MILES Architecture Group is a Florida-based architectural firm with more than four
decades of experience providing planning, architectural design, project management,
construction administration, and owner representation services for public and private

planned and delivered commercial, municipal, institutional, mixed-use, hospitality, and

experience encompasses every phase of project delivery, from feasibility studies and
master planning through permitting, bidding, construction administration, and closeout.
For this contract, we have assembled a highly qualified multidisciplinary team led by
MILES Architecture Group as Prime Consultant. We are joined by Ingenuity Engineers,

Engineering. Together, this integrated team provides the City with a single point of
responsibility while oBering comprehensive in-house expertise across every major design
discipline.
Our partnership with Ingenuity Engineers has already demonstrated its eBectiveness
through our recent award of a Continuing Architectural and Engineering Services
contract with the City of Sebastian, where our firms are currently providing on-call
professional services. This established working relationship allows us to immediately
mobilize, communicate eBiciently, and provide seamless coordination between
architectural and engineering disciplines.
Ingenuity Engineers brings decades of municipal engineering experience that
complements our architectural expertise. Their leadership team has successfully designed
numerous public facilities throughout Florida, including city halls, courthouses, sheriB's

critical infrastructure projects. Their extensive experience in mechanical, electrical,
plumbing, and fire protection engineering provides the City with a proven engineering
partner capable of supporting projects of every size and complexity.
We understand that the City requires a consultant capable of responding quickly to a broad
range of assignments while maintaining exceptional quality, technical accuracy, and
responsiveness. Our team is specifically organized to provide:
• Comprehensive architectural and engineering services under one coordinated
team.
• Rapid response for continuing service task orders.
• Strong project management with clear communication and accountability.
• Thorough quality assurance and quality control throughout every project phase.
• Extensive knowledge of Florida Building Code requirements, permitting processes,
ADA compliance, resiliency, and sustainable design.
• Collaborative coordination with City staB, regulatory agencies, contractors, and
stakeholders to minimize risk and maintain project schedules.
Although our firm's architectural experience has primarily been concentrated throughout
Central Florida, we are highly familiar with the regulatory requirements, permitting
processes, and governmental procedures applicable throughout the State of Florida.
Combined with our engineering partners' extensive municipal project portfolio—including
work for numerous Florida cities and counties—we are well prepared to successfully
support the City of Sunny Isles Beach from project initiation through construction
completion.
At MILES Architecture Group, we believe successful continuing services contracts are built
on relationships. Our philosophy emphasizes accessibility, responsiveness, proactive
communication, and a commitment to understanding each client's long-term vision. We
recognize that every assignment—whether a minor renovation or a major capital
improvement project—reflects the City's commitment to its residents, and we approach
every project with that same level of responsibility and professionalism.
We respectfully submit our qualifications for your consideration and would welcome the
opportunity to discuss how our team can support the City of Sunny Isles Beach in achieving
its facility and infrastructure goals. Thank you for your time, consideration, and the
opportunity to compete for this important contract.
Sincerely,
Miles L. Beach, AIA, NCARB, LEED AP BD+C

fundamental objective: providing the City with immediate access to experienced decision-
makers who can eBiciently deliver assignments of varying size, complexity, and urgency
while maintaining exceptional quality and accountability.
Unlike project-specific teams that assemble only after award, our proposed team has an
established working relationship and defined lines of communication. Miles Architecture
Group serves as the Prime Consultant and single point of responsibility, coordinating all
architectural disciplines and managing the eBorts of our engineering partners to provide
seamless delivery from initial task authorization through final construction administration.
Our team is intentionally structured so that senior leadership remains actively involved
throughout every assignment. This approach ensures that every task order benefits from
executive oversight, experienced technical review, and timely decision-making while
allowing day-to-day project activities to be managed by dedicated project managers and
technical professionals.
Leadership and Accountability
Every task assignment will begin with direct involvement from our Principal-in-Charge, who
establishes project objectives, confirms staBing assignments, and provides executive
oversight throughout the life of the project. The assigned Project Manager serves as the
City's primary point of contact and is responsible for daily communication, scheduling,
consultant coordination, document quality, and budget management.
Supporting the Project Manager is a multidisciplinary technical team that includes
architectural staB, engineering consultants, quality control reviewers, and construction
administration professionals whose experience spans municipal, commercial,
institutional, hospitality, public facilities, parks, recreation, and infrastructure projects
throughout Florida.
This structure provides the City with:
• A single point of accountability
• Direct access to firm leadership
• Rapid response to task authorizations
• Integrated consultant coordination
• Consistent quality control throughout every phase
• Continuity from planning through construction

CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES
Integrated Architectural and Engineering Team
Miles Architecture Group has intentionally partnered with Ingenuity Engineers to provide
comprehensive Mechanical, Electrical, Plumbing, and Fire Protection engineering services.
The two firms have developed an eBective working relationship founded on open
communication, collaborative design, and coordinated project delivery.
Most recently, the Miles Architecture Group–Ingenuity Engineers team was selected by the
City of Sebastian to provide Continuing Architectural and Engineering Services,
demonstrating the confidence that Florida municipalities have placed in our integrated
team. That experience has strengthened our collaborative workflows, consultant
coordination procedures, and commitment to responsive continuing services.
Additional specialty consultants are incorporated as individual task orders require,
allowing the City to access civil engineering, structural engineering, landscape
architecture, surveying, permitting support, and other specialized disciplines through one
coordinated contract.
Resource Capacity
Continuing services contracts require more than technical expertise—they require
availability.

CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES
Our staBing model is designed to support multiple concurrent task orders without
compromising responsiveness or quality. Because responsibilities are distributed among
experienced professionals rather than concentrated with one individual, our team
maintains continuity throughout vacations, peak workloads, or overlapping assignments.
Should workload increase significantly, Miles Architecture Group has the internal
resources and established consultant relationships necessary to quickly expand staBing
while maintaining the same management structure and quality standards.
This scalable approach enables us to respond rapidly to:
• Emergency assignments
• Small renovation projects
• Facility assessments
• Building modifications
• Park and recreation improvements
• Municipal building upgrades
• Public safety facilities
• Long-term capital improvement projects
Communication and Coordination
EBicient communication is essential to successful continuing services. Every assignment
follows a clearly defined communication protocol that keeps City staB informed while
minimizing administrative burden.
The Project Manager maintains regular communication with the City's designated
representative, coordinates all consultant activities, manages schedules, tracks
deliverables, and ensures that questions are resolved quickly.
Internally, weekly coordination meetings among architectural and engineering disciplines
provide ongoing design integration, proactive issue resolution, and continuous monitoring
of schedule, budget, and quality objectives.
This collaborative process significantly reduces redesign, minimizes change orders, and
promotes eBicient project delivery.
Commitment to Long-Term Partnership
Miles Architecture Group views this continuing services contract as a long-term
professional partnership rather than a series of individual projects. Our staBing philosophy
reflects that commitment by assigning experienced professionals who understand
municipal project delivery, public accountability, regulatory coordination, and the
importance of responsive client service.
The City will have direct access to senior leadership, experienced project managers, and
technical specialists who are empowered to make decisions, resolve issues eBiciently, and
consistently deliver high-quality architectural and engineering services throughout the
duration of the contract.

Approach / Methodology
A Responsive, Collaborative, and Quality-Driven Continuing Services Approach
Miles Architecture Group understands that a Continuing Professional Architectural and
Engineering Services contract is fundamentally diBerent from a single-project assignment.
Success is measured not only by technical design excellence, but by the ability to respond
quickly, manage multiple concurrent assignments, communicate proactively, and
consistently deliver high-quality professional services throughout the life of the contract.
Our methodology is built around becoming an extension of City staB. We assemble the
appropriate professionals for each task order, establish clear lines of communication from
project initiation through closeout, and maintain disciplined project controls that ensure
schedule, budget, quality, and client expectations remain aligned.
Working together with Ingenuity Engineers, our integrated architectural and engineering
team provides the City with a single, coordinated source for architectural design,
mechanical, electrical, plumbing, fire protection engineering, construction administration,
and specialty consulting services. This collaborative delivery model minimizes
coordination issues, accelerates decision-making, and produces well-integrated
construction documents that reduce change orders during construction.
Suitability of Our Methodology
Every task order begins with understanding the City's objectives before design work begins.
Our methodology emphasizes collaboration, early coordination, and disciplined project
management to ensure each assignment is appropriately scoped, staBed, and scheduled.
For every assignment we will:
• Review the City's task authorization and establish project objectives
• Conduct a kickoB meeting with City stakeholders
• Confirm scope, budget, schedule, and regulatory requirements
• Assemble the appropriate architectural and engineering disciplines
• Establish communication protocols and milestone review dates
• Develop a project-specific execution schedule
• Maintain continuous interdisciplinary coordination throughout the project
This structured process allows our team to eBiciently manage projects ranging from facility
assessments and renovations to new construction, parks, municipal buildings, and
infrastructure improvements.
Overall Organization
Our organizational structure is intentionally streamlined to provide clear accountability
while allowing rapid mobilization.
Miles Beach, AIA, President, serves as Principal-in-Charge and provides executive
oversight, quality assurance, and client support throughout the duration of the contract.
With more than 40 years of architectural experience leading commercial, municipal,

institutional, hospitality, and mixed-use projects throughout Florida and the United States,
he provides executive leadership, multidisciplinary coordination, and strategic direction for
every assignment.
Daily project management responsibilities are delegated to Rob White, who serves as the
City's primary point of contact. Rob coordinates all architectural and engineering
disciplines, manages project schedules, facilitates communication with City staB, and
ensures each task progresses eBiciently from authorization through construction.
Supporting Rob are:
• Judith Trejo — Senior Project Architect
• Tom Ray, AIA — Quality Assurance / Quality Control Manager
• Brian Hessinger, P.E. — Principal Mechanical Engineer overseeing HVAC, Plumbing,
and Fire Protection engineering with extensive municipal project experience.
• Joe Harrill, P.E. — Executive Principal and Senior Electrical Engineer responsible for
electrical systems, power distribution, lighting, emergency systems, and municipal
facility coordination.
This leadership structure allows decisions to be made quickly while maintaining executive
involvement throughout every assignment.
Meeting Project Schedules
Continuing service contracts frequently require rapid response and simultaneous
management of multiple assignments. Our team has developed internal procedures that
allow us to quickly mobilize resources while maintaining consistent quality.
Upon receipt of a task authorization we will:
• Assign the appropriate project manager and technical staB immediately
• Confirm project priorities with City staB
• Develop a detailed milestone schedule
• Coordinate consultant activities simultaneously rather than sequentially
• Conduct scheduled progress meetings
• Monitor deliverables using internal milestone tracking
• Identify potential schedule risks early and implement corrective actions before
delays occur
Because architecture, MEP engineering, and specialty consultants work as one integrated
team, many design activities occur concurrently, reducing overall project duration while
improving coordination.

Work Plan
Our standard project delivery process follows seven integrated phases that can be scaled
to meet the requirements of each task order:
Phase 1 — Project Initiation
Every assignment begins with a collaborative kickoB meeting to confirm the project
objectives, scope, budget, schedule, and stakeholder expectations. Our team
establishes communication protocols, assigns project responsibilities, and
develops a detailed project execution plan to ensure a coordinated start and a clear
path forward.
Phase 2 — Existing Conditions & Programming
We gather and verify all available information, including existing documentation,
site conditions, utility infrastructure, and regulatory requirements. Meetings with
City staB and stakeholders allow us to fully understand operational needs, identify
project constraints, and establish the functional requirements that will guide the
design process.
Phase 3 — Concept Development
Our design team develops practical, creative solutions that balance functionality,
aesthetics, sustainability, constructability, and long-term value. Preliminary
concepts are presented for review, allowing the City to evaluate alternatives, provide

feedback, and confirm the preferred design direction before advancing into detailed
design.
Phase 4 — Design Development
During this phase, the architectural and engineering disciplines work as one
integrated team to fully coordinate building systems, layouts, materials, and
technical requirements. Regular interdisciplinary reviews ensure compliance with
applicable codes, budget objectives, operational needs, and City expectations
before construction documents are prepared.
Phase 5 — Construction Documents
We prepare complete, coordinated construction drawings and technical
specifications suitable for permitting, bidding, and construction. Every document
undergoes rigorous internal Quality Assurance/Quality Control reviews to minimize
conflicts, improve constructability, and reduce the potential for change orders
during construction.
Phase 6 — Permitting & Procurement Support
Our team works closely with permitting agencies and City staB to obtain timely
regulatory approvals while responding promptly to review comments. We also
provide procurement support by preparing bid documents, responding to contractor
questions, issuing addenda when necessary, and assisting the City throughout the
solicitation process.
Phase 7 — Construction Administration
Throughout construction, we remain actively engaged to protect the City’s interests
and ensure the project is built in accordance with the contract documents. Services
include shop drawing reviews, responses to Requests for Information (RFIs), site
observations, pay application reviews, coordination with the contractor, and final
project closeout
Continuous Throughout All Phases

Open and consistent communication with City staB is maintained throughout every
phase of the project. Regular meetings, progress updates, and timely decision-
making ensure the City remains fully informed and engaged.
• Interdisciplinary Coordination
Architecture, structural, MEP, fire protection, and specialty consultants collaborate
continuously to produce fully coordinated design solutions. This integrated
approach improves eBiciency, reduces conflicts, and enhances overall project

progress reviews. Potential risks are identified early, allowing our team to implement
corrective actions before they impact project delivery.

and multidisciplinary coordination. This disciplined process promotes technical
accuracy, regulatory compliance, and complete, coordinated construction
documents.
• Budget Control
Cost considerations are evaluated throughout the design process to maintain
alignment with the City's budget objectives. Our team continuously evaluates
design decisions, materials, and systems to maximize value while supporting long-
term operational performance.
Communication and Complaint Resolution
We recognize that responsive communication is one of the most important aspects of a
successful continuing services contract.
Our Project Manager serves as the City's single point of contact and is responsible for
maintaining regular communication with City staB throughout each assignment.
Questions, concerns, or requested changes are documented, evaluated, and addressed
promptly.
