase II - $1,300,000 (FDEP Legislative Funded) • Bal Harbour Village: Comprehensive Water & Sewer Master Plan (Completed 2015) - $136,675 88 www.craigasmith.com PUBLIC OUTREACH In municipal capital improvements projects numerous engineering disciplines may be included such as Civil Engineering, Geotechnical, Electrical and Surveying among other services, which need to be coordinated in a manner to deliver the desired results for the client. In addition, communications coordination with Client Staff, Elected Officials, Fire Rescue/Emergency Services, Residents, Tenants and near-by Business Owners and Schools is an absolute necessity for utility improvements that may impact these stakeholders. Managing sensitive project issues and conditions such as ensuring Homeowners having access to their properties (day/night/weekends) and keeping water or sewer service interruptions at a minimum are top priorities. Preservation of historic trees, disruption of residential properties, open access to commercial businesses, negative traffic impacts and safety implications associated with construction maybe additional considerations that should be addressed early on. Dealing with these challenging and most concerning public issues first, will garner and establish a workable trust and comfort level for all affected moving forward for any such project. There are many ways to notify those directly and indirectly affected by construction inconveniences depending on the type and duration of the project; diagram door-hanger notices, community meetings, Client dedicated project website postings, water bill stuffers, Client television programming, Client Commission meeting announcements, public charrettes, Client Phone Bank system, social media outlets and mailers are all effective tools. Also, it is important to understand that project misinformation, rumors and bad information generated by the public can be resolved through the above-mentioned channels as well. Equally important and seldom emphasized are the benefits of these utility improvement projects. They too, can be conveyed through all the channels mentioned above. A project’s success largely depends on how one takes advantage of community engagement opportunities at the 30%, 60% and 90% Design Drawing stages. By employing consensus-building interactive community engagement methods for the purpose of determining various design elements, the community becomes an active part of the decision-making process. For example, there are two (2) active methods for public participation in accordance with the State of Florida FDOT Public Involvement Handbook, Chapter 8 that are very useful in garnering community consensus. 1. Dot Density/ Metrix – allows the public to indicate by visual depiction their preferences (Real-time Polling) and encourages interaction with the consultants and engineers. 2. Rank & Rate Comment Sheet – this method simply has the participants “Rank/Rate” the options using and placing assigned numerical values to the options. This method can serve as a cross- reference to re-affirm the public’s visual preferences. 89 www.craigasmith.com Using these two Public involvement methods streamlines and provides a quantitative measurement of the Design element selection process. The most important aspect of these two (2) methods is that the data collected is completely quantifiable and eliminates any misinterpretations. QUALITY ASSURANCE/QUALITY CONTROL Quality control throughout the project duration is handled by means of a check and balance system and through the team’s client relationships we form during the project providing continuous open, often face-to- face and honest lines of communication. CAS conducts weekly QA/QC meetings in-house every Monday to ensure the projects are on schedule and within budget. The CAS process will be methodical and timely in approach. The established goals identified in the project initiation will be implemented throughout the design, construction and close-out phase of each project. Members of the CAS Project Team will meet regularly to establish consistent quality review framework. • Quality Standards are fundamental to the success of the project. CAS prides itself on the consistent high quality of our output, whether it is project plans, specifications, design elements, comprehensive studies, survey, utility locates or grant writing. • At CAS we are committed to achieving and maintaining the highest quality standards possible and ensuring the client’s satisfaction. Refer to the CAS Design Process Flow Chart at the end of this section as an example of the typical QA/QC process implemented for projects. ABILITY TO MEET PROJECT SCHEDULES/SCHEDULING CHALLENGES CAS prides itself on our ability to tailor our services to meet our clients’ needs. We are proud of our past history of successful design projects. This success is a result of our highly experienced staff members who have created a cohesive team ensuring projects are completed in a timely and cost effective manner. We recognizes that effective schedule management is essential to the successful delivery of municipal infrastructure projects. Our approach begins at project initiation with a comprehensive kick-off meeting involving the City, key stakeholders, regulatory agencies, utility providers, and the CAS project team. During this meeting, project objectives, milestones, permitting requirements, review timeframes, utility coordination, and construction sequencing are identified and incorporated into a detailed project schedule that serves as the roadmap for project delivery. Throughout the design phase, CAS actively monitors progress against established milestones using milestone tracking, action item logs, and critical path management techniques. Project schedules are updated regularly to reflect permitting activities, agency reviews, client comments, utility coordination, and other project-specific requirements. Monthly progress meetings and written status reports keep the City informed of completed tasks, upcoming milestones, potential schedule impacts, and recommended corrective actions. When conditions warrant, additional coordination meetings are conducted to resolve issues promptly and maintain project momentum. CAS places significant emphasis on identifying potential schedule risks early in the project. Whether related to permitting, utility conflicts, regulatory agency reviews, right-of-way constraints, or unforeseen field conditions, our project managers work proactively with the City and project stakeholders to develop practical solutions before delays affect the overall project schedule. This collaborative approach has enabled CAS to consistently deliver complex municipal projects while maintaining aggressive design and construction timelines. 90 www.craigasmith.com Our experience managing numerous state and federally funded municipal projects has further strengthened our scheduling and project management capabilities. Grant-funded projects often require strict adherence to funding deadlines, reimbursement milestones, permitting schedules, and construction completion dates. CAS has extensive experience successfully coordinating these requirements, ensuring that critical milestones are achieved while maintaining compliance with all grant and regulatory requirements. A recent example is our continuing engineering services for the City of Sunny Isles Beach, where multiple roadway, drainage, and stormwater improvement projects required careful coordination with City staff, regulatory agencies, utility providers, and adjacent property owners. Through proactive communication, phased scheduling, and continual monitoring of design and permitting activities, CAS successfully maintained project schedules while minimizing impacts to residents, businesses, and the traveling public. Similarly, on projects for municipalities throughout South Florida, including grant-funded utility, transportation, and stormwater improvements, CAS has successfully addressed scheduling challenges associated with agency permitting, utility relocations, funding deadlines, and changing project priorities by adjusting work sequencing, expediting agency coordination, and maintaining continuous communication with all project stakeholders. This proactive management approach allows projects to remain on schedule while providing clients with the flexibility to respond to changing conditions without compromising project objectives. PROJECT MONITORING & BUDGETING In order to get the most accurate budget price at the pre-construction phase and the construction phase, the CAS Team details all design items into many small parts that will add up to one whole part (Bill of Materials or Schedule of Values). By doing this our cost estimates are very accurate. Our track record with cost estimates to bids has usually been within 5-10%. The CAS Team’ philosophy utilizes this phased approach towards assisting the Client in problem solving and for implementation of public works and planning projects. “Schedule, Cost Control and Team Work” - The CAS Team approach is to develop milestones and defined deliverables with the Client in order to meet the Client’s requirements. We will identify potential issues early in the project so necessary action can be taken to keep the project on schedule. The CAS Team will provide you with the design and construction schedule for review and approval prior to commencement, including critical path items. CAS will review the project schedule with the client staff as agreed and verify that it is consistent with the requirements of the contract for design, bidding and construction. Any changes to the schedule milestones or deadlines shall be approved by the client. CAS will advise the Client of any areas where the schedule is not in compliance with the contract. We will update the cost of each project as needed in order to stay on budget. If an issue develops with the schedule, cost or the budget, we advise the Client and develop a plan for corrective measures with the staff. We consider the Client and The CAS Team as one team, all striving for the same goal of a quality product on schedule and on or below budget. The CAS Team Technical Reviews will be conducted throughout the project schedule by the principal and project managers of our firm as part of our commitment to quality engineering. The CAS Team will prepare an opinion of probable construction cost in accordance with the American Association of Cost Engineering (AACE) at the following stages of each assigned project (as needed): • 30% schematic design • 60% design development • 90% design development 91 www.craigasmith.com • 100% construction documents Cost estimates will be prepared for guidance in project evaluation and implementation from the information available at the time the estimate is developed. The final cost of each project will depend on actual labor and material cost, competitive market conditions, final project scope, implementation schedule, and other variable conditions. INNOVATIVE TECHNOLOGY - THE CAS ADVANTAGE CAS has extensive experience in subsurface utility engineering (SUE) and employs the latest state-of-the-art technologies. In addition to traditional methods of utility locating such as vacuum excavation (potholing), electromagnetic (EM) induction for tonable utilities, and 2-D Ground Penetrating Radar (GPR), CAS can utilize scanning technology known as 3-D Radar Tomography for subsurface utility investigations. 3-D Radar Tomography is a powerful scanning technology which provides for a continuous 3-dimensional scan of subsurface utilities with high levels of accuracy. CAS has utilized this technology in effectively locating subsurface utilities in South Florida with proven results for over 20 years. 3-D Radar Tomography scanning provides continuous x,y,z positioning of buried utilities with great accuracy (+/- 2inches horizontally and +/-6 inches vertically) along with the associated topographic profile (ground surface elevations). The 3-D Radar Tomography unit is equipped with an array of 17 antennas that “cross communicate” thus allowing for the level of accuracy stated above. Generally, utilities to a buried depth of up to 20 feet can be identified by this technology and all pipe material type can be located, including bends/fittings and offsets. Also, abandoned facilities and non-utility anomalies can be identified that could potentially interfere with design elements. The use of this technology can be especially beneficial for aged utility areas where record drawings are poor or non-existent. The implementation of 3-D Radar Tomography (3-D RT) to water main relocation projects as proposed under this contract offers a practical solution to this critical issue. This allows for the generation of very accurate and complete base maps which, in turn, accelerates the design process delivering 60% design plans at a typical 30% design plan submittal. The CAS Team’s experienced engineering staff, in-house survey and extensive utility locating capabilities allows for the development of very accurate and complete basemaps for design of capital improvement projects. There is no second guessing as to the location of existing buried utilities (both active and abandoned), therefore greatly reducing or altogether eliminating change orders. This is the “CAS ADVANTAGE”. 92 www.craigasmith.com 4.3 Overall Organization for Completing Projects Craig A. Whether assisting with a small work authorization or a major capital improvement project, every assignment receives the same level of executive oversight, responsiveness, and commitment to quality. One of CAS's greatest strengths is the stability of our staff. Many of our engineers, surveyors, construction managers, inspectors, and technical professionals have spent much of their careers with the firm. This continuity provides our municipal clients w ith experienced personnel, consistent project management, and valuable institutional knowledge that is retained within the organization rather than lost through frequent staff turnover. Clients work with familiar faces who understand their standards, expectations, and long-term goals, allowing projects to move forward more efficiently and with fewer transitions. At CAS, we believe that successful continuing services contracts are built on relationships, not simply task orders. Our clients have direct access to the professionals responsible for delivering their projects, including senior leadership when needed. This accessibility, combined with our collaborative culture and commitment to personal service, enables CAS to become an extension of the City's staff—providing practical solutions, responsive communication, and dependable support throughout the life of the contract. 🏛🏛 46 Years Serving South Florida Municipalities 55+ Professional, Technical & Administrative Staff Three South Florida Offices Direct Access to Firm Leadership Large Enough to Deliver. Small Enough to Respond 93 www.craigasmith.com 4.4 Ability to Meet Desired Timelines and Deadlines Craig A. Smith & Associates, LLC (CAS) understands that municipalities rely on their engineering consultant to deliver projects on schedule while maintaining quality, responsiveness, and regulatory compliance. Our ability to consistently meet project deadlines is the result of experienced project management, dedicated staffing, and the depth of in- house resources available to support every phase of project delivery. For each task authorization, Mr. Orlando Rubio establishes a project-specific work plan that identifies critical milestones, staffing assignments, permitting requirements, agency coordination, and anticipated review periods. This proactive planning allows the project team to anticipate challenges rather than react to them, helping to maintain project momentum throughout design and construction. Unlike firms that rely heavily on outside consultants, CAS provides surveying, utility locating, civil engineering, permitting support, construction engineering and inspection, and construction administration through experienced in-house professionals. This integrated approach significantly reduces coordination time, improves communication among team members, and allows multiple project activities to proceed concurrently when appropriate, resulting in faster project delivery. Executive oversight remains involved throughout the life of each assignment. Project schedules, workload, and staffing levels are routinely reviewed to ensure adequate resources are available to meet City priorities and changing project demands. If unforeseen circumstances arise, CAS has the personnel depth and flexibility to immediately reallocate qualified staff to maintain established schedules without compromising the quality of our services. CAS has successfully managed numerous continuing services contracts for municipalities throughout South Florida, frequently delivering multiple concurrent assignments while meeting aggressive design, permitting, bidding, construction, and grant funding deadlines. Our experience with state and federally funded projects has also made our team highly proficient in managing milestone-driven schedules where timely completion is essential to maintaining funding eligibility and reimbursement requirements. Our goal is not simply to meet established deadlines, but to provide the City with a responsive, dependable partner that anticipates challenges, communicates proactively, and consistently delivers projects on schedule 94 www.craigasmith.com 4.5 Work Plan Each task authorization will be supported by a project-specific work plan that is tailored to the City's needs and the complexity of the assignment. Rather than applying a standardized process to every project, CAS scales its resources appropriately while maintaining consistent project management and quality control. Each work plan typically includes: • Confirmation of project objectives and scope. • Assignment of project personnel and specialty subconsultants. • Field investigations, surveying, and utility coordination, as applicable. • Engineering analysis and design development. • Regulatory agency coordination and permitting. • Internal quality assurance and quality control reviews. • Milestone schedule and deliverable dates. • Regular progress meetings and status updates with the City's Project Manager. • Construction phase services, when authorized. • Project closeout and documentation. This flexible approach allows CAS to efficiently manage projects ranging from small continuing services assignments to complex, multi-discipline capital improvement projects. 4.6 Communication and Complaint Resolution Craig A. Smith & Associates, LLC (CAS) believes that successful projects are built on open communication, responsiveness, and trust. Our philosophy is simple: issues are best resolved before they become problems. Through regular communication, proactive coordination, and direct access to our project leadership, we work closely with the City's Project Manager to identify potential concerns early and develop practical solutions that keep projects moving forward. 95 www.craigasmith.com Mr. Orlando Rubio, P.E., will serve as the City's primary point of contact and will maintain continuous communication throughout each assignment. Project status, schedule updates, permitting activities, design progress, and potential challenges will be discussed routinely to ensure there are no surprises. CAS is committed to being accessible and responsive, with questions and requests acknowledged promptly and addressed by the appropriate team member. If an issue requires immediate attention, Mr. Orlando Rubio will personally evaluate the situation, coordinate with the City's Project Manager, and implement corrective actions without unnecessary delays. Should executive involvement be beneficial, Priscilla Morales, P.E., Business Unit Leader, will become directly engaged to provide additional technical guidance, management oversight, and any resources necessary to achieve a timely resolution. This streamlined approach eliminates unnecessary layers of management, allowing decisions to be made quickly and efficiently. CAS views every concern as an opportunity to strengthen our relationship with the City. We remain engaged until the issue has been fully resolved to the City's satisfaction, communicating throughout the process and confirming that corrective actions have achieved the desired outcome. Our clients work directly with experienced professionals and firm leadership—not through multiple layers of administration—resulting in faster decisions, greater accountability, and long-standing relationships built on exceptional service and consistent performance. At CAS, every client has direct access to the people empowered to make decisions, solve problems, and keep projects moving. That level of accessibility and accountability is one of the reasons many of our municipal clients have remained with us for decades. 96 RECORDS RESEARCH SUNSHINE ONE CALL 2-D EMD 2-D GPR POTHOLES / SOFT DIGS 3-D RT CADD 100% BASE MAPS 30% & 60% DESIGN 90% DESIGN 100% DESIGN TOPOGRAPHIC / BOUNDARY SURVEY UTILITY LOCATES QA/QC COMPLETE?
