Qualifications and Relevant Experience Since Curtis + Rogers’ inception, more than 34 years ago, the firm has dedicated its practice to working with municipalities on public projects. C+R has 5 registered landscape architects on staff, 3 certified landscape inspectors, 3 certified arborists, 2 SITES accredited professionals and one LEED accredited professional. Having worked with numerous municipalities and successfully implemented a variety of projects throughout South Florida is a testament to the quality of work effort that exemplifies the firm. In the 34 years of Curtis + Rogers existence, the firm has not been subject to any claims or lawsuits. Curtis + Rogers has collaborated with the City of Miami, City of Coral Gables, City of South Miami, City of Miami Beach, Miami-Dade County, Miami-Dade Schools, FDOT and numerous other local entities, in miscellaneous projects and studies. Curtis + Rogers has experience in the complete development of projects from conceptual designs, through implementation and close-out. Some of our coastal work includes our past collaboration with the City of Sunny Isles Beach on Samson Oceanfront Park along with other municipalities such as the City of Miami which included large- scale park master planning such as in Margaret Pace Park, or Lockhart Park with the City of Fort Lauderdale. Additionally, we’ve worked on streetscapes such Overseas Highway in the Village of Islamorada an FDOT project that started from a PD&E study that transformed into full landscape design and construction documentation or in City of Miami’s Southwest Streetscapes Street Tree Masterplan which was formally adopted by the City Commission. Curtis + Rogers has also worked on an award winning USACE Engineers Back Bay Study a collaboration with the City of Miami DDA and the United States Army Corps of Engineers. EXPEREINCE / QUALIFICATIONS OF KEY PROPOSED PERSONAL Experience/ Qualifications of Key Personnel Curtis + Rogers’ management approach includes the direct involvement of Principals of the firm throughout all aspects of the project from goal formulation to final project turnout. Our approach is led by 5 registered Landscape Architects, all with their own levels of expertise, all having worked together for over 11 years in projects of this nature. A project of this magnitude would include a total of 8 key personnel from our team, three firm principals overseeing the project management, design and quality control, 2 directors to oversee infrastructure and resiliency efforts as well as 3 design staff for production between irrigation, landscape design and arboriculture. The managing principal/project manager will be Olivia Bussey, RLA, SITES AP, WEDG. Olivia, in addition to being one of the Principals/Owners of the company, is a registered landscape architect with over 7 years of experience in a variety of landscape architectural projects. Olivia is currently at 65% availability allowing there to be active engagement throughout the duration of each assignment, dedicating sufficient time for coordination with City staff, quality control, public meetings, and schedule management to achieve the City's goals efficiently and effectively. The project Design Principal, Jennie Rogers RLA, LEED AP, is a Principal/Owner and a registered landscape architect with 21 years of experience, who has been responsible for the design of numerous landscape architectural projects across the tri-county area. Jennie will be at the forefront of the project development, developing alternatives and solutions to the project elements and coordinating with the production efforts so the original design intent is carried out through project construction. Our management approach for projects of this scale also includes a Quality Control Principal, Aida Curtis, FASLA, a Principal/Owner and a registered landscape architect with over 40 years of experience in a variety of landscape architectural projects. The project Director of Infrastructure, Ralph Ferrer RLA, ENV SP, a Principal/owner and registered landscape architect with 26 years of experience. Working closely with the Project Manager and design team, the Director of Infrastructure will provide strategic oversight to ensure proposed landscape, streetscape, and public realm improvements are practical, resilient, and compatible with existing municipal infrastructure. Ralph’s guidance will help advance cost-effective solutions that support the City's long-term vision and operational needs. With resiliency being a given reality in all of our current projects. We at Curtis + Rogers have been on the leading front of this movement, having created some of the first sustainable site development projects in South Florida. Given this we have assigned the role of Director of Climate Adaptation and Resiliency to Aurora Alcaide, WEDG, a registered landscape architect with over 10 years of experience, who has been responsible for all these initiatives and processes for our projects. Aurora will be involved early in the Design process ensuring that the project is as sustainable as possible and will be working closely with all team members to evaluate sustainable options. Our staff has the capacity to effectively meet the City's needs, with key personnel maintaining availability levels ranging from approximately 45% to 80%. Curtis + Rogers’ revitalization design plan reflects the rich history of the railroad’s importance in the development of the city while widening the sidewalks and planting shade trees to create a more pedestrian-friendly retail destination. The groundbreaking design integrates innovative techniques in tree growth and stormwater management. Two blocks were completed in 2018, and construction was stopped due to issues with the contractor. The Flagler Street Task Force decided to revisit the idea of a festival street, and pushed the City to redesign to make this possible. C+R was a part of the team to develop the design and documents to create the first festival street within the City of Miami. The project is currently under construction and scheduled to be completed in the spring of 2024. Revitalizing Flagler Street’s historic character through walkability, placemaking, and a vibrant vision for the future. The project includes a new community center, 16 pickleball courts, a multi-purpose event lawn, aviation-themed playgrounds, an interactive water feature, dog parks, outdoor fitness areas, and a network of pedestrian trails and passive open spaces. Native canopy trees and landscaped gathering areas create comfortable outdoor environments while strengthening the park’s connection to nature. Due to the site’s location within Federal Aviation Administration (FAA) safety zones, extensive coordination informed the placement of park features, structures, and vegetation to meet aviation safety requirements while maximizing recreational opportunities for the community. The phased plan establishes a long- term vision for the park’s renewal, balancing recreation, public access, and ecological resilience. Addressing challenges such as tidal flooding, shoreline erosion, and limited tree canopy, the master plan incorporates shoreline enhancements, baywalk improvements, native planting, expanded shade, green infrastructure, and upgraded recreational amenities. Implementation begins along the waterfront and will continue through future phases, creating a more resilient, accessible, and climate-ready public park. Working alongside engineers, RJ Behar + Associates, and architects, Icon Design Group, Curtis + Rogers designed a new park where a playground, stage area, and concert lawn were woven into the existing fabric of the park. Sensitivity to ecological conditions were considered with careful lighting design around this sea turtle nesting site. Protection and establishment of the dune vegetation was a priority to strengthen the ecosystem services of the dune as a nature-based adaptation solution, building the resiliency of green infrastructure in areas of coastal urban development. Leading the collaboration with LOLA (Local office of Landscape Architects), BCC Engineering, and ESciences, the team evaluated existing natural resources, greening inititatives, and infrastructure projects to identify strategies for creating more sustainable and climate-responsive streets. The plan establishes a roadmap for addressing sea level rise, urban heat, stormwater management, and long-term urban forest sustainability through strategic tree planting, native landscape enhancements, and integrated green infrastructure. Recommendations focus on expanding the urban canopy to improve shade and thermal comfort, enhancing neighborhood character and sense of place, improving air and water quality, and creating safer, more attractive routes for pedestrians and cyclists. The study also identifies pilot projects that will allow the City to test and refine implementation strategies while advancing broader resilience and sustainability goals. The design for the park, which included a signature playground and interactive water feature, started in 2022 and is set for phase 2 to be completed in 2027. The concept for the playground and interactive water feature was Wild Florida showcasing the transition between South Florida ecology moving from the Everglades to the springs within the playground, and finally into the ocean at the interactive water feature. This concept was centered around the idea of fostering an appreciation for nature while encouraging adventure play for the children who enjoy the space. The design features iconic, custom-fabricated elements such as Tree Top Towers, evoking the Everglades’ cypress canopy, and a sculptural Alligator Climber, which has become the visual and thematic focal point of the playground. The layout, which is tightly integrated with the site’s constraints, was configured to maximize play value within a limited space while maintaining clear visual storytelling tied to the Wild Florida theme. The playground design incorporates tree house themes with elevated walkways, sensory experiences including visual (light & shade), tactile (textural variety) and auditory elements, as well as topographic changes and pockets with our native flora and fauna. The ocean-themed interactive water feature brings the spirit of Fort Lauderdale’s waterways to life through playful bubblers, misting sprayers, and sculptural representations of local aquatic animals. Designed as an elevated alternative to a conventional splash pad, the feature combines interactive water play with artful placemaking, creating an experience that is both visually appealing and family friendly. Inspired by Florida’s diverse ecosystems, the Wild Florida playground and water feature create an immersive play experience that encourages exploration, discovery, and a connection to nature. Along with the visual and technical assessment of the detrimental impacts of the USACE Tentatively Selected Plan (TSP), C+R conceptually designed, engineered, validated, and rendered hybrid alternative solutions including nature-based features, such as barrier islands, living shorelines, nearshore artificial reefs and mangrove fringes in coastal areas, elevated berms and bioswales in upland areas, with some smaller floodwalls as a layered and tiered defense. This hybrid solution would create 39 additional acres of natural recreation lands for the City of Miami. These technical recommendations along with rendered graphics are an alternative that celebrates our heritage of living with water. APPROACH TO PROJECT MANAGEMENT Approach to Project Management Cost Control In general, our projects are brought in on budget. We prepare cost estimates from schematic design and throughout the process continuously updating and back checking them to reflect current market conditions and trends. At the end of each design stage, we review project budget vs. program to make sure our original assumptions and program have not been altered to affect the outcome. During the construction documentation process, the C+R team will submit updated cost estimates with all progress submittals, as well as a final bid tabulation set. We continuously hold a percentage of the budget as a contingency during all estimates which begins at 20% during schematic design and is progressively reduced as elements and construction documents are developed. We involve our consultants in all aspects of the development of estimates to make sure each element is properly budgeted. Additionally, we maintain a database of projects recently bid so we can continuously compare and update our cost assumptions. An example of this happened during a contract with Miami-Dade Parks and Recreation for 4 playground replacements we were hired to design. The timeline for design of these playgrounds took place during COVID, a time when construction costs were often shifting and funding availability was causing delays in the green lighting of projects from the design into construction. Our approach of working closely with our vendor representatives allowed us to gather frequent updates to the costs for equipment, freight and installation, keeping our estimates close to what ultimately was priced during the bidding phase and eventually installed. We keep budget and cost projection discussions on-going throughout the process so that there are no surprises during the bidding phase, whether traditional, design build, or construction management method. In instances when our projects that run into issues of being over the projected budget, we utilize scope modifications to reduce costs, either deferring required items to future phases or eliminating items that may be desirable but are not required to occupy the space. Additionally, when the situation arises, we work closely with contractors to find alternatives and identify opportunities for cost savings while not sacrificing the design intent or the quality of the final product. A successful example of this was a collaboration with the contractors on a project with Florida International University where there was a suggestion to decrease the cost of outdoor furnishings by swapping the bollard covers to a less expensive alternative. Our team reviewed options from various vendors and without losing the design intent or quality of the material was able to switch the product, creating a 41% cost savings on the bollards. In our project Jose Marti Adaptive Redesign with the City of Miami, which was designed in 2019 but is currently beginning construction, costs have significantly changed during the lengthy permitting and bidding process. In this project to offset some of the costs associated with landscaping we have found ways to adjust plant sizing and spacing to reduce the quantity of plants without losing the design intent for planting beds. Additionally, we provided an alternative base material for the hardscaped areas that not only reduced costs but also had a positive impact on our carbon footprint by using recycled concrete. Scheduling Project management at Curtis + Rogers allocates resources based on project complexity and phase, ensuring that our landscape architects and designers, irrigation specialists, and construction administration personnel are engaged at the appropriate times to deliver beautiful, resilient, and maintainable projects that are within the City’s budget and timeline. At the outset of each task, we will collaborate with City staff to establish project objectives, scope, schedule, budget, and key deliverables. At each initial project kick-off meeting, the project scope, schedule and personnel role are established. Following this meeting, a series of coordination meetings or conference calls- with the client- are established to review the work in progress, and to ensure that the project is proceeding according to the scope, desires of the client group and in accordance with the established schedule. Meeting notes are taken and distributed to all project participants, via email. Our team structure combined with heavily involved principals provides a distinct advantage in managing scheduling challenges. In our project the USACE Back Bay Study, the involvement of the project manager and availability to step in during last minute meetings gave the opportunity to provide much needed insight to the United States Army Corps of Engineers team on the role of landscape architects in designing for resiliency through green infrastructure. To ensure successful project execution, our Project manager maintains regular communication with City staff through progress meetings, status reports, and timely responses to requests. Rather than relying on multiple layers of management, our managing principal remains closely connected to every project and is available to step in when construction issues arise or community stakeholders need direct engagement. An example of this is with Morningside Park a project in collaboration with the City of Miami where we are co-prime consultants. The immediate access to senior leadership has been able to accelerate problem-solving, improve coordination among project partners, and help prevent minor issues from becoming schedule- impacting delays. For this project the design called for large plant material with character to offer immediate shade upon the park re-opening. When the landscape contractor was running into issues sourcing the material at the specified size and quality, quick coordination from the project manager meeting to review the submitted material allowed for quick decision making to reject the material and to have our team arborist step in to assist with sourcing the material to meet the design intent. The overall result of our management structure has been a more responsive project team, faster decision- making, and greater confidence for clients and stakeholders alike. In addition, the Curtis + Roger’s project manager will organize the work into a series of critical tasks. These tasks are evaluated as to the level of effort required, the available data and the anticipated scheduling impacts. This work effort is distributed to all team members, and tracked periodically – with completion dates, anticipated delays or additional tasks needed. The project manager will continually update the task list and track the scope and schedule modifications. Our project Miami Beach Promenade Feasibility Study & Masterplan in collaboration with the City of Miami Beach, a project which we are the prime consultant on, our task tracking allowed the submission of key project deliverables to be submitted ahead of schedule which allowed the City more time for internal review and additional public engagement efforts. Consequently, when additional meetings were requested for public engagement and presentation to City commission, the time saved from earlier phases allowed the project to continue in accordance with the original schedule on time and on budget. Quality Control/Quality Assurance Curtis + Rogers, since inception, has relied on an independent quality control methodology. Curtis + Rogers has implemented a Technical Quality Control Manual, which provides each employee with a comprehensive system of checklists for every aspect of production. The employee responsible reviews the checklists and ensures that the deliverable complies with all items covered in the checklist. Once the deliverable is completed, it is passed on to an independent reviewer, who once again will review the deliverable and ensure compliance with checklist and design and technical standards. The deliverable is redlined for corrections, returned to the responsible employee for incorporation of corrections prior to final delivery.
