Location & Responsiveness
Dempsey Design works from 700 S. Rosemary Avenue in downtown West Palm Beach, in the Rosemary Square district. The Government
Center at 18070 Collins Avenue is a 60–70 minute drive using the I-95 express lanes — a trip the Principal makes regularly — or a
comparable journey by Brightline from the station eight minutes’ walk from our door. Under RFQ Section 2.5 the hourly rate is all-inclusive
of travel, so the City pays nothing for our distance. What follows is what our location means in practice for a City Project Manager who
needs an architect on site.

Collins Avenue. This is a drive the Principal makes regularly and can confirm
from experience, not from a mapping estimate. Under RFQ Section 2.5 the
hourly rate is all-inclusive of travel, so travel time and mileage are absorbed
by the firm rather than billed to the City.

The Brightline West Palm Beach station at 501 Evernia Street is a four-
tenths-of-a-mile walk from our office. West Palm Beach to Aventura runs
about 56 minutes; Aventura station sits roughly three miles from the
Government Center. For Commission evenings and multi-hour workshops
this is often the more reliable option, and it removes traffic risk from the
City’s schedule.

U N D E R S TA N D I N G T H E C I T Y
Understanding the City of Sunny Isles Beach
Sunny Isles Beach is not a generic municipal client. It is a two-and-a-half-square-mile barrier island in northeast Miami-Dade
County, bounded by the Atlantic on the east and the Intracoastal on the west, with a single arterial spine running its length. Almost
every capital project the City undertakes is shaped by that geometry: constrained sites, salt and storm exposure, a road it does not
own, and neighbours within a few hundred feet of the work. The notes below describe how we expect task orders under this
contract to behave — and why our recent work is a direct fit.
A B A RRI ER ISL AND FI RS T, A CITY S ECON D
Design here begins with water. FEMA flood elevations, freeboard, and the
Florida Building Code’s High-Velocity Hurricane Zone provisions govern the
ground plane before any programme is set; king tides, salt-laden air, and wind-
borne debris govern the assemblies above it. Sea-turtle-conscious exterior
lighting and dune protection apply to anything east of Collins. This is precisely
the ground we are working on now at the Golden Beach Wellness Center — a
civic building seven miles up A1A on the same barrier island, on a compact
coastal site with the same flood-elevation and resilience constraints.
THE COLLI NS AV ENUE COR RIDO R
Collins Avenue is State Road A1A, which places design, permitting, and lane
closures within FDOT District 6 jurisdiction alongside the City’s own Public Works
permits. The City’s ongoing Collins and Golden Shores undergrounding work, its
intersection-safety and off-Collins bicycle initiatives, and its Transportation
Master Plan all point the same direction: work in this corridor is as much about
maintenance of traffic, pedestrian continuity, and neighbour notification as it is
about the finished product. We plan MOT and phasing as a design deliverable,
not a contractor afterthought.
PE RMI T TING I S A MU LT I-AGENCY PATH
The RFQ is explicit that the consultant obtains all approvals. On this island that
routinely means the City Building Department and Public Works, Miami-Dade
RER/DERM, Miami-Dade Water & Sewer, FDOT District 6 for anything touching
A1A, and FDEP or the Army Corps for coastal, seawall, and mangrove work. We
sequence these in parallel rather than in series, hold float ahead of the reviews
we do not control, and maintain a live permit-tracking log per agency — the
approach set out under Scheduling.

Dempsey Design was Lead Architect for this 10,000 SF civic community center
for the Town of Golden Beach, FL, under Town Manager Alexander Diaz.
Challenges: Located on a compact coastal site with strict zoning and FEMA
flood elevation requirements, the project balances architectural character,
community identity, and hurricane resilience. The program combines a gym,
spa, and community spaces within a constrained footprint while addressing
accessibility, circulation, and stormwater management.
Our Approach: We developed a spiral-inspired plan and roof form expressing
movement, wellness, and community. Working closely with Jezerinac Group
and ECF Consultants, we resolved the complex geometry within a resilient
concrete structure. The project was fully modeled in Revit, enabling
multidisciplinary coordination and continuous cost evaluation throughout
design.
Benefits: The Golden Beach Wellness Center creates a distinctive civic

a constrained coastal footprint. A resilient concrete structure and layered shading

Dempsey Design served as Lead Architect for this 2,800 SF restaurant fit-out in
downtown West Palm Beach, transforming an existing commercial shell into a
contemporary hospitality destination.
Challenges: Located within a constrained urban shell space, the project faced
significant mechanical, landlord, and infrastructure limitations. The existing
building provided no practical route for kitchen exhaust or makeup air,
requiring an innovative kitchen strategy and careful coordination of building
systems. Midway through design, the property was acquired by a new landlord,
requiring renewed approvals and alignment between ownership, consultants,
and the restaurant operator while maintaining project momentum.
Our Approach: Working closely with the client, consultants, and new
ownership team, Dempsey Design developed an efficient kitchen and front-of-
house layout that maximized functionality within the existing building
constraints. The project was fully modeled in Revit, enabling multidisciplinary

House, a historic residence in West Palm Beach’s Historic Northwest
neighborhood.
Challenges: The home’s historic designation required careful reconstruction

building-code requirements while working within a modest homeowner
budget. Existing conditions also had to be clearly documented so that
restoration decisions could be made with confidence and unnecessary
construction costs avoided.
Our Approach: Working directly with the client, Principal Architect Eric
Dempsey led detailed field documentation and prepared precise existing-
condition drawings to guide the restoration. In coordination with the project’s
MEP consultant, Dempsey Design developed permit documents focused on
code compliance, constructability, and cost-conscious solutions appropriate to
the historic character of the home.

Eric Dempsey served as chief designer for this 29,600 SF workplace interior
in Shanghai, China (approx. $3.8M first-floor fit-out within a $125M total
project). The project marked a pivotal milestone in the professional journey
that ultimately led to the founding of Dempsey Design the following year.
Challenges: Completion of entire integrated construction drawings with
detailed wall sections and client coordination. Eric also trained and
implemented Revit BIM software with the supporting staff who had never used
the software.
Our Approach: Collaborating closely with Hassell China's local support staff
and leading weekly coordination meetings with Roche project managers, Eric
Dempsey also interfaced with global leadership in Switzerland via
teleconference to guide the project to successful completion.
Benefits: Working locally in Shanghai, Eric gained a deep appreciation for the
culture and working styles of the local team, allowing him to help shape an
environment that truly fostered innovation. His on-the-ground presence
informed the design of dynamic spaces that supported the ebb and flow of
researchers across the Roche campus, intentionally creating opportunities for
spontaneous interaction and collaboration to spark creativity and advance
scientific discovery.

Our Approach: Eric Dempsey led the architectural and interior design,
relocating the reception area to the elevator lobby and introducing a feature
stair that visually and physically connected both floors. Careful space planning
integrated engineering neighborhoods, collaborative hubs, and social
amenities into a unified workplace. Close coordination with Splunk, Colliers,
and ADM Design Build ensured the design met operational, technical, and
construction requirements.

project required coordinating multiple floors within an occupied commercial
tower, complying with landlord standards, and delivering a distinctive design
using cost-effective local materials without compromising quality or brand
identity.
Our Approach: Working with the local design-build team at ADM Design
Build, Eric Dempsey led the architectural and interior design following a
competitive selection process managed by Cushman & Wakefield. The initial
commission included the 11th and 12th floors of Huaihai Plaza, creating
flexible workspaces, collaborative environments, and a strong brand presence
tailored to McCann's creative culture. The success of the initial project led to
additional commissions for the 10th, 15th, 20th, 22nd, and 25th floors as
McCann and other IPG companies expanded within the building.
Benefits: The project established a long-term relationship between ADM
Design Build and one of the world's largest marketing and communications
organizations. It also reflects the experience and design leadership that now
informs Dempsey Design's approach to delivering cost-conscious, high-

Following the successful delivery of McCann Worldgroup's Shanghai
workplace, Eric Dempsey led the design of more than 110,000 square feet of
workplace environments for multiple Interpublic Group (IPG) companies,
including McCann Worldgroup, McCann Health, FCB, and Mediabrands.
Challenges: Each IPG agency required a distinct workplace identity while
occupying the same commercial tower. The projects were delivered in multiple
phases under constrained budgets and aggressive schedules, requiring close
coordination between international clients, local consultants, contractors, and
suppliers across language and cultural boundaries.
Our Approach: As Design Director, Eric Dempsey led a multidisciplinary team

construction. Eric presented design concepts to multinational leadership in
English while coordinating day-to-day project execution with local teams in
Chinese.

Eric Dempsey contributed to the design of SABIC's 140,000-square-foot China
Research & Design Center in Shanghai, helping create a flagship research and
innovation campus for one of the world's leading petrochemical companies.
Challenges: The project required integrating global corporate standards with
local construction practices while delivering a highly technical environment for
research, laboratories, and corporate offices. Close coordination was required
among Saudi leadership, Chinese stakeholders, consultants, and an
international design team to ensure the facility met both operational
requirements and SABIC's global brand standards.
Our Approach: Working with M Moser Associates, Eric Dempsey contributed
to the architectural and interior design of all four floors, including the lobby,
showroom, laboratories, offices, auditorium, cafeteria, fitness facilities, and
collaborative spaces. BIM coordination, detailed technical documentation, and
integrated specifications supported multidisciplinary collaboration while
incorporating SABIC's advanced plastics technologies as both functional
building materials and an expression of the company's innovation.
Benefits: The completed facility established a benchmark research and
workplace environment supporting innovation, collaboration, and corporate
identity throughout Asia. The project strengthened Eric Dempsey's experience
delivering large-scale international projects requiring complex stakeholder
coordination, multidisciplinary teamwork, and technically sophisticated design

Eric Dempsey designed with JBHM this new General Services Complex for
Jackson County, Mississippi, helping shape a resilient civic facility supporting
the region's post-Hurricane Katrina recovery.
Challenges: Located within a flood-prone coastal environment, the project
required a resilient design capable of withstanding future storm events while
meeting FEMA funding requirements and modern government operational
needs. Site planning, flood elevations, and long-term durability were central to
the project's success.
Our Approach: Working with senior leadership at JBHM Architects, Eric
Dempsey led portions of the schematic and design development phases,
including site planning, flood-elevation studies, and interior space planning.
Using Building Information Modeling (BIM) in Revit, the design team
developed a coordinated three-dimensional model that integrated building
systems, optimized circulation, and supported the development of a flood-
resistant civic facility.
Benefits: The completed design provides Jackson County with a durable,
efficient government facility designed for long-term resilience and reliable
public service. The project reflects Eric Dempsey's early experience delivering

Hui Zhou served as Project Manager for Zegna window display installations,
coordinating design, fabrication, logistics, and installation to meet exacting
brand standards. This project is just one example of the many luxury retail
displays, pop-ups, and store fit-outs Hui has managed throughout her career.
Challenges: Luxury window displays operate on exceptionally compressed
schedules and are judged at very close range. Custom fixtures, graphics,
finishes, lighting elements, and display components must arrive together and
install within a narrow changeover window, often while the retail environment
remains operational. Every visible detail must conform to established brand
standards.
Our Approach: Hui managed the process from design coordination and shop
drawing review through fabrication, quality control, delivery, and installation.
She coordinated specialist vendors, reviewed materials and samples, tracked
production schedules, resolved fabrication issues, organized logistics, and
supervised installation and final adjustments to ensure the completed displays
matched the approved design intent.
Benefits: The work demonstrates Hui’s ability to translate a demanding design
concept into a precisely executed physical installation. Her experience
coordinating custom fabrication, controlling finish quality, managing multiple
vendors, and overseeing installation under fixed deadlines brings a valuable

Eric J. Dempsey is the founder and principal of Eric Dempsey Architect,
LLC, a South Florida–based architecture and interior design practice
grounded in thoughtful design, technical rigor, and direct principal
involvement. He brings more than two decades of experience spanning
civic, commercial, hospitality, workplace, retail, and research
environments, including twelve years living and working in China and
delivering projects throughout the Asia-Pacific region.
A licensed Architect in Florida, New York, Washington, DC, and Arkansas, Eric is also a Florida
Licensed Interior Designer, NCARB Certificate holder, LEED Accredited Professional, and Construction
Documents Technologist. His work combines architectural design, interior environments, digital
modeling, visualization, and environmental analysis with a strong emphasis on constructability,
coordination, and the long-term performance of the built environment.
More than a decade in China’s fast-paced commercial design-build environment shaped a
pragmatic, cost-conscious approach to project delivery—balancing creative ambition with schedule,
budget, constructability, and client objectives. Since returning to South Florida, Eric has applied that
experience to civic and commercial work, including the Golden Beach Wellness Center, where he
serves as Lead Architect through design and construction. His approach is principal-led,

Hui Zhou is a key leader and co-founder of Eric Dempsey Architect, LLC,

merchandising, and multi-location rollouts for internationally

She maintains direct working relationships with luxury brand teams, Chinese manufacturers, specialty
fabricators, and material suppliers, coordinating projects from concept and procurement through
fabrication, installation, and final delivery. Her experience managing cross-border teams and supply
chains has developed a strong understanding of how design intent, cost, schedule, quality, and
constructability must remain aligned throughout the project.
Her expertise includes product sourcing, material procurement, custom fixture fabrication, vendor
coordination, and quality control, often within the compressed schedules and exacting standards
characteristic of luxury retail. As a bilingual project manager fluent in English and native Chinese, she
is particularly effective at bridging communication between clients, designers, consultants,
manufacturers, and contractors across different markets and working cultures.
That same discipline now informs her project management and quality-control role at Dempsey

is reviewed every week, in writing, with the owner.”
SCHEDULE DISCIPLINE IS A DELIVERABLE, NOT A BYPRODUCT.
How we build the schedule. Every task order begins with a
backward-planned milestone schedule built from the owner’s required
completion date, not forward from the notice to proceed. We fix the
permit submittal date first, then work backward through the 100%,
90%, 60%, and 30% design reviews required under RFQ Section 3.4,
adding explicit float ahead of any authority-having-jurisdiction review
we do not control. Durations come from a logged history of
comparable projects.
How we maintain it. The schedule is issued as a one-page milestone
view the owner can read in thirty seconds. It is updated weekly and
reissued at every Gateway Review with three items flagged in plain
language: what moved, why it moved, and what it costs in calendar
days.
Example — concurrent review to protect a permit window. On
Gelato & Co (Jupiter, FL), imported Italian equipment, landlord design-
standard review, and Palm Beach County health department
requirements all sat on the critical path. Rather than sequence them,
we released a landlord-review set and a health-department equipment
package in parallel with ongoing construction documentation, holding
a single coordinated model so that comments from either reviewer
could be absorbed without restarting the set. The permit application
went in on the originally committed date.
Challenge — a mid-design change of ownership. On Urban Roast
(West Palm Beach, FL), the property was sold partway through design,
requiring renewed approvals from an entirely new landlord while the
operator’s opening date held firm. We froze the drawing set at its
then-current state, produced a short conformance package the new
ownership could approve on its own terms, and ran consultant
coordination on the unaffected building systems concurrently rather
than pausing the team. The approval reset consumed the float we had
reserved ahead of permitting; the project reached closeout in July
2026.

The samples below illustrate the format and level of detail our estimates carry from early conceptual budgeting through construction-document pricing
— giving the owner a consistent, comparable cost picture at every phase.
Conceptual Estimate — Schematic Design. Parametric, area- and system-based.
Establishes the budget envelope and identifies the three or four line items that will drive
total cost.
Detailed Bill of Quantities — Design Development. Quantities taken directly from the
Revit model and priced by the independent third-party estimator, giving the owner
arm’s-length numbers.
Value Engineering Comparison. Alternates presented side by side with cost delta,
schedule impact, and a plain statement of what is given up — so the owner decides, not
the design team.
Budget Tracking — DD Through CD. A single running comparison against the original
target. Variance beyond 10% triggers a cost alignment review before design advances.

Quality Control / Quality Assurance
“Every sheet that leaves this office has been reviewed by the
architect whose seal is on it. That is the entire quality system in one
sentence.”
PRINCIPAL SIGN-OFF IS NON-DELEGABLE.
Four reviews, every set. No drawing set is issued — to the City, to a
permitting authority, or to a bidder — until it has cleared four
sequential reviews. (1) Coordination review: the federated Revit model
is checked for interference between architectural, structural, and MEP
work, with unresolved conflicts logged rather than deferred. (2) Code
and accessibility review: the set is checked against the Florida Building
Code, the Florida Accessibility Code, FEMA flood-elevation
requirements, and applicable Miami-Dade County and City of Sunny
Isles Beach ordinances. (3) Constructability and completeness review:
sheet-by-sheet against a standing office checklist covering references,
tags, schedules, details called and drawn, and specification alignment.
(4) Principal review and seal: Eric J. Dempsey personally reviews and
signs off before release, on every task order.
How consultant work is held to the same standard. Sub-consultant
deliverables are not simply bound into our set. Each consultant
submission is back-checked against the architectural model and
confirmed at key milestones, helping resolve coordination issues
before they reach the field.
Principal review in progress, prior to seal and release.
Issue tracking and closeout. Procore will be used to track review
comments, RFIs, submittals, and field issues through closeout. Each
item is assigned, tracked to resolution, and closed by the originating
reviewer, creating a continuous record through punch list and record
drawings.
In practice. On Golden Beach Wellness Center, a spiral-geometry civic
building on a constrained coastal site, the full project was modeled in
Revit specifically so that structural geometry from Jezerinac Group and
mechanical routing from ECF Consultants could be resolved against
the architecture continuously rather than at milestone hand-offs. That
approach is the office standard, not a project exception — Roche
Innovation Center and Sabic China Research & Design Center were
delivered on the same model-based coordination discipline.

Complaint Handling & Client Communication
How a concern reaches us. Complaints and concerns — from the
City’s Project Manager, from a resident, from a contractor, or from a
permitting reviewer — come to one place: Eric J. Dempsey, the
Principal-in-Charge, at 561-889-0350 or ericj@dempsey-design.com.
There is no intake queue and no account manager. Any concern
received in writing is acknowledged in writing within one business
day, whether or not it can be resolved that day, with a named owner
and a date by which a substantive response will follow.
How it is worked. The Principal reviews the concern against the
contract documents and the project record before responding, so the
first substantive reply is factual rather than defensive. Where the issue
is ours, we say so and propose the correction . Where it is not, we say
that too, with the documentation attached. A proposed resolution and
its schedule or cost implication are issued to the City’s Project
Manager for concurrence before anything is implemented.
Escalation to the City’s Project Manager. Anything affecting cost,
schedule, code compliance, or public safety is escalated to the City’s
Project Manager immediately on discovery — not held for the next
scheduled meeting. Escalation is always in writing, always includes a
recommended course of action, and is confirmed by telephone the
same day for any item touching safety or a permitting deadline. Items
are closed only when the City’s Project Manager confirms closure in
writing, and every closed item is logged so that the underlying cause is
addressed on subsequent task orders.
Standard communication cadence. A written progress note weekly
through design; a Gateway Review at each phase completion with the
owner present; weekly site meetings and written field observation
reports through construction administration; and a single point of
contact throughout.
In practice. On Urban Roast, a mid-design change of building
ownership put the operator, the incoming landlord, and the consultant
team briefly out of alignment. Direct principal-to-principal
conversation with all three parties — rather than correspondence
routed through staff — re-established a single agreed scope and
approval path within the reserved float.

Exceptions to RFQ Terms & Conditions
Dempsey Design takes no exceptions to the terms and conditions of RFQ # 26-07-01, as amended by Addenda #1 through #8.
Eric Dempsey Architect, LLC (d/b/a Dempsey Design) accepts the Instructions to Proposers and General Terms and Conditions (Section 1),
the Special Terms and Conditions (Section 2), the Scope of Work and Technical Specifications (Section 3), and the Bid Submittal
requirements (Section 6) as issued and as revised by addenda — including the indemnification language substituted by Addendum # 4 in
accordance with §725.08, Florida Statutes, and the liquidated damages provision added by Addendum # 8. This statement is consistent
with Item 7 of the Questionnaire at RFQ page 40, submitted in Section 6 of this proposal.
I N SURA N C E — CONF IRM AT I ON OF COVERAGE
Per Addendum # 4 (A18 and A27), the City will consider firms carrying a minimum Professional Liability limit of $5,000,000, and umbrella or excess
coverage is acceptable to reach the required limit provided the excess policy schedules the professional liability policy as underlying and is follow-form.
Dempsey Design will maintain Professional Liability, Commercial General Liability, Business Automobile Liability, and Workers’ Compensation /
Employer’s Liability coverage at the limits required under RFQ Section 2.10 as amended, with the City of Sunny Isles Beach named as Additional Insured
on all coverages other than Professional Liability, per Addendum # 4, A20. A current Certificate of Liability Insurance is included in Section 1.
This page states no exceptions. If revised limits or endorsements are required at award, Dempsey Design will bind the required coverage prior to contract execution.
