Specifically under the firm’s current City of Sunny Isles Beach Continuing Services Contract for Landscape Architecture services, our Miller Legg Team has provided a variety of tasks including DRC Assignments, Plans Review, Permit Reviews, Inspections for Final Closeouts, Arborist and Tree Inspections, Code Compliance for Tree Dispositions, Rose Garden Design for Meditation Garden at Town Center Park, Revised Technical Specifications for Environmental and Landscape Architecture, Review and Renew entire Landscape Architecture Code – existing and future, and Review and Update contract for Landscape Maintenance. Our multidisciplinary staff provides the advantage of having diverse knowledge and backgrounds in permitting at our disposal to assist in any permitting process. Miller Legg’s Project Manager, Michael Bradley, RLA, has direct experience attaining permits throughout the state, municipal, and local permitting agencies such as Miami-Dade County’s Traffic Engineering Division and Highway Construction and Engineering Division, Department of Environmental Resource Management (DERM), Florida Department of Environmental Protection (FDEP), Army Corps of Engineers (ACOE), Florida Department of Transportation (FDOT), and the South Florida Water Management District (SFWMD). Our Team’s permitting experience in Florida includes attaining most permits potentially associated with landscape architecture projects, such as tree removal and relocation permits, water use permits for irrigation, and a wide range of environmental permits. The project expanded pedestrian zones on either side of Boynton Beach Blvd. and included decorative hardscape throughout these areas. Due to the site’s proximity to the beach, Miller Legg utilized it as the theme for the hardscape pattern. The pattern consisted of blue integrally colored concrete in variously sized wave patterns breaching into the standard concrete of the sidewalk. A consistent sand colored band followed the back of curb and grounds the blue concrete as if it were the shoreline. Constraints of the site played a large role in landscape and hardscape design. Due to the number of driveways along the corridor, clear sight lines became an issue. To provide safe landscape elements, Miller Legg utilized evenly spaced Solitaire Palms throughout the corridor. However, adding palms minimized the amount of usable pedestrian space. Miller Legg took this issue and made it an opportunity to enhance the hardscape design. Custom tree grates were designed to hold the palms, while maintaining as much walkable space as possible. These concrete tree grates were also designed to use an integrally colored concrete with a darker hue of sand coloration. This portrays small islands within the waves and creates a visual sense of elevation compared to the sand-colored band. Miller Legg also provided post design services. Miller Legg’s involvement in the high-profile project centered around the Henry Kinney Tunnel Top Plaza, a 115’ terraced pedestrian plaza extension over the north US 1 tunnel, and its connection south to the New River. The Plaza included ‘table topping’ Las Olas Boulevard and three (3) existing plazas. The project transformed these four areas collectively into a cohesive pedestrian plaza experience, creating a unique, iconic, destination along Las Olas Boulevard. Funding for the pedestrian Plaza was through the City of Fort Lauderdale’s 2016 Parks Bond and led by FDOT as part of the Henry Kinney Tunnel Rehabilitation, for which Miller Legg led collaborative efforts to meet the needs of both entities. Miller Legg also provided placemaking and programming services, for which the designers created parklets, plazas, and iconic hardscape elements with water features and public art installations that work as resting places and wayfinding spots. Once construction is complete, and the turbidity curtains are removed, the biologists will survey the new riprap to determine a location that will afford the coral the best chance for stability and long-term survival. The coral will be placed within the riprap so that its orientation and depth are comparable with its original position. A post relocation report will be completed, including a site plan that identifies the relocated coral, pre- and post-locations of the coral, and the anticipated survivability. City of Coconut Creek Copans Road Median Landscape Architecture Plans - For this median improvement project along Copans Road between Lyons Road and the Florida Turnpike Overpass, Miller Legg provided landscape, hardscape and irrigation design plans, tree inventory, surveying, permitting, pre-construction and construction observation services to the City. Tree, streets and highway permitting was coordinated with Broward County. construction of a new one-story 4,000 SF recreation building, renovated restroom facilities, expansion of walking trail with lighting, distance marker, and exercise stations, new pavilions, new parking lot, refurbished basketball and tennis courts, new fencing, new shaded playgrounds, new landscaping and irrigation, addition of horseshoe pits, sand volleyball, mini golf, and video system and WIFI. City of Miami Museum Park Baywalk Phase 3 - Miller Legg provided landscape architecture, civil engineering, lighting/ electrical engineering, surveying, permitting and limited construction administration services for the Miami Baywalk Phase 3 Project. Permitting for project improvements was provided through the City of Miami, Miami-Dade County and South Florida Water Management District. Underground utility designation for electric and drainage utilities was performed. The project is a 1/4-mile pedestrian-oriented urban waterfront park and promenade on Biscayne Bay, located adjacent to the east coast greenway. The Baywalk design includes custom native stone benches, extensive paver pedestrian spaces, salt-tolerant tropical plantings, as well as themed lighting and site amenities. The planting design not only enhanced aesthetics, but also buffered unsightly adjacent parking and utility areas and minimized exposed surfaces that had been subject to graffiti. City of Miami Beach Chase Avenue and 34th Street Shared Path - Under its continuing services agreement with the City of Miami Beach, Miller Legg was retained to provide surveying, civil engineering and landscape architecture services related to the new Chase Avenue and 34th Street shared path and roadway improvements project. The 10-ft shared use path supports the use of simultaneous pedestrian and bicycle activity. City of Delray Beach Pompey Park Community Center and Campus Design - Miller Legg is providing surveying, SUE, civil engineering, landscape architecture, permitting and construction phase services associated with the design of Pompey Park Community Center and Campus in Delray Beach. Surveying services consist of specific service and topographic surveys; subsurface utility engineering, including vacuum excavations. Landscape architecture scope elements are associated with design of planting, irrigation, hardscape, site amenities, two (2) playgrounds, baseball fields (relocation and restoration). Our tree inventory arborist services were key to meeting the community’s desire to preserve the large established tree canopy within the Park. When our firm is selected for a Continuing Services Contract, such as the City of Sunny Isles Beach for the Categories of Landscape Architecture and Surveying and Mapping, it is both our responsibility and commitment to successfully perform project requirements while successfully maintaining each projects’ schedule and budget. Miller Legg has 50 employees, including the commitment of significant depth of resources from our Landscape Architecture and Surveying and Mapping staff at all levels, from Principal to Technician, to support the Continuing Services Contract for these Categories. This helps to establish City, stakeholders, and other user desires for the project, and outlines the project program clearly for all parties involved. The City of Sunny Isles Beach community has active stakeholders whose input and support will be key to the any project’s success. 3 Design Stage: In this third step, Miller Legg incorporates the analysis from the site evaluation, and combines that information with the stakeholder desires to develop the theme, composition and material selection. We provide design documents in 3 phases, Conceptual, Preliminary, and Final. The Conceptual Design is a quick graphic format, to visually communicate the overall design intent and potential project site opportunities. Miller Legg will review concepts with the City to receive input on overall design intent. Our multi-disciplinary collaborative approach includes the Landscape Architectural Team reviewing concepts with Environmental, Planning, and Transportation / Engineering members to ensure that the concepts are truly “feasible.” This is necessary because concepts presented to City and the project’s stakeholders, need to be truly achievable project designs. Preliminary and Final Design Phase are developed upon City’s acceptance of a project concept. Preliminary design documents are prepared, including the designation of general material types for various hardscape and landscape elements and infrastructure improvements. Anticipated improvements will also be identified and presented, accurately scaled to demonstrate true spatial relations. A preliminary opinion of probable cost is generated to identify appropriate/available budgets for proposed enhancements. If the anticipated costs exceed the project budget, design modifications are addressed at this stage, rather than during the construction document phase. Miller Legg anticipates performing the landscape architecture in-house, as we have the expertise, experience, depth, and background to handle the workload ourselves, streamlining internal coordination and collaboration with the City. 4 Preparation of Construction Documents: Construction documents, what the Contractor will use to construct the project, are prepared in accordance with the specifications outlines in the Final Design. 5 Permitting with Local Agencies: A key role for the designer, in this case, Miller Legg, is to provide contract administration and construction observation services to ensure the design is being implemented by the contractor in the way the City desires and Miller Legg intended. Miller Legg will conduct a review meeting with the City of Sunny Isles Beach and associated review agencies, prepare and distribute meeting minutes, so that appropriate parties are aware of issues to be addressed in future submittals. When construction documents are at an appropriate percentage of completion, and comply with City budgets, the permitting process commences. Our in-house engineering and environmental services assist in strategically moving a project through permitting processes. • Contract Administration / Bidding Assistance Phase: The Miller Legg Team will assist the City in preparation and clarification of questions related to bid documents by incorporating technical and design documents with standard City contract documents and conditions. Technical addenda during the bidding process can also be facilitated and prepared by the Miller Legg Team. As needed, Miller Legg will assist the City during the bid opening to tabulate the submitted bids, evaluate the bids for the appropriate responsiveness and document the rankings of the bidders. • Construction Observation Phase: Miller Legg will assist the City in the observation and documentation required during construction to ensure that the project construction activities move forward as promptly as possible, while minimizing coordination activities between the City and contractor. This is facilitated by Miller Legg’s Team assisting the contractor in interpreting the design intent and construction documents. During construction, Miller Legg concisely documents all activities and key decisions or status changes that are observed during these activities in our field reports, which are submitted to the City for review and documentation. This documentation is critical to ensure that each project meets schedules, and to avoid potential litigation/claims issues. The Firm provides construction observation services for all our projects, and has experienced professionals who specialize in construction inspection. TECHNICAL CAPABILITIES Utilization of the right software is crucial to communicate the project design intent to the audience. Miller Legg has full capabilities to develop all levels of computer aided design (CAD), including the current versions of AutoCAD, Microstation, Land FX and Impression. In addition, the Firm utilizes graphic software to generate the exhibits necessary to communicate a project’s intent using ESRI (GIS) SketchUp, Adobe Creative Suite, and Lumion 3D Rendering Software. We have successfully utilized these resources to prepare community involvement, design and permitting documents for current and past projects throughout Florida. QUALITY ASSURANCE / QUALITY CONTROL Miller Legg is committed to producing cost-effective and high-quality design deliverables that are achieved through the utilization of specific quality control procedures. Miller Legg’s Quality Control program includes independent review of all documents by a quality control team and a Quality Control Manager, Brian Shore, RLA, to ensure that Miller Legg’s design documents meet quality standards. Miller Legg’s quality control process of checks and balances occurs throughout the design process. This process includes design reviews, plan set compliance with the current requirements, reviews of completed tasks for accuracy and completeness, and digitally documenting all tasks completed. The five main Quality Control Process objectives are: 1. To provide a uniform process for all Miller Legg Team members to produce consistent substantially error free plans. 2. To provide a well-documented design process which includes records of major design decisions, quality control checklists and plan markups. 3. At the beginning of each project, our Project Manager, Michael Bradley, RLA, and the City Project Manager will establish a schedule for regular status meetings. During these meetings the project production, contractual, schedule, scope, quality assurance and quality control elements will be discussed. Michael will document these discussions and status of these meetings and submit the minutes for review by the City Project Manager within two business days of the meeting. These meetings will be in addition to any other scheduled production meetings. PROCESS DOCUMENTATION Each project task or activity has documentation and a template to ensure consistency among projects. All documents, including contract documents, letters, transmittals, etc., go through a quality control check before they leave Miller Legg. Meeting Minutes / Site Visit Memos are taken at each meeting or significant gathering / phone conversation. These documents contain vital project description information, date, who attended the meeting and topics discussed, a record of who raised a topic or question and action to be taken, if any. Legg & Associates was responsible for a large variety of surveying projects in the tri-county area before merging into Miller Legg in 1995. Weidener & Associates, a well-known Miami-Dade County land surveying firm since 1985, subsequently joined the Miller Legg family in 2007. Project Approach For each project under the Continuing Professional Services Contract for the Category of Surveying and Mapping which involves surveying, mapping, and underground utility location services (SUE), Miller Legg will discuss the specifics of each project with the City of Sunny Isles Beach Project Manager. Sandro Elvir, CST, our Survey Project Manager, will ask any questions that immediately come to mind to evaluate the specific project scope of services and a reasonable fee estimate. As the fee estimate is being prepared, Miller Legg will perform research which includes, but is not limited to, prior surveys or documents in the possession of Miller Legg; section corner, horizontal and vertical control, and prior survey information prepared by others. Once the scope is fully evaluated and the specific tasks to be performed are detailed, an appropriate fee will be established. This fee will be a fair and equitable estimate of the time needed to complete the tasks. Once the fee estimate is finalized, it will be submitted for review. Following any negotiations that may need to occur, an Authorization to Proceed will be issued allowing work to commence on the project. Upon receipt of an Authorization to Proceed, Miller Legg will begin our Survey team approach to the project. This will start with a Kick-Off Meeting including all the Team members, to review the finalized scope of RFQ #26-07-01 Continuing Professional Architectural and Engineering Consulting Services | 26MLA00190 | Page 77 Approach - Survey / MappingSection 4 services, project schedule and tasks to be performed and completed by each Team member. At this time, milestones shall be established by the Project Manager/Team Leader. Upon completion of the Kick-Off Meeting, office activities will begin including the investigation and gathering of documentation related to survey services to be performed. Plats, maps, section corner information, horizontal and vertical control, prior surveys / notes, etc., will be provided to the field personnel and the office staff assigned to this project. The field activities will be closely monitored by the designated office staff Team member to ensure tasks are completed entirely and accurately. A minimum of one survey crew shall be assigned to each project. Field notes will be kept daily describing the survey services completed each day. The field notes and collected data files will be reviewed daily by Arnold Haynes, PSM, Professional Surveyor, as an additional Quality Control/Quality Assurance (QA/QC) check as to the accuracy of the information being gathered daily. As field tasks are completed, office activities will begin so both field and office activities run concurrently. We have found this method allows Team members to be continually informed of daily services provided and the information obtained. It allows us to review and update information gathered and ensures Team efficiency and cohesiveness in preparation of the final deliverable. SAFETY Safety is of the utmost concern at Miller Legg, and our methods, procedures and equipment all lend themselves to a safety-first mentality – which includes both Miller Legg personnel and the public at large. Our automated / digital survey equipment are key to this capability. Our survey and SUE crews are trained in CPR, first aid and confined spaces. We have a strong commitment to safety and we structure our project scheduling with that in mind. DRAFT DELIVERABLE SCHEDULING AND REVIEW The draft deliverables may range from a partial topographic survey to a complex boundary survey, but all should contain the pertinent information and data to make the deliverable complete. Miller Legg schedules necessary time to allow all stakeholders to have an opportunity to comment on the draft deliverable and internal QC/review. FINAL DELIVERABLE SCHEDULING AND REVIEW In some cases, the deliverable may need to be submitted to the City as “draft” for review comments before the final deliverable is issued. After incorporating the City’s comments, the final deliverable is issued for release. POST PROJECT DEBRIEFING / PROJECT CLOSEOUT After submitting the final deliverable, Arnold Haynes, PSM, as Professional Surveyor, and Sandro Envir, CST, Survey Project Manager, will schedule a post- project debriefing session with the project Team. Sandro will utilize formal submittals of documents, face-to-face, telephone and email communication as appropriate for the type of issue to be communicated during the span of the project. Because the complexity and duration of survey task assignments often dictate the level of communication warranted, we will work with the City’s Project Manager(s) and staff to tailor our reporting structure for each task order to meet your expectations. Miller Legg has a great deal of experience in organizing projects and coordinating them throughout their duration. We have found, through experience, that the success of a project is often dependent upon making accurate information available to all parties from the beginning to the end.
