defendant in two civil matters arising from disputes involving clients and private residents. One matter was dismissed

EXPERIENCE SERVING SUNNY ISLES BEACH
The City selected our team to provide ongoing geospatial engineering, planning, civil engineering, landscape
architecture, and construction management services on an as-needed basis. Projects completed under this contract
include:
Bella Vista Park Redevelopment
Landscape Architecture | Civil Engineering | Survey & Mapping
Development of a new park at the Bella Vista Park site,
approximately 0.9-acres. The project team provided
civil, survey, subsurface utility engineering, planning,
and landscape architecture services while coordinating
structural, environmental, electrical, and geotechnical
subconsultants. All phases, from concept development
through final construction documents, were managed
by in-house professionals. Park reconstruction included
demolition, site grading, a new water service connection,
and fountain improvements.
Town Center Park
Landscape Architecture | Civil Engineering | Planning
Town Center Park is an existing 3.5-acre space in downtown
Sunny Isles Beach. Our team was selected to provide
civil engineering and landscape architecture services for
improvements throughout the park. The park upgrades
include landscape and hardscape design, tree inventory,
and preliminary engineering design development plans,
including utility information, water, sanitary sewer, and
drainage. Our team coordinated meetings with the City
of Sunny Isles Beach and its Planning and Development
Services Department. Civil and landscape construction
documents were developed in coordination with the
City and required regulatory agencies’ approval. Survey
support was provided under the previous continuing
services contract.
Ritz Carlton Site Park
Landscape Architecture | Civil Engineering | Survey & Mapping | Planning
This project involves the development of a new park in downtown Sunny Isles Beach. Services included survey, civil
engineering, planning, and landscape architecture for the development of a new waterfront park. A multidisciplinary
team coordinated geotechnical engineering, site lighting, and permitting activities from concept development through
construction documentation.
Skate Park
Survey & Mapping
The City retained our survey team to provide topographic
and boundary surveying services for the Town Center Skate
Park. The survey included surface improvements such as
buildings, roadways, pavement, sidewalks, traffic striping,
walls, fences, and surface utilities. Trees were also surveyed,
and storm/sanitary structures were noted with pipe invert
elevation, diameter, material, and direction.

Vulnerability Assessment Grant Application
Planning | GIS | Resiliency | Grant-Funded Program Support
Our team assisted the City with a Vulnerability Assessment
and Adaptation Plan aimed at identifying, evaluating, and
mitigating climate-related risks. Funded by the Florida
Department of Environmental Protection through the
Resilient Florida Grant Program, this project was focused
on protecting Sunny Isles Beach’s critical infrastructure
from the growing threats of sea level rise, storm surge,
tidal flooding, and compound climate events. Through
a combination of geospatial data analysis, sea-level rise
modeling, and scenario planning, the project delivered a
comprehensive assessment of the City’s most vulnerable
assets. The resulting Adaptation Plan included customized
strategies for resilience, supported by community input and
aligned with the City’s broader planning efforts, including
capital improvements and the Local Mitigation Strategy.
SR 826 / Sunny Isles Beach Blvd. Service Road Parking Lot
Civil Engineering | Survey & Mapping | Construction Documents | Permitting
Our team provided surveying and civil engineering services for the development of a new parking lot under the existing
SR 826/Sunny Isles Beach Blvd. overpass. This site area of this project is 0.25 acres and will consist of approximately
24 to 30 parking spaces with lighting. Services included topographic survey, preliminary engineering, construction
documents, permitting, and specialty subconsultant coordination.
Government Center Office Trailer
Civil Engineering | Permitting
Civil engineering services included preparation of water and sanitary sewer plans, permit applications, and construction
support for the Government Center Office Trailer.
Intracoastal Park
Landscape Architecture | Civil Engineering | Survey & Mapping | Planning | Traffic Engineering
This passive park project connected two parcels along SR A1A and included walkways, security lighting, aluminum fencing,
and landscaping improvements. Services included civil engineering, planning, surveying, landscape architecture, traffic
engineering, and permitting. Working closely with the City, the project team successfully delivered the park within an
aggressive schedule to meet funding requirements.

immediate responsiveness, accessible project leadership, and the ability to efficiently support multiple concurrent task

WORK AUTHORIZATION PROCESS
1. Initial Coordination
Our Project Manager will meet with City staff
within one (1) business day of a request to discuss
project objectives, scope, schedule, and budget
requirements.
2. Draft Scope, Schedule & Fee
A draft scope, schedule, and fee proposal will be
provided within five (5) business days following
the scoping meeting.
3. Final Work Authorization
Final scope, schedule, and fee documents will be
submitted within two (2) business days following
receipt of comments and negotiation direction.
4. Immediate Mobilization
Upon authorization, KEITH will mobilize
immediately and assign the appropriate
personnel necessary to begin project execution.

planning, resiliency, utility coordination, and permitting services. Supported by more than 200
professionals across five Florida offices, KEITH maintains the capacity and resources necessary to
support both routine work authorizations and complex multidisciplinary assignments.

As the City of Sunny Isles Beach’s current continuing services consultant, KEITH offers a unique combination
of local knowledge, multidisciplinary expertise, and proven continuing services experience. Supported by
more than 200 professionals across five Florida offices, our team provides civil engineering, landscape
architecture, survey and mapping, transportation engineering, CEI, planning, and resiliency services in-
house. Through more than 75 continuing services contracts and extensive experience coordinating with
Miami-Dade County, FDOT, DERM, FDEP, SFWMD, and utility providers, KEITH has demonstrated the ability
to function as an extension of City staff while delivering responsive, high-quality professional services.
KEITH currently serves as the City of Sunny Isles Beach’s continuing services consultant, providing civil
engineering, planning, survey and mapping, landscape architecture, transportation engineering, and
resiliency-related services. Work completed under the contract includes Bella Vista Park Redevelopment,
Town Center Park Improvements, Ritz Carlton Site Park, Town Center Skate Park Surveying, Vulnerability
Assessment and Adaptation Planning, SR 826/Sunny Isles Beach Boulevard Parking Lot Improvements,
Government Center Office Trailer, and Intracoastal Park. Services have included planning, civil engineering,
landscape architecture, survey and mapping, transportation engineering, permitting, utility coordination,
resiliency planning, and construction support.

The undersigned Proposer proposes and agrees, if this Bid is accepted, to enter into a Contract with the City of Sunny
Isles Beach to perform and furnish all Services as specified or indicated in the Contract Documents for the Contract
Price and within the Contract Time indicated in this Bid and in accordance with the other terms and conditions of
the Contract Documents.
The Proposer accepts all of the terms and conditions of the Advertisement or Request for Qualifications and
Instructions to Proposers, including without limitation those dealing with the disposition of Bid Security. This Bid
will remain subject to acceptance for 90 days after the day of Bid opening. The Proposer agrees to sign and submit
the Contract and other documents required by the Bidding Requirements within ten days after the date of the City’s
Notice of Award via Commission approval.
In submitting this Bid, the Proposer represents, as more fully set forth in the Contract, that:
▪ The Proposer has familiarized himself/herself with the nature and extent of the Contract
Documents, Work, site, locality, and all local conditions and Law and Regulations that in
any manner may affect cost, progress, performance, or furnishing of the Work.
▪ The Proposer has given the City written notice of all conflicts, errors, discrepancies that it
has discovered in the Contract Documents and the written resolution thereof by City is
acceptable to the Proposer.
▪ This Proposal is genuine and not made in the interest of or on behalf of any undisclosed
person, firm or corporation and is not submitted in conformity with any agreement or
rules of any group, association, organization, or corporation; the Proposer has not directly
or indirectly induced or solicited any other Proposers to submit a false or sham Bid; the
Proposer has not solicited or induced any person, firm or corporation to refrain from
Bidding; and Proposer has not sought by collusion to obtain for itself any advant age over
any other Proposers or over the City.
The City and the successful Proposer will establish completion times for each individual Work Item and the successful
Proposer agrees that the work will be completed within the time frames agreed upon and stipulated in the Notice
to Proceed.
