With 59 years of experience, a strong South Florida presence, and the resources of a nationally recognized firm, Kimley-Horn offers the City the local, responsive, multidisciplinary capabilities needed to support a wide range of municipal assignments. As your Contract Manager, I will serve as the City’s primary point of contact and remain directly involved from the first task order through final closeout. I understand that a continuing-services contract succeeds when the City can reach its consultant quickly, receive clear answers, and rely on the right technical resources without unnecessary delay. I will work closely with our Discipline Category Leads to define each assignment, align the appropriate staff, coordinate technical reviews, and keep City staff informed of schedule, budget, decisions, and potential issues. This hands-on approach will provide continuity across task orders while giving the City direct access to Kimley-Horn’s broader resources when specialized support is needed. To support this commitment, I have assembled a local, multidisciplinary team backed by Kimley-Horn’s Tri-County offices. We can perform the vast majority of the most requested services in-house, allowing us to mobilize highly qualified staff quickly, maintain accountability across disciplines, and provide consistent quality. As one of Florida’s largest civil engineering firms, Kimley-Horn has extensive experience supporting South Florida municipalities through continuing- services and on-call contracts with scopes comparable to RFQ #26-07-01. Our proposed discipline leaders are: GENERAL CIVIL ENGINEERS. As Contract Manager and General Civil Engineering Lead, I bring 26 years of experience in planning and detailed design, drainage design, pump stations, stormwater modeling, water and sewer systems, and roadway drainage. My background directly supports the City’s flood mitigation and infrastructure priorities. My experience in hydrology and hydraulics, environmental permitting, and utility coordination will help the City advance practical, resilient improvements that protect neighborhoods, public facilities, and the shoreline.Cesar Borges, PE LANDSCAPE ARCHITECTURE. George Puig, PLA, brings 35 years of South Florida experience aligned with the City’s parks and public realm priorities. His expertise in master planning, urban design, streetscapes, and recreational facilities will support implementation of the City’s 10-year Parks and Recreation Master Plan and the development of resilient, inviting public spaces. Jason Carpentier, PE, brings more than 20 years of experience in power, low-voltage systems, and multidisciplinary design oversight. His work across government, municipal, healthcare, education, and mission-critical facilities gives him a strong understanding of both technical requirements and operational needs. Jason will provide reliable designs, clear construction documents, and coordinated solutions that support long-term performance while maintaining schedule and budget.Jason Carpentier, PE Hugo Bermudez, PE Diana Bello TRANSPORTATION/TRANSIT/TRAFFIC ENGINEERING. Cory Dorman, PE, PTOE, IMSA II, brings 14 years of experience in traffic engineering and transportation planning, including traffic impact analysis, signal design, traffic operations, multimodal planning, parking studies, and intersection and corridor analyses. His ability to translate technical data into clear recommendations and communicate effectively at public meetings will help the City implement transportation solutions that are practical, context-sensitive, and responsive to community needs. Andrew McLaughlin, PSM Cory Dorman, PE, PTOE, IMSA II ENVIRONMENTAL/COASTAL ENGINEERING. Hugo Bermudez, PE, leads our coastal engineering team with more than 30 years of experience in coastal, navigation, and civil engineering. His portfolio includes offshore breakwaters, revetments, bulkheads, beach nourishment, living shorelines, and other coastal protection and resiliency projects. Hugo’s experience with regulatory permitting, coastal modeling, and multi-agency coordination directly supports the comprehensive coastal engineering services anticipated by the City of Sunny Isles Beach. PROFESSIONAL GRANT WRITING. At Kimley-Horn, we recognize that grant funding can be critical to advancing the City’s capital improvement program. Diana Bello brings 18 years of grants management experience, including 10 years as a capital projects manager and internal programmatic auditor for publicly funded infrastructure projects. She develops funding strategies, manages compliance with federal and state requirements, and supports municipalities in securing and administering grants for capital improvements, resiliency, and infrastructure projects. SURVEYORS AND MAPPING. Andrew McLaughlin, PSM, is a professional land surveyor with 27 years of experience on complex transportation, civil, and infrastructure projects. His expertise in boundary and topographic surveys, right- of-way mapping, GPS data collection, and construction surveying will provide the accurate field data needed for the City’s drainage, pump station, parks, and roadway improvements. As your Contract Manager and primary point of contact, I will provide the City with immediate access to experienced discipline leaders and Kimley-Horn’s broad in-house staff pool. Under my direction, the team will operate through a consistent quality management process and a coordinated task-order approach. This structure will support informed decisions, efficient issue resolution, and reliable deliverables from study and design through bidding, construction, and closeout. My approach to managing this contract prioritizes clear communication, accountability, schedule and cost control, and early coordination with City staff and reviewing agencies. I will pair local leadership and Florida-based professionals with Kimley-Horn’s national technical resources so each task order can be scaled to its needs without sacrificing responsiveness or continuity. The result will be practical, implementable solutions that reflect the City’s budget, regulatory requirements, and unique coastal setting. LOCAL EXPERIENCE, PRESENCE, AND RESPONSIVENESS. Because of the many and varied projects we have completed, we are subject to various legal proceedings from time to time and in the ordinary course of business. It is not practical to provide a complete list as part of this proposal. In the last five (5) years, Kimley-Horn has had more than 29,993 active projects in Florida, 40 of which had some form of litigation. Of these cases, 4 were dismissed, 24 were settled, and 12 are pending. This represents 0.1100% of all projects completed by Kimley-Horn in Florida over the past five years. None of the pending cases, if decided against Kimley-Horn, would have a material impact on our financial statements or impair in any way our ability to serve our clients. Generally, these matters are covered by insurance, and we consider them to be without merit. Tortoises shall only be relocated when the low temperature at the recipient site is forecasted by the National Weather Service to be above 50° Fahrenheit for three consecutive days after release (including the day of relocation). This three­day window of milder overnight temperatures is required to allow the relocated tortoises to settle into the recipient site and to reduce the chance of cold­related stress or mortality. 11 Gopher tortoise burrow surveys on proposed or existing donor or recipient sites shall be conducted in accordance with the Permitting Guidelines, as amended. Surveys shall be conducted no more than 90 days prior to submitting a relocation application. 12 During transport, gopher tortoises shall be held in shaded conditions, individually, in separate containers that are well­ ventilated and large enough to allow the tortoise to turn around. Tortoises shall be transported within covered, well­ ventilated areas of vehicles (not in open trucks, under truck bed covers, or in trailers with no screens or windows that can be opened) and shall be kept at moderate temperatures between 70­85° Fahrenheit. Tortoises shall not be held more than 72 hours after capture unless otherwise authorized by FWC permit. 13 Gopher tortoises may be captured under a relocation permit by supervised backhoe excavation. Supervised backhoe excavation of gopher tortoise burrows shall only take place with at least two people present at each burrow. A backhoe operator and a person on the ground at the burrow are required at all times during backhoe excavation. Backhoes shall be equipped with a flat blade on the bucket for digging. Excavation of a burrow may not be started unless it can be fully excavated in the same day. Burrow excavation is not complete until the burrow terminus is reached, and all side chambers are found and completely excavated. 14 Gopher tortoises may be captured under a relocation permit by hand capture outside of burrows or hand shovel excavation of gopher tortoise burrows. Capturing a tortoise outside a burrow is not sufficient reason to assume the burrow is vacant. Kimley-Horn performed the detailed design for this coastal neighborhood project consisting of nine streets on the north end of Hollywood Beach. The primary purpose of this on-call contract is to support the Highway Division of DTPW with planning, design and engineering, public involvement, right-of-way and utilities coordination, construction, project control, estimating services, plans review, and quality assurance for projects in the Capital Improvement Plan funded through Road Impact Fees. Kimley-Horn has successfully completed multiple task work orders through this contract. For each task work order, our firm was responsible for all phases of the project through implementation to achieve quality construction documents, cost, and schedule goals. Several example projects completed under this contract are provided below. South Bayshore Drive from Darwin Street to Mercy Way Kimley-Horn was selected to design roadway and drainage improvements along South Bayshore Drive from Darwin Street to Mercy Way, including a new stormwater management system, new pedestrian and bicycle facilities, improved signalized intersections, and other aesthetic components. The project corridor covers 1.5 miles of an urban collector road. The proposed improvements include roadway reconstruction for harmonization, stormwater facilities, shared- use path (Commodore Trail), lighting, and landscaping. This project involved close coordination with the City of Miami Historic Preservation Board as well as the State Historic Preservation Office, given the corridor’s local scenic route designation. A Cultural Resources Assessment was required to evaluate historical resources along the corridor. As this project discharges to Biscayne Bay, a combination of local, state, and federal permits were required. The project included re-striping and re-signing the full corridor, the addition of bicyclist-oriented wayfinding signage, and new pavement markings tailored to support bicycle navigation and visibility. Extensive coordination with Miami-Dade County DTPW, FDOT, and multiple utility agencies supported the development of construction-ready plans aligned with County multimodal design criteria. The project aimed to reduce speeding and improve road safety through targeted traffic calming measures. Kimley-Horn conducted a comprehensive Natural Resource Assessment to identify wetlands, surface waters, and upland habitats on-site, evaluating their potential usage by listed species such as the Florida burrowing owl. Due to the park’s location adjacent to a branch of the Miami River, the landscape plant palette consists mainly of trees, palms, shrubs, and ground covers that were prevalent along the shores of the Miami River prior to the development of the City of Miami. During the design process, the placement of the proposed park amenities revolved around the preservation of numerous large canopy trees, including a large forest of Southern Live Oaks, that contribute to this park’s unique sense of place. The replacement bridge is a 3-span prestressed concrete slab unit bridge that is designed to follow FDOT design criteria for an extremely corrosive environment. The bridge utilizes stainless steel reinforcing steel in the substructure to provide corrosion resistance in this extremely aggressive environment. In addition to designing the bridge, Kimley-Horn designed the utility relocations, approach roadway, and revetment. This bridge was constructed in an environmentally sensitive area and required extensive environmental permitting associated with the removal of mangroves as well as oyster relocations. With this bridge being the only access to an island, the City wanted the bridge replaced within a 4-month window. The study was undertaken to address recurring congestion during weekends, holidays, and special events that significantly impact residents, visitors, and emergency response operations. The analysis evaluated corridor performance from the I-95 interchange at SW 25th Road/SW 26th Road to Bill Baggs State Park, with particular emphasis on peak-demand conditions that are not adequately captured by traditional traffic datasets. Kimley-Horn consolidated and analyzed historical and newly collected traffic data to develop a data- driven understanding of corridor operations. The study incorporated Rickenbacker Causeway toll gantry data, FDOT annual average daily traffic (AADT) volumes, continuous traffic counts collected in 15-minute intervals, and probe-based travel speed and bottleneck data from the Regional Integrated Transportation Information System (RITIS). Four high-demand special event and holiday weekends were analyzed, including Veterans Day/Country Bay Music Festival (November 2024), We Belong Here Festival (March 2025), Easter Weekend (April 2025), and Memorial Day Weekend (May 2025), allowing for direct comparison between typical weekday, typical weekend, and special event conditions. With a clear understanding of site conditions, Terracon’s team developed and immediately initiated source removal efforts to address affected areas while supporting ongoing operations. The Southport Turning Notch project is one of the phases for the expansion of berth space and creation of five new berths in Southport by increasing the dimensions of the Turning Notch to accommodate larger cargo ships that will be available to Port Everglades with the expansion of the Panama Canal. The roadway design included speed humps and landscaping for traffic calming. Rutu managed Terracon’s staff and resources, field investigation, engineering analysis, calculations, and recommendations for the project. 48-inch Diameter Water Main Downtown Loop Closure – Miami, FL Project Manager/Project Engineer. The 48-inch diameter water main will be constructed under railroad tracks and roadway at the Miami Loop, along NW 12th Street between NW 1st Avenue West and NW 1st Avenue East. Terracon provided geotechnical exploration services including drilling borings. The purpose of these services was to provide subsurface field exploration, laboratory testing information, and geotechnical engineering recommendations to assist in the design and construction of the water main. Rutu was responsible for Terracon’s staff and resources, field investigation, engineering analysis, calculations, and recommendations for the project. NW 84th Avenue Improvements from 58th Street to 74th Street – Miami, FL Project Manager/Project Engineer. The proposed improvements project includes roadway reconstruction, a proposed stormwater system of continuous interconnected exfiltration trench, utility relocations, sidewalks, curb and gutter, signage, mast arms, and signalization. Terracon performed subsurface exploration (borings and percolation tests) and geotechnical engineering services and provided information and geotechnical engineering recommendations relative to subsurface soil (and rock) conditions, groundwater conditions, and percolation test results. Rutu managed Terracon’s staff and resources, field investigation, engineering analysis, calculations, and recommendations for the project. Sunrise Pump Station No. 4 Bypass Pipe Replacement – Sunrise, FL Senior Engineer. Pump Station No. 4 provides flood protection for predominantly residential neighborhoods. Terracon provided construction materials testing services for the bypass pipe replacement. The scope of work included earthwork testing, concrete testing, onsite observations, laboratory testing, engineering and reporting services. Re-use Pipelines and Watermain Extensions – Davie, FL Project Manager/Engineer. The Town of Davie was upgrading its utility systems to allow for growth that was anticipated from two major redevelopment initiatives within the Town utility area. Terracon completed a program of subsurface exploration in connection with the re-use pipelines and water main extensions. The firm also provided engineering services during construction, on an as- needed basis, for the project including: laboratory moisture-density relationship tests for materials used for the utility trench backfill; limerock bearing ratio (LBR) and carbonate tests on the base course materials; in-place density testing on the utility trench backfill and base course materials; and corrosivity testing on in-situ soils disclosed during trenching on utility lines along Broward County roads. Seawall Evaluation at Pump Station 1 Facility, Miami-Dade Water and Sewer Department (WASD) – Miami, FL Project Engineer. WASD planned to renovate the seawall that existed at the time of Terracon’s services due to signs of deterioration along the southeast edge. Pavement areas were also showing signs of heavy deterioration with holes found in the asphalt. Kimley-Horn’s depth of local and regional resources further supports this commitment. When additional expertise or production support is needed, we can quickly supplement or adjust the project team to resolve the issue while maintaining progress on other active TWOs. Our goal is to address concerns promptly, professionally, and transparently while preserving the strong working relationship and trust that are essential to a successful long-term on-call contract. Cost Control COST ESTIMATE DEVELOPMENT AND UPDATES. For each TWO, Cesar and the assigned Discipline Lead will prepare a detailed fee estimate and, for design and construction assignments, an Opinion of Probable Construction Cost (OPCC). Our estimates will be developed using current unit pricing, recent bid tabulations from comparable South Florida municipal projects, and input from our construction-phase staff. An initial OPCC will be prepared during the conceptual or scoping phase and updated at each major design milestone, typically at the 30%, 60%, 90%, and final submittals. For larger or construction-phase assignments, we will develop a critical path method (CPM) schedule so the City can clearly identify the activities that control project completion.
