As a barrier island municipality facing ongoing coastal hazards, sea level rise, shoreline change, and increasing demands on waterfront infrastructure, the City requires a consultant who understands the complex relationship between coastal and marine engineering, environmental, regulatory compliance, and community priorities. Cummins Cederberg, Inc. is pleased to submit our qualifications for Environmental/Coastal Engineering Services under RFQ No. 26-07-01. As a South Florida-based coastal and marine engineering firm, we specialize exclusively in waterfront and coastal environments. His experience includes coastal process evaluations, shoreline stabilization design, beach nourishment planning, marine infrastructure improvements, construction administration, and multidisciplinary project coordination We are also currently supporting the City through the Sunny Isles Beach Coastal Support Project, providing first-hand knowledge of the City’s shoreline conditions, coastal priorities, and regulatory environment. Since 2023, Cummins Cederberg has provided as-needed coastal engineering and environmental consulting services to the City of Sunny Isles Beach for its 2.4 miles of oceanfront shoreline. Through the involvement of Florida-licensed Professional Engineers and Environmental Permitting Specialists, we have helped represent and protect the City’s interests related to its shoreline, beachfront parks, coastal infrastructure, and environmental resources. Our team has advised the City on proposed municipal projects, including a beachwalk path, shoreline protection strategies, and installing Mobi Mats to improve beach accessibility along its public beaches. These efforts resulted in due diligence reports evaluating feasibility, permitting history, potential shoreline modifications, upland reclamation activities, and environmental permitting and regulatory considerations. Our engineers are experienced in all aspects of coastal engineering, including coastal processes, design, permitting, physical and environmental impact evaluations, monitoring, construction administration, inlet management, and coastal structures. Specializing in coastal engineering, our firm boasts a seasoned team proficient in designing and implementing innovative solutions to address tidal flooding, shoreline erosion, and coastal resilience challenges. We combine decades of practical experience with state-of-the-art numerical modeling tools, including the Danish-based MIKE21 model, U.S.-based SMS/ADCIRC models, and Dutch-based Delft3D/SWAN models, to simulate waves, currents, sediment transport, and other complex coastal processes. Jose Marti Park is the first WEDG certified project in Florida and includes seawall design, a boardwalk, water taxi stop, living shoreline, and living seawall. Furthermore, hurricane-generated waves and currents can significantly scour the seabed adjacent to marine structures and, if not properly evaluated, may lead to undermining and loss of upland support. Even seawalls located within canals and protected waterways can be subject to vessel wakes, tidal currents, and localized scour conditions that must be considered during design. Computer modeling also provides an effective means of evaluating shoreline change, sediment transport, current velocities, erosion potential, and potential impacts to adjacent properties and infrastructure. Through practical engineering applications and extensive experience utilizing numerical models, we conduct thorough calibration and validation analyses to verify results and support resilient, sustainable, and cost- effective project solutions. LIVING AND NATURE-BASED SHORELINE STABILIZATION Our collective experience in the design, permitting, and implementation of living shorelines, living seawalls, and nature-based shoreline stabilization projects is unmatched. His experience includes several innovative living shoreline and living seawall initiatives for the City of Miami Beach, including the Mid Beach Park Seawall Replacement and Living Shoreline, Beach View Park Seawall Replacement and Living Shoreline, and Pine Tree Drive & West 60th Street Living Seawall Pilot Project. These projects combine shoreline stabilization, environmental enhancement, public access improvements, and resiliency planning through the incorporation of living shorelines, mangrove planters, marsh vegetation, boardwalks, fishing piers, and living seawall technologies. A portion of the seawall was stabilizing the entrance road but had severely deteriorated, which could affect access to the property. Cummins Cederberg conducted an in-water inspection of the seawall to determine the level of deterioration along with short- and long-term rehabilitation strategies. As construction cost was a concern, the most severe and important areas were determined for full replacement while interim repairs were conducted in other areas to prolong service life. A combined repair and replacement project were designed and permitted. Cummins Cederberg processed and obtained all the required environmental permits from Miami-Dade County DERM, FDEP, and USACE. This is also included extensive discussions with the agencies relative to submerged land ownership due to complex historical land ownership issues. Conceptual designs were prepared for each shoreline segment and shared during public meetings to solicit feedback. Designs include living shorelines, rock revetments, and bulkheads as required to meet the City and County tidal flood barrier ordinances. Our team of marine biologists completed benthic resource surveys where they identified seagrass and macroalgae. Additionally, native and exotic, invasive vegetation was mapped and included mangroves and Australian pines. These surveys informed project design to ensure impacts to these important resources are avoided and minimized to the maximum extent practicable and unavoidable impacts are adequately mitigated. Engineering inspections were conducted above and below water to assess the current condition of the 22 shoreline segments. These inspections informed design of tidal flood barriers to meet City and County Codes, as well as ensuring protection against reasonably anticipated sea level during the design life of the structures. Tide gauges were deployed in North Lake, South Lake, and the Hollywood Marina to determine tidal prisms, lag time, and water level elevation differences between each lake and the ICW. This information was utilized for structure design. As residents expressed concerns with construction of the tidal flood barriers prior to the City’s implementation of their stormwater master plan, Cummins Cederberg collaborated with the City’s stormwater consultant to incorporate removable flood gates that can be deployed ahead of king tides and removed ahead of significant storm events, to maximize protection of upland property and infrastructure. The purpose of this project is to redevelop Currie Park into a celebrated landmark for public health, welfare and economic vitality while building flood resilience. The proposed upland improvements include the addition of a café and resiliency hub, tennis and pickleball courts, event lawn, playground, splash pad, fitness lawn, and associated parking and drainage improvements. Several in-water improvements are proposed, including, bulkhead demolition, rock revetment and sill construction, living shorelines, boat ramp and associated staging dock repair/ replacements, new overwater boardwalks and a fishing pier, a new kayak lift and launch, an elevated perched beach, and excavation of uplands to create a cove area stabilized by limestone stepped seating (“social stairs”) down to the water. PHASE I MASTER PLAN Cummins Cederberg completed Phase I master planning for the Currie Park Redevelopment project. A bathymetric survey, preliminary coastal analysis, environmental feasibility concept development, and grant opportunity research were conducted, as well as the preparation of a marina implementation strategy. Field Investigations Marine engineering inspection, and marine resource surveying were conducted to evaluate the current conditions at the project site. The marine engineering inspection assessed the condition and lifespan of existing structures, providing crucial information for project analysis and design. The marine resource survey documented seagrass at the project site. This data informed the design process, enabling the team to avoid and minimize potential impacts to seagrass. Currie Park Redevelopment City of West Palm Beach, Florida Coastal Analysis Cummins Cederberg evaluated site-specific hydrodynamic and wave conditions of the project area to identify coastal parameters necessary to inform the structural analysis of the waterfront and over water engineering design. Design criteria values for sea level rise, king tides, currents, coastal storms (e.g., waves and surge), and winds were summarized in a Coastal Analysis Report and utilized in the waterfront and over water design. Permitting Feasibility Study & Concept Development Extensive permitting due diligence research was conducted to identify the anticipated challenges, potential risks of resource impacts, and other points of interest that may arise during regulatory permit processing with the local, state, and federal environmental agencies. Cummins Cederberg coordinated pre-application meetings with the relevant agencies and summarized the due diligence findings and results of the pre-application meetings in a final Permitting Feasibility Report. These parks are relatively low lying, which results in flooding to some areas during high tide events. Flooding is a nuisance to visitors, as areas become inaccessible. As part of this project, Cummins Cederberg conducted several surveys including mapping of the benthic resources surrounding the borrow areas as part of development of the Environmental Impact Assessment (EIA) in 2019 by the USACE. Separately in 2020, Cummins Cederberg biologists performed a pre-construction survey on behalf of Village of Bal Harbour to document any changes to the habitats prior to the planned construction. In 2021 and 2022, our team was contracted to conduct the immediate pre-construction (growing season) and post-construction surveys, including the pipeline corridors in accordance with the FDEP Joint Coastal Permit and Biological Monitoring Plan to document and statistically evaluate dredging-related impacts on marine resources in the project area. The survey methods involved the assessment of the resources within quadrats stationed along permanent transects in hardbottom and seagrass communities, and mapping of the hardbottom edge and seagrass margin. The proposed work includes a floating boardwalk, providing access for direct water engagement and a 360-degree view with the Miami River on one side of the boardwalk and living shoreline planters on the landward side. The living shoreline and resilient seawall accommodate multiple goals of increasing shoreline stabilization and improving ecosystem services. The waterfront engineering design also includes a water taxi slip for potential water-based commuter services to create a more interconnected transportation option to Miami Beach and other possible locations around the Biscayne Bay. The team worked in timed shifts of about 5-10 minutes to inspect the structures by swimming in to occupy the terminal and then out as the ferry would access. Project engineer for the residential marina seawall repairs, dredging, and coral relocation plans. Involves heavy coordination with the environmental permitting team as the marina contains large quantities of coral which must be relocated to another part of Fisher Island. The construction work is also phased to be active only during the summer months to allow for full use of the Marina during their busy winter season, this involves coordination with the client and the contractors completing the work. FDOT Coastal Management Asset Sea Level Rise, FDOT District 1. Project engineer involved with the planning and design of road elevation concepts for flood mitigation. Due to the different geographic landscapes throughout District 1, several different prototypes were created to fit each of the unique environments found within District 1. Bill Keith Preserve Park, Fort Lauderdale, Florida. Completed a coastal engineering assessment of proposed shoreline stabilization of a meandering seawall using MIKE21 modeling. The City of Fort Lauderdale wanted to prevent shoreline erosion due to vessel traffic along the South Fork of the New River. The assessment evaluated the proposed concept relative to the design efficacy and potential adverse impacts such as stagnant water and continuing erosion. A hydrodynamic and dispersion model was created, and a report of the results provided to the City of Fort Lauderdale. Cove at Loggerhead, St. Petersburg, Florida.
