Mr. Paruas possesses extensive expertise in all anticipated type of work for this Contract, including Boundary and Topographic Surveys, Sketch and Legal descriptions, survey layout, and hydrographic surveys. Mr. Paruas will dedicate the time and resources necessary to ensure the successful execution of the Project from notice to proceed through final delivery. His responsibilities include overall project oversight, scheduling, budgeting, coordination of survey and SUE activities, resource allocation, quality management, and client communication. The Project Manager will conduct regular progress reviews, monitor project milestones, promptly address challenges or changes in scope, and ensure appropriate staffing levels are maintained throughout the assignment. (60% available) – Principal in Charge for this Contract. Mr. Hadad is the Founder and President of HADONNE and brings over 34 years of experience. His extensive portfolio includes projects with Miami Dade County Department of Transportation and Public Works (MDDTPW), Miami Dade Water and Sewer Department (MDWASD), Florida Department of Transportation (FDOT), and multiple municipalities. His expertise includes high-accuracy GNSS Survey control, laser scanning, utility investigations, construction layout, and 3D topographic surveys. Mr. Hadad brings a wealth of knowledge of comprehensive experience in the field of infrastructure development. His expertise spans across Surveying and Mapping, Planning, Design, Agency Permitting, and Construction Management. As a seasoned Senior Project Manager, Mr. Hadad has overseen a wide range of Public and Private Infrastructure projects, providing full-spectrum project services from the initial program management to the final stages of construction. In his capacity as a Professional Surveyor and Mapper, he has adeptly handled route/right-of-way, boundary, construction, plats, topographic, and geodetic control surveys for various projects, including cellular towers, transportation systems, and both commercial and residential developments. As the proposed Principal in Charge of this contract, Mr. Hadad will provide overall executive oversight and strategic direction, ensuring that all services are delivered in accordance with contract requirements, client expectations, and industry standards. He will serve as a senior resource for critical decision-making, risk management, and issue resolution, particularly on complex or high-priority assignments. Mr. Hadad will support the HADONNE PM by monitoring performance, staffing, and resource allocation to maintain schedule, budget, and quality objectives. Jose Senas, P.S.M. will support our team as QA/QC Manager. Licensed since 1999 and with HADONNE for over 14 years, Mr. Senas leads quality control and risk management efforts. He has overseen QA/QC on most HADONNE projects and ensures compliance with company standards and City requirements, delivering consistent, accurate results. As QA/QC Manager, he is responsible for establishing, implementing, and enforcing quality assurance and quality control procedures to ensure that all surveying and mapping deliverables meet project specifications, regulatory requirements, and industry standards. This role involves developing project-specific QA/QC plans, conducting systematic reviews of field data, survey computations, and final mapping products, and verifying compliance with applicable standards. He provides independent oversight throughout all project phases, identifying potential risks, discrepancies, or errors early and implementing corrective actions to maintain data accuracy and consistency. Alexis Rodriguez, P.S.M. Project Lead. Mr. Rodriguez will support project execution, coordination, and delivery while ensuring technical excellence across all assignments. He specializes in advanced data acquisition and processing technologies, including terrestrial laser scanning, UAV/drone mapping, and LiDAR (SLAM, static, and mobile platforms). Mr. Rodriguez is highly proficient in industry-leading software such as Civil 3D, Carlson, and Bentley OpenRoads Designer, and has extensive experience producing high-accuracy 3D models and survey deliverables. His technical expertise also includes BIM modeling in Autodesk Revit and point cloud processing using Leica Cyclone and TopoDOT. Widely recognized for his proficiency in deploying modern survey equipment and software solutions. Raul Izquierdo, P.S.M. will serve as Senior Project Surveyor for this contract. He specializes in survey computations, including level adjustments, GPS calibration, traverse closures, boundary analysis, construction layout, as-built surveys, and topographic surveys. His experience includes numerous projects for MDAD, FDOT, MDWASD, and MDDTPW. Mr. Izquierdo will support project coordination and oversee day-to-day survey operations, including both field and office activities. He directs and reviews data collection efforts using conventional methods, LiDAR, and UAV technologies, ensuring compliance with project scope and requirements. He is responsible for reviewing field data for accuracy and completeness and performs QA/QC of initial field activities and data processing. Eduardo Reyes, S.I.T. will be HADONNE Lead Survey Technician. Mr. Reyes specializes in boundary, topographic, and drainage surveys. He also brings extensive experience in title review and boundary preparation, with strong knowledge of Florida Standards of Practice (FAC 5J-17.051). Eduardo supports and leads field and office survey operations to ensure the accurate and efficient completion of surveying and mapping projects. In addition, Eduardo assists with data processing, calculations, and drafting, ensuring that all survey 19 information is complete, accurate, and consistent with project requirements. He leads a team of survey/CADD techs on the preparation and final submittal of 3D Topographic, Boundary, As-built survey maps. Ruben Mesa, S.I.T. (50% available) will serve as Sr. Survey Technician / Field Crew Supervisor. With over 40 years of experience, including 16 years leading HADONNE field operations, Mr. Mesa oversees scheduling and coordination of field crews. He has extensive experience with MDAD, FDOT, MDWASD, and MDDTPW projects and deep familiarity with field procedures and standards. Pedro Ugas, Sr. Utility Coordinator (UC)m will serve as SUE Manager for this contract. Pedro Ugas is a distinguished professional with over thirty years of rich experience in the inspection, construction, and coordination of utilities for significant projects across the United States. His extensive background has endowed him with a profound understanding of construction processes, utility access management, and utility coordination. Mr. Ugas’s expertise is particularly notable in the realm of utility coordination and Sub-surface Utility Engineering (SUE) on Miami Dade County and Florida Department of Transportation (FDOT) projects. He leads our SUE operations, overseeing vacuum units and designation/excavation crews. He has completed a wealth of tasks for public entities in South Florida (SOFLA), including MDAD, MDDTPW, MDWASD and FDOT6, FDOT4 and Florida Turnpike. . Hermes Aguilar will serve as HADONNE Lead SUE Technician. Mr. Aguilar oversees daily SUE operations for HADONNE, scheduling field crews, providing support and performing the CADD of SUE deliverables, including Quality Level B (Designated lines) using lines and color code as per MDAD standards and the Vacuum Report (TH Reports) and table of verified utilities to be submitted to the Department. Mr. Aguilar is well-versed in using AutoCAD, Land Development desktop, Microstation V8, Geopak 2004, CAICE, MS Office Suite, TRIMBLE, Total Stations, Conventional Equipment. HADONNE is currently maintaining a steady workload and has sufficient staff, field crews, and technical resources available to successfully support this contract. Our team is eager to expand its relationship with the City and is fully committed to providing the personnel and resources necessary to deliver responsive service, meet project schedules, and produce high-quality surveying and mapping deliverables. Additionally, all HADONNE personnel assigned to this contract are thoroughly familiar with the scope of services typically associated with this surveying and mapping contract. Our Professional Surveyors and Mappers (PSMs), project managers, survey technicians, SUE specialists, CADD staff, and field crews routinely perform boundary, topographic, construction, utility, right-of-way, hydrographic, and control surveys for municipal, county, state, and aviation clients throughout South Florida. This experience enables our team to mobilize quickly, efficiently coordinate assignments, anticipate project needs, and deliver consistent, high-quality services while maintaining compliance with standards, schedules, and client expectations. This investigation included vacuum excavation and location to verify the horizontal and vertical positions of existing underground utilities at selected locations. Located all sites in question with GPS, Dates of Service 06/2023 – 08/2023 Miami-Dade County Contract E15-PWWM-07 Project 20170037 Successfully completed a comprehensive topographic survey project in Miami-Dade County. The project encompassed various tasks, beginning with establishing the centerlines of rights-of-way. These centerlines were based on existing Plats or fractional lines if adjacent properties were not platted. The project also involved showing right-of-way lines according to Public Records for the project area. To ensure accurate measurements, a physical control baseline was established using the center lines of the right-of-ways. Additionally, the project required establishing a site benchmark in the NGVD 1929 elevation datum. This benchmark served as a reference point for elevation measurements. The survey team then meticulously located all topographic data approximately 50 feet beyond the PC (Point of Curvature) of the radius returns along all intersecting streets. To account for drainage systems, the surveyors identified and located all drainage structures, recording details such as the size of the structures and drainage pipes’ inverts, elevations, and size. Furthermore, the project involved locating all existing mast arms, including their lengths and sizes. To gather comprehensive data, cross- section measurements were collected at 25-foot intervals. The team ensured that all data was recorded in state plane coordinates and overlaid on an aerial photograph, facilitating precise mapping and analysis. The surveyors also accounted for overhead wires, meticulously locating them and determining ground clearance at the maximum sag point. In addition to the survey data, the project required denoting the origin of control points, either within the survey documentation or a separate report. COST CONTROL Effective management of project schedule and budget is critical to the success of any assignment. Delays and cost overruns can negatively impact operations, stakeholder confidence, and overall project performance. HADONNE applies a proactive, structured approach that integrates planning, monitoring, technology, and communication to maintain control over both schedule and budget. COST CONTROL METHODS, AND PERFORMANCE TRACKING HADONNE utilizes its own designed DPM software for continuous project monitoring and control, including: • Real-time tracking of expenditure • Forecasting of project milestones • Budget-to-actual comparisons • Cost-to-complete analysis The system provides the Project Manager with a live budget dashboard, showing authorized funds and expenditures by task. Mr. Paruas conducts regular reviews to evaluate progress against the project baseline, enabling rapid identification of activities impacting schedule or cost. When deviations are identified, HADONNE implements immediate corrective actions and risk mitigation strategies, including reallocation of resources and schedule adjustments to maintain project performance. PROJECT SCHEDULE 42 Upon receipt of each assignment, the Project Manager, Frank Paruas, PSM, will develop a detailed, task-specific schedule that clearly defines project milestones, deliverables, and critical deadlines. Work activities are logically sequenced and aligned with available resources to maximize productivity while maintaining compliance with City requirements. Schedules are actively monitored and updated throughout the project lifecycle to reflect progress, field conditions, and any changes in scope. Mr. Paruas maintains close coordination with field crews, technical staff, and subconsultants to ensure tasks remain on schedule and potential delays are identified early. When necessary, adjustments are implemented promptly to mitigate impacts and maintain overall project performance. HADONNE will develop a comprehensive Project Plan utilizing our in-house Digital Project Management (DPM) based software, which serves as the foundation for managing both project schedule and budget. This structured approach ensures consistency, accountability, and efficient execution across all task work orders. The Project Plan establishes detailed work breakdown structures to clearly define project tasks and deliverables, along with accurate schedules that incorporate logical sequencing and assignment of responsibilities to appropriate staff. In addition, comprehensive cost estimates are prepared to support effective budget management and resource allocation. This process establishes a clear and measurable project baseline, which is continuously monitored throughout the project lifecycle. By tracking performance against this baseline, HADONNE ensures timely identification of variances, proactive adjustments, and successful delivery of projects in accordance with the City requirements. HADONNE maintains flexibility and resources to respond rapidly to City needs, including the ability to mobilize a Survey/SUE field crew within 24 hours of authorization. For projects requiring Quality Level A (QLA) utility verification, HADONNE can coordinate and deploy vacuum excavation services typically within 72 hours following an 811 Sunshine State One-Call ticket response. Regular communication with the City staff ensures transparency regarding schedule status, upcoming activities, and key milestones. Through disciplined scheduling, continuous oversight, and responsive coordination, HADONNE ensures efficient project execution and the consistent, on-time delivery of high- quality surveying and mapping services. 43 QUALITY ASSURANCE / QUALITY CONTROL (QA/QC) HADONNE implements a rigorous Quality Assurance/Quality Control (QA/QC) program to ensure all deliverables meet or exceed the standards and expectations of the City of Sunny Isles Beach. Our QA/QC process is integrated throughout each phase of the project—from planning and data collection to processing and final submittal—to maintain consistency, accuracy, and compliance with guidelines and applicable industry standards. HADONNE has designated Jose Senas, PSM as the QA/QC Manager for this Contract. He will ensure that each project will have its own QA/QC Plan. Field operations are conducted under the supervision of experienced licensed professionals and field supervisors, with established procedures for equipment calibration, control verification, and redundant measurements where appropriate. Data processing and deliverables undergo a structured multi-level review process. Initial checks are performed by the responsible surveyor or technician, followed by independent technical (peer) review by senior staff to verify computations, datum consistency, coordinate integrity, and adherence to project specifications and standards. Our in-house QA/QC protocols also incorporate advanced software tools, including automated and AI-assisted routines, to identify inconsistencies or anomalies in collected and processed data. Prior to submittal, all mapping and survey products are reviewed for completeness, clarity, and compliance with the City standards, including proper documentation, metadata, and file formatting. Any discrepancies are resolved promptly, ensuring that final deliverables are accurate, reliable, and ready for immediate use by the City. Following initial review by the Project Surveyor, survey technicians address all comments and mark completed revisions using yellow highlighting, initialing each item. The Project Surveyor then verifies the revisions and uses green highlighting to confirm that comments have been satisfactorily resolved, while items requiring further review are marked in orange. Upon completion of all revisions, the Project Surveyor performs a final verification and executes the QC-marked documents. The finalized files are then scanned and archived in the project QA/QC folder, ensuring complete documentation and recordkeeping. This systematic approach enhances accountability, improves accuracy, and minimizes the potential for oversight in the final deliverables.
