Through RFQ No. 26- 07-01, the City is establishing a continuing professional services relationship with an electrical engineering team capable of responding to a broad and evolving portfolio of municipal infrastructure, facility, resiliency, and capital improvement needs. The required services span the complete project lifecycle— from consultation, studies, field investigation, preliminary engineering, and cost estimating through final design, permitting, bidding, construction administration, on-site representation, and project closeout. The RFQ specifically anticipates electrical engineering services for street and sports-field lighting, repair and replacement of electrical systems within City facilities, technical specifications, construction documents, cost estimates, and other assignments directed by the City. ECF Engineering Consultants is exceptionally well positioned to serve as the City’s continuing Electrical Engineering Consultant because these services align directly with our core professional practice. ECF is a Florida-based multidisciplinary engineering firm headquartered in West Palm Beach with more than 160 professionals and established capabilities in electrical engineering, building systems, utility and infrastructure engineering, permitting, construction administration, and commissioning support. Most importantly, ECF intends to self-perform the core electrical engineering services required under this contract, providing the City direct access to the Project Manager and Electrical Engineer of Record and maintaining responsibility for technical quality, schedule, budget, coordination, and construction support. Our understanding of Sunny Isles Beach extends beyond the individual tasks identified in the RFQ. The City operates within a uniquely demanding municipal environment: a compact coastal community containing high-rise development, public facilities, parks, parking structures, heavily traveled corridors, utility infrastructure, and public spaces within a limited geographic footprint. Electrical improvements must therefore be designed not only for code compliance, but also for reliability, resilience, maintainability, public safety, operational continuity, and long-term value. Coastal exposure, salt-air corrosion, hurricane conditions, flooding vulnerability, constrained construction staging, utility coordination, and the need to maintain public operations must be addressed as fundamental design criteria—not as secondary considerations discovered during permitting or construction. The City’s anticipated capital needs further demonstrate the importance of a versatile electrical engineering partner. ECF’s response identifies potential and programmed needs involving street-lighting improvements and LED conversions, public electric vehicle charging infrastructure, citywide security systems, solar generation and solar canopies, FPL transformer and utility relocations, emergency and standby power, municipal facility improvements, pump-station and process power, and other infrastructure modernization initiatives. These projects demand expertise across power distribution, load and service-capacity analysis, lighting and photometrics, grounding and surge protection, generators and automatic transfer systems, utility interconnection, renewable energy, EV infrastructure, controls, metering, and electrical system rehabilitation. ECF can provide this breadth of capability through one accountable engineering organization. ECF will approach each assignment as a municipal engineering decision first and a drawing-production exercise second. Before defining the solution, our team will establish the actual operating need, verify existing conditions, identify utility and permitting dependencies, evaluate alternatives, establish 5 CONTINUING PROFESSIONAL ARCHITECTURAL & ENGINEERING CONSULTING SERVICES (CCNA) RFQ 26-07-01-0-2026C probable construction cost, and define the most appropriate scope of professional services. Each task order will then be scaled to its complexity. A focused electrical assessment or photometric study will receive the same technical discipline and quality control as a major facility modernization, without unnecessary layers of administration. More complex assignments will draw upon ECF’s broader engineering, BIM/CADD, estimating, utility, construction, and specialty resources while maintaining a single accountable Project Manager. Our delivery philosophy also aligns closely with the City’s expectations for continuing services. The RFQ calls for coordinated design schedules, progressive 30%, 60%, 90%, and 100% reviews, phase-specific construction cost estimates, utility coordination, complete construction documents, permitting, construction administration, energy-efficient solutions, Engineer-of-Record responsibility, RFI response, and complete record documentation. ECF will integrate these requirements into a disciplined task-order management process built around early field verification, documented decision-making, constructability, independent QA/QC, budget and schedule control, and proactive communication with City staff. ECF also recognizes that the success of this continuing contract will ultimately be measured by responsiveness. The City needs a consultant that can address a relatively small electrical concern quickly while retaining the professional depth to execute a complex capital project when required. ECF commits to acknowledging task requests promptly, assigning a single responsible Project Manager, identifying permitting and FPL dependencies early, performing independent technical quality reviews before formal submissions, addressing outages and temporary power during design, and maintaining transparent records of decisions, schedules, budgets, and outstanding issues through closeout. Our relevant South Florida municipal and public-sector experience demonstrates this capability in practice. ECF has performed electrical system assessments, municipal recertifications, exterior and site- lighting design, utility service coordination, power-distribution upgrades, resilient municipal facility design, and engineering for continuously operating public facilities. It needs an electrical team that understands the operating realities of a compact barrier-island city where high-rise residential buildings, public parks, municipal facilities, parking structures, utility corridors, and heavily traveled rights-of-way occupy the same limited footprint. Electrical work must be planned around residents, visitors, public safety operations, seasonal traffic, constrained staging, and the City’s expectation that facilities remain in service. The coastal environment changes the design standard. Salt air accelerates deterioration of enclosures, fasteners, raceways, disconnects, lighting equipment, and exposed connections. Hurricane conditions require careful equipment anchorage, surge protection, grounding, emergency power planning, and post- storm access. Flood and king-tide exposure affect equipment elevations and site selection. The HVAC design incorporated a chilled water ice-storage system. The air-side of the HVAC system utilized a VAV medium pressure duct delivery method. The plumbing system was designed with energy efficient water heater and hot water recirculation loop. The HVAC and plumbing system were design to integrate into the building automation system for monitoring and control.
